Job Description/Justification
Under the direction of the Director of Resiliency Planning, the Senior Planner will undertake all activities related to neighborhood planning for the preservation and development of housing in New York City neighborhoods impacted by Hurricane Sandy. The Planner will be responsible for performing analyses of neighborhood conditions using quantitative and qualitiative data, implementing meaningful civic engagement efforts such as community workshops, and assisting in developing complex urban design/development scanrios in coordination with both community members and other technical experts. The Senior Planner will also be responsible for managing project teams comprised of multiple city agencies and/or consultants, and for overseeing the development of public-facing neighborhood planning documents.
The mission of the Resiliency Planning unit is to ensure that HPD’s development and preservation efforts protect neighborhoods, existing buildings, tenants and property owners from climate-related hazards and related financial threats (e.g. changes in the flood insurance program). Team members collaborate with the Build it Back program, developers, community-based organizations, tenants, and building owners to rebuild, develop, or protect quality affordable housing in the flood plain.
All Planners in the Office of Neighborhood Strategies are expected to perform similar duties to ensure a flexible and multi-faceted team. Selected duties for the Senior Planner include analyzing and resolving complex neighborhood planning and geo-spatial issues; performing basic housing, real estate, and demographic research; and undertaking neighborhood planning studies and developing implementation strategies in collaboration with other City agencies, such as the Economic Development Corporation, the Department of City Planning, the New York City Housing Authority, State agencies, for- and non- profit housing and community developers, Community Boards and local organizations, public officials, and neighborhood residents. All Planners within the Planning Division are expected to participate and assist in coordinationg neighborhood workshops, as necessary.
This is a grant-funded position. The anticipated end date is June 30, 2016.

Preferred Skills
1.Thorough knowledge of New York City government and housing issues.
2.Knowledge of zoning, land use planning, and regulatory requirements.
3.Successful experience working with community boards, civic associations, and neighborhood groups.
4.Experience with community-based planning and neighborhood development issues.
5.Experience conducting studies, writing reports, and conducting meetings with community and interagency partners.
6.Ability to work independently, take initiative, and work effectively with others.
7.Excellent research, analytical, writing, and public speaking skills.
8.Demonstrated ability to meet deadlines and manage multiple projects in a timely manner.
9.Proficiency in GIS, Adobe Creative Suite, and Microsoft Office applications, including Excel and PowerPoint.
10.Candidates with masters degrees in urban planning, urban design/architecture, or business administration with a focus in real estate finance and development are strongly preferred.
11.3-5 years experience in urban planning is strongly preferred, preferably involving community engagement, urban design, and/or the coordination of complex neighborhood planning processes.
