HPD is tasked with fulfilling the Mayor's Housing New York: A Five-Borough Ten-Year Plan to create and preserve 200,000 affordable units for New Yorkers at the very lowest incomes to those in the middle class.

Job Description:

The Department of Housing Preservation and Development seeks a highly motivated individual with exceptional communication skills to lead HPD's Office of Governmental Relations. The Office of Governmental Relations works with City, State and Federal elected officials, as well as agencies, policy makers, advocates, and planners to assess, craft, and secure legislative changes needed to implement HPD's goals of creating and preserving affordable housing and protecting the quality and safety of the City's housing stock.

Under the direction of the Deputy Commissioner of Strategy, Research and Communications, the Assistant Commissioner of Governmental Relations and his/her team also are responsible for working with elected officials, community boards, and other external stakeholders on both housing policy, land use and housing finance approvals and constituents housing problems, and preparing the Commissioner and senior staff for public legislative hearings and meetings with elected officials. The Assistant Commissioner plays a critical role in implementing the Mayors Housing New York plan, working closely with the Agency's senior team, Agency partners, and the Mayor's Office.

The selected candidate will be responsible for the following duties:
  • Work closely and collaboratively with senior staff to develop, draft, advocate for, and implement HPDs local, State, and federal legislative agenda.
  • Work with the New York City Council on land use and tax exemption approvals necessary for the Agency's housing projects.
  • Analyze and research proposed legislation and recommend appropriate agency response.
  • Research, draft, and edit public testimony for the Commissioner and other senior staff to deliver at legislative hearings.
  • Prepare the Commissioner and other senior staff to testify and respond to questions at public hearings.
  • Deliver public testimony on behalf of the Agency.
  • Prepare Commissioner for meetings with elected officials, including briefing memos , and necessary follow-up.
  • Build and maintain relationships with elected officials, community boards, and other governmental stakeholders at all levels of government.
  • Write and edit legislative memos and respond to a wide range of inquiries from elected officials offices.
  • Manage and supervise the Agency's communications with the NY City Council and New York State Legislature.
  • Serve as HPDs principal liaison to the Mayors Office of Intergovernmental Affairs.
  • Coordinate with intergovernmental leadership at other government agencies.
  • Guide the Commissioner and senior staff on issues involving elected official and other external stakeholder interests.
  • Provide distinct support for the Office of Neighborhood Strategies on public planning initiatives, including organizing meetings with internal partners in government, elected officials and relevant community groups.
  • Manage agency relations with housing advocacy groups as it relates to legislative initiatives, in close coordination with other divisions across the Agency and the Mayor's Office.
  • Responsible for special projects assigned by the Deputy Commissioner of Strategy, Research, and Communications as needed.
  • The ability to carry out the above responsibilities may sometimes require attendance at evening and weekend meetings.
  • Salary will be commensurate with experience.

  • At least 8 to 10 years full-time experience, at least 2 years of which must have been in a managerial capacity, with primary focus on intergovernmental affairs related to housing, urban policy, planning, real estate, economic development and/or a related field.
Minimum Qualification Requirements
A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in the development, design, construction, appraisal, financing, negotiation or disposition of real estate or in real estate law, or in urban planning, design or renewal, or analytical or coordination work related to housing programs; at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above;
or
Education and/or experience which is equivalent to "1" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have three years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in "1" above.

Job Description/Justification
Under the direction of the Director of Resiliency Planning, the Senior Planner will undertake all activities related to neighborhood planning for the preservation and development of housing in New York City neighborhoods impacted by Hurricane Sandy. The Planner will be responsible for performing analyses of neighborhood conditions using quantitative and qualitiative data, implementing meaningful civic engagement efforts such as community workshops, and assisting in developing complex urban design/development scanrios in coordination with both community members and other technical experts. The Senior Planner will also be responsible for managing project teams comprised of multiple city agencies and/or consultants, and for overseeing the development of public-facing neighborhood planning documents.
The mission of the Resiliency Planning unit is to ensure that HPD’s development and preservation efforts protect neighborhoods, existing buildings, tenants and property owners from climate-related hazards and related financial threats (e.g. changes in the flood insurance program). Team members collaborate with the Build it Back program, developers, community-based organizations, tenants, and building owners to rebuild, develop, or protect quality affordable housing in the flood plain.
All Planners in the Office of Neighborhood Strategies are expected to perform similar duties to ensure a flexible and multi-faceted team. Selected duties for the Senior Planner include analyzing and resolving complex neighborhood planning and geo-spatial issues; performing basic housing, real estate, and demographic research; and undertaking neighborhood planning studies and developing implementation strategies in collaboration with other City agencies, such as the Economic Development Corporation, the Department of City Planning, the New York City Housing Authority, State agencies, for- and non- profit housing and community developers, Community Boards and local organizations, public officials, and neighborhood residents. All Planners within the Planning Division are expected to participate and assist in coordinationg neighborhood workshops, as necessary.
This is a grant-funded position. The anticipated end date is June 30, 2016.

Preferred Skills
1.Thorough knowledge of New York City government and housing issues.
2.Knowledge of zoning, land use planning, and regulatory requirements.
3.Successful experience working with community boards, civic associations, and neighborhood groups.

Job Description/Justification
Under the direction of the Assistant Commissioner for Planning, the Director of Manhattan Planning develops, implements, and manages all planning activities for the borough of Manhattan. The Director is responsible for building and managing a team of energetic, thoughtful, and engaged planners that work together to manage the project entitlement process and environmental reviews; and, ensure that development, design, and planning proposals meet HPD and other city policy objectives.
The goal of the Planning Division is to ensure that HPD investments are leveraging and incentivizing other public and private investments to achieve broader community objectives that strengthen the social, economic, and physical health of neighborhoods. The Borough Planning units consist of teams of planners responsible for managing the entitlement and development approval process for the development of city-owned parcels and/or projects financed or sponsored by HPD for the development of affordable housing.
All planners in the Planning Division are expected to perform similar duties and responsibilities to ensure a flexible and multi-disciplined team. Selected duties for the Borough Planning team include analyzing development trends, and neighborhood and market dynamics; land use and zoning analysis; coordinating with Predevelopment Planners in the requests for proposals review and selection process; and, managing the critical path toward project entitlement and development financial closing. The Borough Planning team works collaboratively with other units of the Division of Planning and participates in neighborhood planning efforts. The Borough Planning team works with other New York City agencies, such as the Economic Development Corporation and the Department of City Planning, as well as for- and non- profit housing and community developers, Community Boards and local organizations, public officials, and neighborhood residents through the predevelopment process. The Director of Manhattan Planning, and all planners within the Division of Planning, is expected to participate and assist in neighborhood workshops as necessary.
Preferred Skills
Candidates must have excellent writing, verbal and analytic skills. Successful candidates will have thorough knowledge of New York City government and housing issues including specialized knowledge of City, State and Federal planning and environmental regulations and policies. Candidates should also have demonstrated knowledge of housing production strategies; City and Federal housing regulations and legislation that may bear on housing policy and program initiatives; thorough knowledge of zoning, land-use planning, environmental and urban renewal requirements; and experience with community-based planning and neighborhood development. A masters degree in in one or more of the following is strongly preferred: urban planning, urban design/architecture or business administration with a focus in real estate finance and development. A minimum of five to seven years experience in urban planning and, preferably, the practical application of real estate principles in finance and/or development, is strongly preferred.
