SEIU Healthcare IL/Indiana opportunities

I'm the Research Director at SEIU Healthcare Illinois/Indiana and I'm
looking to hire a researcher for our child care division. The
researchers here know a few people who've graduated from the UIC College
Urban Planning and Public Affairs and we've been impressed with their
abilities and principled commitments. One of those impressive people is
Chirag Mehta, who works down the hall from me. I asked him to suggest a
few professors at CUPPA who might know of students or recent graduates
who might be interested in working at HCII's research department. He
suggested I reach out to the three of you.

I've attached the job description, but I want to emphasize that we also
have a policy department at HCII, and Research is a very different
environment than Policy. We do help out on electoral and legislative
work quite a bit. But functionally and temperamentally, HCII researchers
are more geared toward understanding the broader power structure in
communities and industries, and taking on private sector interests on
behalf of working people. I don't know if we always do that as well as
we aim to, but that's the general orientation of the department.
I saw this because I've found that more strictly
policy/politics-oriented people are often a poor fit with the research
department. At the same time the child care and early education workers
we are organizing work for employers who are heavily dependent on public
funding, so there is a role for understanding policy and public finance
in this position. What we really need is someone who can master those
nuts and bolts while keeping the frame of building power for workers
rather than getting lost down the rabbit hole looking for the perfect
policies.

Data management assistant/intern

The data management assistant/intern's primary duties will be to assist
senior staff in acquiring, archiving and retrieving data for ongoing
research projects and technical assistance. As necessary, the research
assistant/intern will also assist in conducting reviews of relevant
literature and providing technical assistance to community-based
organizations. The work will take place in Woodstock's Chicago Loop
office location for approximately 24 hours per week. Recent Woodstock
Institute interns have gone on to full-time positions at the City of
Chicago, Freddie Mac, the National Community Reinvestment Coalition,
Quadel Consulting, and the Center for American Progress.

Qualifications

• Undergraduate degree from an accredited college or university;
• Demonstrated computer skills including Microsoft Excel and SPSS.
Experience with GIS software is preferred;
• Demonstrated ability to work with large data sets. Experience and
interest in working with housing market, mortgage lending, and financial
industry data a plus;
• Experience developing metadata for existing data and completed projects
• experience with, or an interest in, digital asset management systems
such as CKAN, Socrata, or DSpace strongly preferred;
• Ability to work well in fast-paced environment where colleagues
communicate frequently by email;
• Self-motivated individual with ability to work independently and work
effectively with people at all levels and in an organized manner;
• Ability to prioritize work among simultaneous projects.

The hourly rate for this position is commensurate with experience. This

The primary purpose of this position is to perform comprehensive planning functions covered by precedent, professional practice, or policy.

  • Formulates, plans,and implements techniques, and develops broad strategies and procedures to conduct the corprehensive planning process that are conventional in nature but re of considerable scope.
  • Reviews and coordinates document preparation, implementation, and maintenance of the BCP.
  • Maintains the Air Installation Compatible Use Zone (AICUZ) program.
  • Implements the Interagency/Intergovernmental Coordination for Environmental Planning (IICEP) as it pertains to the BCP, the Housing Community Plan, AICUZ studies, transportation studies, and individual construction projects, etc.
  • Represents the base in all areas of community planning at meetings, conferences, and hearings.
  • Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.

Basic Requirements:  To be eligible, you must meet one of the following: 
A.  A degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.  Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. NOTE: You must provide a copy of your transcripts.
OR
B.  You have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. NOTE: You must provide a copy of your transcripts.
Your resume must list the appropriate academic field (e.g., biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of this position for which you are applying. List graduate and undergraduate courses separately.  Provide information for each course within the appropriate academic field (e.g., biology, mechanical engineering, economics, and sociology).  Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes.
IN ADDITION TO BASIC REQUIREMENTS ABOVE, you must also meet one of the following:
A.  One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, the specialized experience must have been at the GS-09 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience include: professional knowledge of the techniques and philosophy of comprehensive planning to include urban/regional planning techniques, Air Force policy, major command requirements, and the local physical assets and restrictions regarding the comprehensive plan is necessary to accomplish the development and implementation of the BCP.

B.  3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must provide a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Professional knowledge of the techniques and philosophy of comprehensive planning, and channels to use in obtaining or disseminating information.
  2. Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to problems that are conventional in nature; and identify changes and trends.
  3. Knowledge of automated systems and programs such as CADD, information management, project tracking, and other software programs.
