LISC Intern (Paid or Credit)


LISC has an opening for an intern with GIS skills, basic research and data
processing skills, and an interest in community/economic development.  The
basic work will be production of maps, data reports, background research,
preparation and formatting of presentations, all generally related to
commercial and economic development projects for LISC Chicago or LISC
MetroEdge.

The position requires approximately 20 hours a week.  We can either pay
hourly or work with the intern to use this experience to satisfy an
educational requirement.

The position is available immediately.  I know most have worked out their
summer plans, however, my current intern recently found a good full time
job (which is a great outcome for him!).  Along those lines, the upside of
working for LISC is great networking.  My four most recent interns are all
gainfully employed!

Assoc. Program Officer, Spencer Foundation

As the Spencer Foundation expands its work in developing new research initiatives, we seek to hire an Associate Program Officer to work with Foundation staff to implement goals in the major programmatic areas. The Associate Program Officer will report to designated members of the Program staff.  The appointment entails a three-year non-renewable contract.   dissemination.

 * A PhD, EdD or other comparable graduate/professional degree with
  substantial concentration in education or a related social science

PROGRAM COORDINATOR (FULL-TIME)

Hello, I’m a MUPP from 2006.  My company is a real estate market research and marketing analysis provider and we are looking for part time or contract-based work in June and early July.  We are doing several market studies for IHDA tax credit developments that are due July 13th.   Recent MUPP graduates or students in their final year are welcome.  Economic development specialists would be the most qualified – there is no transportation or physical planning involved. 

Strong writing skills are a must.  The work will generally include the following types of tasks:

Drive-by tours of neighborhoods

Budgeting for Results Fellowship

Fellowship Description
The Budgeting for Results (BFR) initiative in the office of Governor Pat Quinn, in collaboration with the Government Finance Officers Association (GFOA), is seeking BFR Research Fellows for the duration of Summer 2012. These fellows will work closely with the Governor’s office, Governor’s office of Management and Budget (GOMB), GFOA and the Budgeting for Results Commission to carry out the early implementation stages of Budgeting for Results.

Fellowship Requirements
Fellows must be graduate students with at least one semester or two quarters of graduate school completed upon submission of the application. Students should be in good academic standing with a GPA of at least 3.0 on a 4.0 scale. Applications from all fields of study are welcome, but applications with fields of study closely aligned to the Governor’s Fiscal Year 2013 statewide priorities are preferred. BFR Research Fellowships will be held in Chicago, Illinois and Springfield, Illinois from June 2012 to August 2012. Applications must be submitted by May 23, 2012 and must include the application form, resume, transcript and references. If applicable, academic credit may be earned for participation in the fellowship.

The BFR Fellowship requires a 30 hour a week commitment. Each BFR Fellow will be expected to attend weekly meetings with their team as well as other meetings as necessary.

What is Budgeting for Results?
On July 1, 2010, Governor Quinn signed into law (15 ILCS 20/50-25), historic spending reform requiring Illinois to institute a results based budgeting process that ends the automatic funding of programs. By requiring the State to live within its means and focus on performance, BFR transforms how state officials, legislators and the public, prioritize, think about and implement the State’s budget.

As part of the Fiscal Year 2013 budget, the Governor adopted recommendations from the Budgeting for Results Commission* and outlined seven statewide goals representing the major functions and responsibilities of state government. All government spending is grouped into one or more of the major priority areas.

The priority areas set by the Governor and the BFR Commission are:
- Education: Providing a quality education and opportunities for growth
- Economic Development: Enhancing the economic well-being of citizens
- Public Safety: Protecting the lives and property of citizens
- Human Services: Protecting the most vulnerable among us
- Healthcare: Improving access to and the cost effectiveness of healthcare
- Quality of Life: Improving the quality of life for citizens
- Government Services: Improving the efficiency and fiscal stability of State Government

Role of BFR Research Fellows
Beginning June 2012, GFOA will be working with GOMB and Commission members to identify specific goals and sub-goals under each statewide priority in a process known as strategy mapping. Strategy mapping is a process used in Budgeting for Results to identify the underlying causes or factors that drive the strategic goals of an organization (in this case, the State) and inform decisions about what investments the State should make to achieve those goals.

GFOA will assist the Governor’s Office and GOMB in creating, training, and facilitating seven teams (one for each statewide priority) charged with recommending strategies for achieving statewide goals. Each team will be comprised of experts in the subject area of that statewide goal and will rely on the assistance of BFR Research Fellows. BFR Research Fellows will play a vital role conducting research on national studies, best practices, performance metrics, and other inquiries as required by the needs of the strategy mapping team. Each team’s work product will include: 1) a narrative describing the cause-effect analysis; 2) a strategy map that illustrates the major factors that are most closely related to Illinois’ success in pursuing the statewide priority; 3) a summary of information collected and used to conduct the cause and effect analysis; and 4) recommended budget strategies.

The National Trust is seeking an intern for work on sustainable communities related projects in the Chicago office this summer.

Preservation is an important component of any effort to build sustainable communities. The conservation and improvement of our existing built resources, including re-use of historic and older buildings, greening the existing building stock, and reinvestment in older and historic communities, is crucial to making our urban places healthier and more livable. Yet every year approximately 1 billion square feet of buildings are demolished and replaced with new construction in the United States. These demolitions not only threaten the cultural fabric of our communities but can also pose significant near-term climate change impacts. The National Trust seeks to better understand these demolition trends as it advocates for increased building renovation and reuse.

Duties
The primary duty of the intern will be to map demolition trends in Chicago and three other U.S. cities using Geographic Information Software (GIS). This will include locating online demolition records from the past ten years, entering the information into a database, and graphically mapping the data. The final deliverable will be a methodological standard, a GIS activity log, a geocoded map illustrating the demolition trends, an analysis of the maps delivered in narrative form, and a comprehensive database of buildings demolished and the new construction replacement.

As time permits, other tasks of the intern will include assistance with general sustainability/historic preservation outreach and communications, including the identification of newsworthy stories for distribution; guest blogging on preservationnation.org regarding the internship experience; and performing other administrative tasks as needed.

Qualifications
The ideal candidate will be a graduate student in public policy, architecture, urban planning, or historic preservation with an interest in preservation, building reuse, building retrofits and/or sustainability. An intermediate knowledge of Geographical Information Systems (GIS) is required.

  * Data analysis and reporting: Develop and maintain a searchable and interactive database for field practicum opportunities; assist with planning additional data system(s) and online projects; produce and present detailed reports and analyses.
  * Perform other related duties and participate in special projects as assigned.

Qualifications: Minimum Acceptable Requirements

The Position
Working as a key member of the Stand for Children Illinois staff, the Chicago Organizer will be responsible for the implementation of an established organizing model in Chicago. Conducts external visits to ensure site is in compliance with approved

PHYSICAL/MENTAL REQUIREMENTS:

Ability to communicate effectively verbally and in writing. Regular
requirement for site visits to developed properties. Prolonged periods

and reviewing planning documents and drawings.

QUALIFICATIONS:

Bachelor Degree in Urban Planning, Geography, Architecture, Landscape
Architecture, Urban Studies, or closely related field. In process of
obtaining or has obtained a Master's Degree in Urban Planning,
Geography, or a closely related field. Demonstrate a working knowledge
of urban planning principles. Must possess a valid driver’s license and
have transportation to and from inspection sites. Computer data base
skills and general knowledge of Microsoft Office products and GIS are
desirable. Candidates should be detail oriented, self-motivated, and
possess superior organization and writing skills.

and hardware; analyze users' GIS data needs and assist in implementing GIS
technology to meet those needs; prepare presentations; represent the
Districts at GIS user group meetings and conferences; and perform related
duties as required.

MINIMUM REQUIREMENTS:  A valid California Class C driver license -AND-
Graduation from an accredited college with a bachelor's degree in
geography, engineering, environmental planning, environmental science or
computer science with an emphasis on GIS or similar major with substantive
coursework related to the position; -AND- for ENVIRONMENTAL PLANNER I, no
specific amount of experience required.  For ENVIRONMENTAL PLANNER II, two
years experience performing duties equivalent to an Environmental Planner
I -OR- A master's degree in a related major from an accredited and
recognized college or university.  For ENVIRONMENTAL PLANNER III, two
years of experience performing duties equivalent to an Environmental
Planner II.

Desirable Qualifications:  BA/BS in geography, engineering, or computer
science; knowledge of GIS software and relational databases; proficiency
with ESRI GIS products like ArcGIS Server and ArcMap, object-oriented
programming languages such as .NET, and scripting languages.

EXAMPLES OF ASSESSMENT CRITERIA:  The competitive selection process for
the ENVIRONMENTAL PLANNER I level may cover a knowledge of:  Principles
and methods used in relational databases, GIS, and computer aided drafting
systems.  The ability to:  Use GIS to solve environmental planning
problems; demonstrate competency in ArcGIS 9.x; perform increasingly more
difficult GIS assignments; and make mathematical calculations.  The
competitive selection process for the ENVIRONMENTAL PLANNER II AND III
levels may also cover a knowledge of:  Principles, methods, nomenclature,
practices and equipment used in GIS work; GIS spatial, network, and 3D
analyses techniques; database design principles; object-oriented
programming using.NET; planning; cartography; and scripting.  The ability
to:  Perform mathematical calculations using algebra, geometry,
trigonometry, and statistics; assist in developing workflow routines; use
available resources to meet project deadlines; review input for
conformance to standards; and perform complex GIS related analytical
assignments.

be invited to take a written test.  Candidates must receive a qualifying
score on the written test to participate in the interview.
