Description of organization:
The Village of Lake Zurich is located in southwestern Lake County approximately 37 miles from downtown Chicago. The Village is an established residential community, which traditionally served as a market center for surrounding rural areas and, earlier in the 20th century, as a popular summer resort. The population has more than quadrupled since 1960, as the Village has shared in the economic growth that has come from an expanding Chicago metropolitan area. Position Summary:
This position is responsible for administrative and professional work assisting the Director of Building and Zoning and the Planning Manager. The ED Assistant will provide assistance with multiple economic development, marketing, planning, research, and public administration activities including business development, business surveys, Web page enhancements, economic development marketing, and downtown research projects.

Duties & Responsibilities:
Gather data and assist in the implementation of FY 2011-12 strategic objectives and strategies including the following.
  • Facilitate the formation of a Village Economic Development Committee to guide community economic development efforts.
  • Develop community-wide strategic growth policies and incentives in concert with the Economic
Development Committee:
  • Re-launch the downtown redevelopment and the TIF District.
  • Develop and implement a business outreach program seeking business retention and expansion.
  • Initiate the process of updating the Village’s sign regulations.
  • Make recommendations to redesign the business occupancy process and handouts.
Other ongoing duties include:
  • Continue to update various economic development reports including the community profile, vacancy reports and marketing materials used for trade shows.
  • Continue to maintain the economic development and TIF Web pages.
Required Knowledge, Abilities, and Skills:
The candidate must have considerable knowledge of governmental structures and operations in meeting a wide variety of assignments involving continual public, intergovernmental, and interdepartmental relations. An employee in this position must have the ability to work independently. Additionally, he or she must be able to establish and maintain effective relationships with developers, site selectors, key business leaders/stakeholders, municipal officials, and other governmental officials, as well as the general public. He or she must have the ability to analyze financial statements and have a familiarity with data processing and computer applications. Specifically he or she should be experienced in Word, Excel and PowerPoint. Proficiency with GIS, Web design and graphics software is beneficial but not required.

Desired Minimum Requirements:
  • B.A. or B.S. in Business, Economics, Marketing, Management, Planning or a related field.
  • Students pursuing a Masters Degree preferred.
  • Candidates for this position must possess a current valid Illinois motor vehicle operator’s license

The College of Urban Planning and Public Affairs (CUPPA), established in 1995, houses two academic departments, one undergraduate program, and eight research centers and institutes.

Great Cities Institute (GCI). GCI was founded in 1995 as the key component of UIC’s Great Cities program. The Great Cities program represents UIC’s metropolitan commitment and advances its urban mission. GCI conducts interdisciplinary applied urban research, outreach, and education projects focused on Chicago and other cities nationally and internationally.

In 2011, the GCI released a strategic plan, The Great Cities Institute: Roadmap to the Future, which defined its mission as the following:

"The Great Cities Institute sponsors research, service, and educational programs aimed at improving the quality of life of people living in Chicago, its metropolitan region, and other great cities of the world. In carrying out its work the Institute engages closely with government institutions, businesses and their membership organizations, foundations and grant-making agencies, and organizations devoted to the social, cultural, and economic vitality of cities, local communities and neighborhoods. It serves as a research laboratory and meeting place for scholars, policymakers, and citizens who share an interest in finding answers to the question, 'What can cities and regions do to make themselves into great places?' "

GCI has permanent state funding that supports the Great Cities Scholars, who are selected annually from throughout UIC and whose research focuses on areas of urban resilience, urban disparities, economic development, planning and design, housing, public finance, sustainability, education, community health, and other urban issues.

Position. The Director of GCI reports to the Dean of the College of Urban Planning and Public Affairs and will hold a tenured faculty position as a Full Professor in an appropriate department and college. The Director is expected to provide strong intellectual and managerial leadership for GCI as a leading interdisciplinary unit for the campus; develop research, outreach, and education opportunities that draw in other UIC faculty; generate external grant support to supplement state funding; and direct the day-to-day activities of the Institute. The Director will also be responsible for raising the visibility and impact of the work of the Institute regionally, nationally and internationally, maintaining strong relationships with relevant stakeholders including the city of Chicago, augmenting the research profile of the Institute, securing external grants, and directing various established and new programs and projects.


Professional qualifications. Applicants should have a doctorate or equivalent terminal degree in their discipline, a minimum of 10 years experience, a background in an urban-oriented field, a national or international reputation of scholarly achievement, and be qualified for the rank of tenured full Professor. The Director must have the capacity to represent GCI in academic and policy circles nationally and internationally. A track record of effective leadership, management, and fundraising at a senior level in a university research center or similar type position is required. In addition, the candidate must be able to manage multiple priorities and build consensus among diverse constituencies.

Position Description

Essential functions

  • Interpret and summarize analysis and evaluation results
  • Conduct quality control and quality assurance on methods and procedures

Examples of typical assignments include: interpreting digital aerial imagery used in preparing the regional land use inventory, geocoding transportation performance data for use in preparing planning indicators and improving the spatial level-of-service accuracy of transportation modeling networks.


These and other projects assigned are critical to maintaining the quality and integrity of CMAP planning datasets. In addition assignments will be given that contribute to CMAP’s capacity to respond to regular requests for data and information by staff and regional planning partners. These include preparation of maps and data that support CMAP’s Local Technical Assistance Program, Transportation Improvement Program as well as ad-hoc requests from the Executive Office and Policy Development staff. Additional assignments include contributing to implementation of CMAP’s GO TO 2040 Regional Comprehensive Plan by assisting in the tracking of specific regional planning indicators.


Knowledge, Skills and Abilities

The successful candidate(s) must have strong technical skills in managing and processing large urban datasets to support urban planning analysis and evaluation. Familiarity with and an interest in applying data resources to urban planning and policy analysis is desired. In particular, a successful candidate must demonstrate:

  • Knowledge of Census and other government data products
  • Knowledge of Geographic Information Systems (GIS) and database management
  • software
  • Understanding of fundamental methods of quantitative analysis in urban planning
  • Understanding of data management and processing techniques

Education and/or Experience

A master’s degree in a social science discipline or equivalent with emphasis on

quantitative analysis is desired. Preference will be given to candidates who have

experience in application of urban datasets to public policy analysis.

Call for Application: GMF Urban and Regional Policy Program Fellowships

The German Marshall Fund of the United States is pleased to announce the 2012 Call for Applications for fellowships being offered through its Urban and Regional Policy program. The Urban and Regional Policy Fellowships are open to practitioners and policymakers working on local and state policy in the United States and Europe. Fellows have the opportunity to conduct research projects (of varying length and depth) designed to shed new light on an urban or regional policy challenge by exploring how it has been addressed on the other side of the Atlantic. Fellows return from their time overseas equipped with the ideas and insights necessary to effect significant and lasting change in their own communities.

Fellowship Overview

GMF offers two types of Urban and Regional Policy fellowships that vary in length, intensity, and expected outcomes. Short-term Travel Grants are available for individuals seeking to gather information that pertains to a specific, social, economic, or physical challenge or obstacle in their home communities. Over three to four weeks, these fellows visit a maximum of two cities for a series of site visits and meetings with relevant individuals and institutions. Longer-term Research Grants are available for individuals interested in completing more in-depth policy analysis. These fellows are based abroad for three months and examine how three case study cities approached a discrete policy challenge through site visits and interviews. Long-term fellows are expected to review available literature in advance of their travel and adhere to a well-developed research methodology.

Fellowship Outcomes

Both short and long-term fellows are expected to produce a written report summarizing their policy recommendations for publication and dissemination, as well as actively disseminate their findings to the policy community broadly, and their home communities more specifically. The type of fellowship conducted will determine the length and intensity of both the written and oral final products; long-term fellows will generally be expected to produce a full-length policy report.

Who Should Apply

GMF welcomes applications from mid-career professionals with an interest in gaining an understanding of how similar urban and regional challenges are approached in a policy context other than their own and an ability to translate lessons learned into policy action in their own communities. Applicants should be policymakers or practitioners in state/local government, leaders from the private sector, or representatives of non-profit and policy organizations. The fellowship is not intended for academic research. GMF welcomes fellowship proposals that cover a wide array of topics, including but not limited to urban sustainability, transportation, environmental policy, and education and workforce development. In 2012, the Advisory Committee is particularly interested in applications that focus on social issues such as affordable housing and social inclusion.

A major component of the Urban and Regional Policy Program's practitioner network is the Transatlantic Cities Network (TCN), which provides a framework for the exchange of information about innovative policies, best practices, and local policy challenges among a diverse network of policymakers, practitioners, and civic leaders who are well-positioned to put new ideas into practice in their home cities. Potential fellows may make use of this vibrant network and others within GMF throughout the course of the Fellowship.

The Director reports to the Vice Provost for Undergraduate Affairs. As the administrative head of the unit, he/she has fiscal responsibility for the unit, managing the budget and pursuing additional funding resources, including grants. Position Description
Metropolitan Chicago’s freight system links us to the global economy. Nearly everything we buy as consumers must reach us by rail or truck, including the food we eat and the clothes we wear. By any measure, our region is the nation’s hub of rail and truck freight. Six of the nation’s seven major railroads have large terminals here, with nearly 500 freight trains operating daily. But even more freight in our region moves by trucks, which carry about 1.5 billion tons of freight annually compared to 631 million tons by rail. Highways, railroads, waterways, and airports all provide important connections to the world and efficient freight movement is significant to our regional economy. Yet each of these modes of transport is intertwined with the livability of the region. Therefore, planning for an efficient, regional, multimodal freight system is a key priority of GO TO 2040.

The following are recommendations to improve the efficiency and interconnectedness of the region’s freight systems:
  • Develop a national vision and federal program for freight.
  • Organize and improve public policy relating to freight.
  • Integrate freight needs and financing into infrastructure prioritization.
  • Support Chicago Region Environmental and Transportation Efficiency Program (CREATE) rail system improvements.
  • Support regional trucking improvements, including truckways, truck routes, truck parking, and delivery time management.

The Policy Analyst will be responsible for leading and furthering the agency’s roles and responsibilities in regional policy matters around the freight industry, with a focus on developing and implementing a strategy to further the first three recommendations listed above in the Freight section of the GO TO 2040 plan.

Essential Functions:
  1. Work with key stakeholders to implement the adopted freight system recommendations in the GO TO 2040 Regional Comprehensive Plan.
  2. Prioritize work on governance, financing, and workforce issues and strategies with regard to freight.
  3. Identify freight research topics that lead to projects, programs or funding partnerships that enhance the movement of freight.
  4. Manage independent freight studies and produce reports and issue briefs.
  5. Coordinate with existing staff in the CMAP congestion management process program on issues around transportation infrastructure planning and operational improvements.
  6. Establish relationships and act as a resource for freight issues with other governmental organizations and the private sector.
  7. Other responsibilities as directed by supervisor.
Specifically, this position will:
  • Provide leadership on efforts exploring efficient governance structures that will guide investments and advocate on behalf of the region.
  • Analyze financing issues with regards to freight and identify potential revenue streams, including analysis of user fee and other pricing structures.
  • Analyze labor market trends with the freight industry cluster, and help to identify gaps in the workforce system.

Position Description
The Receptionist/Administrative Assistant will be a self-starter who is outgoing. This position is far more demanding than a traditional receptionist position as it will provide administrative and clerical support for the agency. The qualified candidate will need to multi task and communicate with internal and external partners on a regular basis.

Essential Functions
  1. Opens and closes visitor area, including locking/unlocking doors and turning on/off lights.
  2. Enters guests into security system for access into the facility.

Position Description
The GO TO 2040 regional comprehensive plan stresses the importance of planning for sustained economic prosperity and recommends bolstering the region's strategic economic advantages by supporting innovation and nurturing the region's industry clusters. The plan states that these clusters should be supported to better enable them to compete nationally and internationally. Using a cluster-based approach to innovation and economic development will help build our regional specializations and support long term job growth.

The policy analyst position will be responsible for furthering the agency's role in implementing GO TO 2040's recommendations related to innovation and industry clusters by collecting and analyzing data, managing research, producing reports and issue briefs, monitoring and providing agency direction on federal, state and local public policy, and communicating and coordinating with the agency's partners on issues that affect the regional economy and business attraction and retention. Across all these projects and tasks, the policy analyst will be expected to emphasize the recommendations of GO TO 2040 and work collaboratively with other entities to set regional priorities.

Essential Functions:
  • Collect and analyze data on the regional economy with a focus on industry clusters and innovation metrics.
  • Manage or support agency projects which analyze and report on the attributes of northeast Illinois’ industry clusters (including freight and logistics, manufacturing, biomed, biotech) and identify challenges and opportunities with labor supply, workforce development, public policy, infrastructure, and technology.
  • Based on the direction of GO TO 2040, assist with the agency’s legislative strategy and monitor federal and state policy relative to innovation and regional economic development.
  • Work collaboratively with others to collect and track regional economic indicators.
  • Write reports and issue briefs which explain data trends and the potential impacts of changes in public policy.

Knowledge, Skills and Abilities:

The Interfaith Housing Center of the Northern Suburbs is the area’s premier advocate for fair and affordable housing. Interfaith is a not-for-profit organization that works in 16 of Chicago’s northern suburbs. Its membership includes local residents and over 60 congregations and civic organizations. Founded by local activists in 1972, Interfaith is an effective advocate for diversity, fairness, and opportunity. Its wide array of services include: investigation of discrimination and landlord/tenant complaints, foreclosure and predatory lending counseling and prevention, education and advocacy for fair and affordable housing, and Homesharing.


Purpose: The Outreach Worker will conduct door-to-door outreach to homeowners who have received a foreclosure summons to appear in Cook County Court. The Outreach Worker will provide information about foreclosure prevention assistance through the Mortgage Foreclosure Mediation Program of the Circuit Court of Cook County.

Status: Part-time; seeking two Outreach Workers. Reports directly to the Director of Organizing & Advocacy. This position is funded through a grant from The Chicago Community Trust for the period of November 1, 2011 through July 31, 2012.


Responsibilities:

  • Conduct up to three door-to-door visits each, as needed, to addresses provided the agency of homeowners who have received a foreclosure summons to appear in Cook County Court. These addresses will be in Evanston, Glenview, Lincolnwood, Morton Grove, Niles, Northbrook, Park Ridge, Rogers Park, Skokie, West Ridge, Wilmette, and Winnetka.
  • Disseminate information (verbal and written) on the Mortgage Foreclosure Mediation Program of the Circuit Court of Cook County, which can assist homeowners with free counseling, mediation and legal services to prevent foreclosure.
  • If the occupant of the home is a renter, provide written information on tenants’ rights and available resources.
  • Provide information on the services of the Interfaith Housing Center of the Northern Suburbs (fair housing, foreclosure prevention counseling, Homesharing, tenants’ rights).
  • Post flyers and posters in social service agencies, libraries, local retailers (like supermarkets or grocery stores) and other business, churches, public buildings and facilities and, in general, in spaces with high traffic of people.3.
  • Document all encounters on appropriate forms, including electronic forms.
  • Provide the highest level of customer service.
  • Maintain the highest level of confidentiality.
  • Assist in other organization tasks as requested.
Requirements:
  • Must be able to work flexible hours, including evenings and weekends.
  • Must have consistent access to a car, a valid driver’s license, and valid auto insurance.

Two LAO Positions - Fiscal Policy Analyst and Summer Internship

The California Legislative Analyst’s Office (LAO) is seeking applications for its Fiscal and Policy Analyst (FPA) position and summer internship program. The Legislative Analyst’s Office

The LAO is the nonpartisan fiscal and policy advisor to the California Legislature. Its mission is to reduce the cost of state government and/or to increase its efficiency. Established in 1941, the LAO is the oldest office of its type in the country, and maintains a national reputation for its nonpartisanship and its high quality staff and analyses. The office maintains a professional, collegial work environment that strives for an appropriate work/life balance.


The office does the following three main types of work for the Legislature:


  • Analyzes the Governor’s annual budget proposal, testifies at legislative hearings, and conducts legislative oversight throughout the year.

  • Responds to requests from Members of the California Legislature on programs and finances.

  • Produces independent, self-generated reports to assist the Legislature in addressing the major fiscal and policy issues facing California. For example, we have recently published reports on (1) the impact of federal health care reform on California, (2) the insolvency of California’s Unemployment Insurance Fund, and (3) using distance education to increase college access and efficiency.

Summer Internships.


The LAO operates a 12-week summer internship program that provides a rigorous analytical experience for individuals who (1) have completed the first year of a two-year graduate program that provides both a quantitative and policy analytical curriculum and (2) are interested in becoming a full-time FPA after graduation. The internship pays $2,650 per month.

Application Process

The deadline for receipt of applications is December 16, 2011. We will respond to all applicants by January 6, 2012. As part of this year’s recruiting process, we will conduct a limited number of on-campus interviews in January and February 2012.


I will review the resumes to determine which schools to visit for on-campus, first-round interviews. The decision will be based on the quality and perceived “fit” of the applicants as indicated by the resumes and whether there are enough interested and qualified applicants to warrant a visit. I will also conduct phone interviews with those selected for interviews from schools that we will not visit this year.


A second round of interviews, if appropriate, will take place in Sacramento in March 2012. Decisions and offers will be made no later than April 2012. Typically, new hires begin work at the LAO in August or September.


The LAO anticipates hiring from five to eight FPAs during the recruiting cycle and three or four summer interns. At this time, we do not know what policy areas will be vacant when new hires report next summer and fall. Consequently, we are not recruiting for specific policy areas. Our assignment process takes into account existing vacancies, the needs of the office, and the interests of the new hires.
