We are seeking inquisitive, analytical, and self-motivated people who are interested in effective and efficient government to become part of our team in Helena as a Management and Program Analyst at the Associate or *Senior level. Management and Program Analysts review and examine state government operations to determine whether programs are: 

•             Effectively achieving intended results,

•             Efficiently managing operations, and

•             Complying with related laws and regulations.

Management and Program Analysts work in teams planning, conducting, and presenting in-depth policy and operational reviews of state government programs. They analyze data, develop conclusions, and make recommendations to state agencies and the state legislature to improve government operations. They document their analysis and findings, compose summaries and conclusions for their work, and assist with writing reports and presenting performance audit results to agency personnel and legislative committees. Specific tasks can include, but are not limited to: 

•             Conducting individual and group interviews,

•             Reviewing agency records and documents,

•             Developing and administering surveys,

•             Extracting and analyzing operational and financial data,

•             Conducting various types of automated testing,

•             Reviewing public policy research and studies, and

•             Analyzing compliance with associated laws, rules, and policies. 

Management and Program Analyst assignments address diverse topics. Examples range from wildlife management programs to regulation of child care facilities to analysis of pension benefits payments. These assignments offer our staff continuing variety, challenging and meaningful work, and opportunities for professional growth and advancement.

We are recruiting Management and Program Analysts at the Associate and *Senior levels; experience at hiring determines initial placement and salary. All applicants should possess the ability and work ethic to function well independently, but also work effectively as part of an audit team. They should also have a strong interest in learning about state government. Individuals gain the qualifications for this position through obtaining a bachelor’s or master’s degree in business, economics, finance, mathematics, public administration, computer science, information systems, political science, or a related field. Applicants with course work and/or experience in performance auditing, research, analysis of business or government operations, use of data analysis software, quantitative analysis, problem solving, report writing, oral presentations, and basic Montana government operations will be given more consideration. A completed bachelor’s degree is required by May 15, 2022.

Associate Management and Program Analyst:  0-3 years of relevant experience; starting minimum salary $54,924

*Senior Management and Program Analyst2-5 years of relevant experience; starting minimum salary $59,404

*To be considered for entry as Senior, the applicant MUST have a minimum of 2 years direct work experience as a program evaluator/analyst, performance auditor, or demonstrably equivalent position. Education or related (but not direct) work experience WILL NOT be substituted for the direct auditing work experience for Senior-level consideration. Direct experience conducting government program evaluation and/or performance auditing is preferred.

 

These positions provide an opportunity for salary adjustments and career advancement based on merit. We offer flexible work schedules with an option for up to 24 hours of telework a week. (However, the candidate must live in Helena or the immediate area as this position is not fulltime remote.) Employment with the State of Montana may qualify you to receive student loan forgiveness under the Public Service Loan Forgiveness program. A comprehensive benefits package is also offered, including a state contribution of more than $12,000/year for health, life, dental, and optional vision insurance; contribution to a retirement fund; and paid vacation and sick leave.

The Legislative Audit Division is an independent, nonpolitical, nonpartisan audit organization in the legislative branch of Montana state government. Directed by the Legislative Auditor, the office is responsible for analyzing the management processes of state executive and judicial branch programs in accordance with generally accepted auditing standards established for Management and Program Analysts. The office is also responsible for conducting information systems and financial audits.

City Year Chicago is seeking a talented individual to join our Impact Analytics team as a Senior Manager, reporting to the Director of Impact Analytics. The Impact Analytics team, together with the Learning & Development team and Student Success Coaching team, provide support services to members of the City Year Chicago staff team and all AmeriCorps  members. Reporting to the Director of Impact Analytics, the Senior Impact Analytics Manager will work closely with members of the Service Teams to:
 
• Develop evaluation data systems and tools to capture outputs and outcome data
• Manage data collection processes with teams and provide training and technical assistance
• Manage Impact Analytics Coordinator (Senior AmeriCorps members) meetings and responsibilities
• Analyze data and create reports at different levels of aggregation
• Provide individualized supports as needed to teams regarding data usage and fluency
 
Job Description
 
Training 
 
  • Train AmeriCorps and Senior AmeriCorps in data practices and provide ongoing support and coaching on impact outputs, data entry, and data usage.
  • Train school-based staff in data practices and fluency and provide ongoing support to enable staff to implement our service model, while promoting data-driven decision-making.
  • Manage site’s compliance with Student Data Privacy Policy.
 
Data Collection & Analysis 
 
  • Manage and support Impact staff and all AmeriCorps members through online survey distribution, administration, and collection. Collaborate with other Impact Team staff to design and implement survey data reviews.
  • Analyze results from multiple evaluation instruments to meet site and City Year Headquarters (CYHQ) reporting  needs (e.g. reports for funders, AmeriCorps grants and reports).
  • Maintain data integrity though data validation, mitigating data entry errors and troubleshooting systems.
 
Cross-Departmental Support 
 
  • Work with other departments to develop new system/s and policies to improve data collection, integrity, and  dissemination of work.
  • Support in the collection of data and or service related stories of impact for Development and Marketing campaigns.
  • Support the Learning and Development (L&D) team with enhancement and implementation of an L&D evaluation model to evaluate the effectiveness of AmeriCorps trainings.
  • Support the Coaching Team with facilitation observation and coaching to improve delivery of new L&D model
  • Support the Operations Team with logistics of training days to meet AmeriCorps Member needs.
  • Respond to data requests from staff across the site and support with external evaluator work.

The Center for Neighborhood Technology (CNT) seeks a committed, passionate team member for our urban analytics department. This department encompasses CNT’s award-winning work on our advocacy tools and analytical products that support decision-making in communities across the nation.


Position Description

Key responsibilities and expectations of the Senior Analyst are:

  • Advance CNT’s mission in all work. As a key member of a mission-driven organization, commit to CNT’s core principles of equity, resilience, and support for communities, and use this mission to guide program direction.

  • Create high quality analytical products and research reports. Contribute to the production of innovative, original analysis. Strong analytical abilities, both quantitative and qualitative, are valued, as well as the ability to work with non-technical staff on joint projects.

  • Project development and management. The candidate will explore, initiate, and manage discrete projects within CNT’s larger programs. Initially, responsibilities will largely include management and contribution to individual projects; in the longer term, the candidate will also take responsibility for managing programs.  

  • Foster and maintain strong relationships with our core partners, including community-based organizations, peer nonprofits, and governments. Position the priorities of marginalized communities at the center of CNT’s work, and orient our programs to support and empower community-based organizations.

  • Technical support to CNT’s advocacy tools. Respond to inquiries related to CNT’s online tools such as the H+T Index, AllTransit and Green Values Calculator.


The Senior Analyst is expected to have the knowledge, skills, and experience that allows them to achieve the expectations described above. A successful candidate will have:

Strong communication skills, written and oral, to translate CNT’s analytical products into highly effective and compelling reports, presentations, and other written mediums. Experience with StoryMaps or similar story telling products is a plus.   

  • Experience with federal, state, and local datasets. Familiarity in acquiring and processing census data, environmental data and other relevant state and local data sources, along with experience in mapping and creating data visualizations.

  • Ability to demonstrate adaptability and agility as projects evolve. While CNT’s mission commitment is consistent, the specific directions of our projects shift in response to new opportunities, lessons learned, and changes in community partner priorities. 


Major projects currently underway or planned include:

  • Analytical support to community-based environmental justice groups. CNT has several active projects that are co-led with community-based organizations to both research current disparities and provide tools to overcome them. Contributing to these projects in a way that achieves the goals established by the community partner is a high priority. 

  • Transportation equity analyses. Contribute analysis to several projects related to transportation and equity. CNT’s current engagements include providing technical expertise to transit agencies, city, state, and federal agencies. 

  • Climate resiliency analyses. CNT leads a variety of projects on Chicago’s south side and Cook County’s south suburbs to build climate resilience and reduce flooding. The development of a webtool to showcase a baseline of urban flooding issues is currently underway. 

  • Short-term projects. The Urban Analytics team periodically responds to short-term technical projects that advance equity and sustainability principles. Recent examples include an equity-oriented site selection tool for an economic development group in Ohio, a webtool to inform impacts of investment choices on climate change for a philanthropic foundation, and an analysis of the federal government’s definition of disadvantaged areas related to its Justice 40 program.


A Bachelor’s Degree is required in a field related to urban planning, public policy, or data science. A Master’s Degree is preferred but not required. A minimum of 3 years of directly relevant work experience is required, and candidates with up to 8 years of experience are encouraged to apply.


Salary, Benefits, and Location

The salary for this position will be based on qualifications, including years of experience. For those with experience near the minimum (3 years), salary range will be in the $65,000 range. Those with more experience (6-8 years) will be in the $85,000 range. These are provided as approximate ranges and offers will be based on qualifications.


CNT offers 20 vacation days, 10 holidays, 5 sick days, and 2 personal days annually, and a competitive benefits package. We respect life-work balance and are supportive of staff with families. CNT permits all staff to work from home during COVID-19 according to their preference and will maintain a flexible schedule in the long term. CNT expects all staff to be vaccinated against COVID-19 or be willing to become vaccinated after their hire.


Location is open for discussion; CNT is based in Chicago and centers our work here, but also works on projects nationwide. The Senior Analyst should have the ability to travel for meetings, events, and conferences, though out of region travel will be infrequent. This position reports to the Director of Urban Analytics.
