What: Reporting to a Vice-president in the Land Use team you will manage project approval processes and provide technical expertise to our Neighborhood Strategies, Transportation, Real Estate and Capital Projects departments in everything that shapes the future of our city from zoning regulations, City Environmental Quality Review and Uniform Land Use Review Procedure. Your project portfolio could include projects from anywhere in the 5 boroughs with diverse project goals that could include providing quality job opportunities, climate change resiliency, affordable housing, public open space or transportation improvements.

Responsibilities:

  • Manage a portfolio of multiple project approvals involving a range of local, state and federal actions including land use approvals, environmental reviews and other required permits
  • Build consensus-based solutions with regulatory and partner agencies and maintain working trust-based relationships with external agency regulators
  • Ability to prepare and review technical applications in zoning, environmental review and other land use regulations, and provide technical expertise related to those regulations to project teams
  • Create and deliver presentations, memos and other materials that effectively communicate project recommendations, decision points and/or findings to various audiences (e.g., senior NYCEDC staff, partner agencies, external stakeholders)
  • Contribute problem solving and critical thinking to all stages of a project from formulation, through public approvals to implementation
  • Manage consultants to ensure quality products are delivered on-schedule, including managing budgets and Minority/Women Owned Business Enterprise goals
  • Proactively manage critical milestones of long-term timelines to ensure complex projects are delivered on-time, and anticipate and flag to senior staff if projects are not on schedule
  • Interface with development partners, regulatory agencies, elected officials and community groups
  • Work with interdisciplinary teams in the preparation of Requests For Proposals, and the development and implementation of site specific and area-wide planning initiatives
  • Attend public meetings and hearings on NYCEDC projects, present projects and report back to team on status

  • Qualifications:

  • 3 or more years of professional experience in planning the regulation of land development in fields involving regulatory approvals of zoning plans, land sub-division, environmental review, public entitlement approvals, transportation and economic development plans
  • Master’s degree in Planning or a related field, or 2 additional years of experience
  • Extensive knowledge of New York City zoning, planning issues, environmental regulations and environmental review procedures is required  
  • Ability to use spreadsheet and presentation applications such as Excel, PowerPoint, GIS
  • Demonstrated ability to manage complex projects involving multiple public and private parties
  • Teamwork and problem-solving skills, a willingness to accept responsibility, ask tough questions, and have a solutions-oriented approach

Policy Analyst – NYC Office of the Mayor (2 positions)

Who: NYC Office of the Mayor, Office of the Deputy Mayor for Health and Human Services. The Office of the Deputy Mayor for Health and Human Services advances New York City’s efforts to coordinate system transformation across the City’s public healthcare system, expand access to social services for all, and ensure that agencies that oversee the City’s most vulnerable populations, including children in foster care and families living in homeless shelters, are run compassionately, equitably and effectively.

What: Two Policy Analyst positions available, working in the NYC Mayor’s Office at City Hall within the Office of the Deputy Mayor for Health and Human Services. Job responsibilities include:

  • Conduct quantitative and qualitative research and provide recommendations to team members on policy proposals and initiatives focused on homelessness, child welfare, public benefits, domestic violence, intergenerational poverty and social determinants of health. 
  • Assist in overseeing and monitoring projects and policy initiatives to ensure that goals and timelines are met, coordinating with all appropriate City agencies and HHS team members.

In this position, the successful candidate will be expected to manage tasks and entire projects, often with the involvement and guidance of a Principal.   • Successful and sustained experience in business development, i.e., winning work; public agency experience, grant writing and successful RFP development are applicable skills

Job Description

The Division of Preservation Finance seeks a Project Manager for the Green
Housing Preservation Program. The Division of Preservation Finance
administers multiple loan programs including the Multifamily Housing
Rehabilitation Program, the Participation Loan Program program, the HUD
Multifamily Loan Program and the LIHTC Portfolio Preservation (Year 15)
Program. These programs facilitate the affordability, as well as financial
and physical viability of privately-owned multifamily buildings throughout
New York City. This position reports to the Executive Director for Green
Preservation Initiatives within HPD s Division of Preservation Finance.
The Green Housing Preservation Program is a new financing program created
in response to the Mayoral initiative to create an energy and water
utility cost-reduction program to maintain affordability in the small to
mid-sized multifamily building stock, as described in Housing New York,
One City: Built to Last, and OneNYC: The Plan for a Strong and Just City.
The Green Housing Preservation Program provides small-to mid-sized
residential buidings owners with low- or no-interest loans to finance
energy and water improvement projects, as well as low-interest loans for
additional capital needs to ensure physical and financial health for
affordability. Green Physical Needs Assessments conducted by pre-qualified
firms will identify opportunities to improve energy efficiency and water
consumption, as well as many other immediate capital needs. The program
provides subordinate financing in conjunction with lending partners or
first mortgage financing as sole lender and leverages incentive sources to
the maximum extenent possible. The Project Manager will be responsible for
managing the intake, assessment, and underwriting of projects receiving
Green Housing Preservation Program loans, including project management
through construction loan closings. He or she will also assist with
monitoring construction progress through completion and may support the
development of green initatives. Primary responsibilities will include but
will not be limited to: Managing program outreach to and communicating
directly with potential borrowers about program requirements, including
facilitating of application submission and coorindation with outreach
initiatives led by the Mayor's Office of Sustainability; Performing
substantive reviews of development budgets, pro formas and affordability
analysis and conducting detailed underwriting; Analyzing possible energy
efficiency and other financing sources for specific projects;
Collaborating with HPD divisions, interagency partners and program
stakeholders, including the NYC Housing Development Corporation, the
Mayor's Office of Sustainability, other local, state, or federal agencies,
utilities and others as appropriate; Ensuring timely completion of
transactions by coordinating loan closings with other HPD divisions and
programs as well external development partners and facilitating all

necessary, determining course of action to resolve project issues and/or
to propose alternate solutions; facilitating project completion and
preparing recommendations for work-outs prior to permanent loan
conversion; Preparing statistical and tracking reports and working on
other special projects as needed; In conjunction with the Green
Preservation program team, refine and implement tools for effective
program management as needed; Conducting process review, budget analysis,
policy analysis, research and other special projects as needed;


Minimum Qualification Requirements

1. A baccalaureate degree from an accredited college or university and two
years of satisfactory full-time experience in city planning; or 2. A
satisfactory combination of education and/or experience that is equivalent
to 1"" above. Graduate education in city planning, urban planning, urban
design, architecture, landscape architecture, transportation engineering,
public administration, economic development or related fields may be
substituted for experience on the basis of 30 graduate semester credits
from an accredited college for one year of experience. However, all
candidates must have a baccalaureate degree. Special Qualification
Requirements Assignment Level III To be eligible for placement in
Assignment Level III, individuals must have, after meeting the minimum
requirements, one additional year of professional experience as described

Preferred Skills

Requirements
The successful candidate will have:
  • Fundamental understanding of the principles underpinning sustainable urban mobility and an intuitive appreciation of the role that transportation plays in contributing to urban vitality. While technical knowledge of transit can be a plus, it is not a requirement, and is secondary to natural curiosity and passion for the mission.
  • Keen critical thinking, with an ability to scan developments in research or case studies, make connections across disciplines, and draw hypotheses and/or rigorously-supported conclusions.
  • Research capacity to build a case through solid evidence. General knowledge of common primary and secondary sources for issues related to urbanization and transportation.
  • A background in the methods and practice of civic action and/or philanthropy will be considered a plus.
  • Excellent writing and presentation skills and a strategic communications mindset. Because our work intends to influence public policy, design, practice, and culture, how something is communicated is nearly as important as what is being presented.
  • Attention to detail and strong organizational skills will be useful in project implementation.
  • A bachelor's or master's degree in a field related to urban planning, public policy, development, business, or economics; we strongly invite applicants with undergraduate degrees in the humanities, physical sciences or liberal arts to apply if they additionally possess a master's degree or work experience related to urban transportation.
  • At least 3-5 years of professional experience in an organization related to urban planning and development, civic activism, transportation, the environment, and/or public policy.

The Graduate School of Architecture, Planning and Preservation (GSAPP) at Columbia University invites applications for full-time, open-rank faculty positions in Urban Planning in the tenured, tenure-track and professor of practice categories.  The GSAPP is a school dedicated to designing and understanding the local and global built environment with programs in Architecture, Planning, Preservation, Real Estate Development, Urban Design, Curatorial Studies, and doctoral programs in Architecture and Planning. The Urban Planning program is one of the oldest in the nation and has approximately 100 Master’s and 25 Ph.D. students. The Program’s mission is to prepare our students to become leaders of the profession, who are technically capable, ethically informed and committed to the pursuit of equity and social justice in the betterment of the lives of urban people and urban places.
Open to candidates across all urban planning fields, GSAPP is particularly interested in candidates who teach and conduct research in physical planning, environmental issues (including the effects of climate change on cities), data analytics, community development, and global urbanization. Senior candidates should be able and willing to direct the Urban Planning Program.  We anticipate hiring two new faculty for a start date of July 1, 2016.
Responsibilities will include teaching, research, and administration.  Successful applicants will demonstrate a commitment to advancing the field through teaching, practice, and/or research. Qualifications for junior positions (tenure-track) include emerging leadership in the candidate’s field and the potential to produce outstanding scholarship. Professors of Practice candidates should have significant experience in planning practice and a demonstrable record of excellence in their professional career. Faculty of the Urban Planning Program are expected to collaborate with colleagues across GSAPP on research, teaching studios and events.

The practice of FXFOWLE Architects encompasses architecture, interior design, planning and urban development. With offices in New York and Washington DC, the firm is committed to innovative design inspired by urbanism, technology and sustainable strategies. 
The Urban Designer will perform the following job duties:
  1. Research and analyze urban context including transportation systems, zoning, land use, population density, history, geography, character, environment, and natural resources. 
  2. Work on programming research, zoning research, massing studies, orientation studies, and other design studies. 
  3. Develop concept diagrams and 3d renderings to convey ideas. 
  4. Document urban design strategies and approaches. 
  5. Prepare presentation drawings and diagrams representing design intent and urban design vision for housing, office, retail, and mixed-use developments. 
  6. Prepare schematic drawings for architecture, urban design, and landscape features of large-scale development projects. 
  7. Utilize knowledge of building practices, design standards, and landscape practices, to complete designs and drawings. 
  8. Utilize knowledge of land use, zoning, and master planning principles 
  9. Ideal candidates will be able to apply knowledge of New York City and/or Washington, DC zoning regulations. 
  10. Drawing and diagrams using AutoCAD, 3D modeling, and Adobe graphics suite programs. Experience with Geographic Information System (GIS) software is preferred. 
  11. Interact with consultants throughout design process.
Position Requirements: - Professional Degree Required; advanced degree preferred with ideal candidate possessing joint-degrees in architecture and planning or urban design
  • 5-8 years experience in urban design, architecture or landscape architecture 
  • Experience in master planning of mixed use developments, urban re/development and revitalization, new town planning, and Transit Oriented Development preferred 
  • Able to prioritize and multi-task. 
  • Must be proactive, detail-oriented and a self-starter, 
  • Must have excellent interpersonal, written and verbal communication skills. 
  • Candidate should be proficient with AutoCAD, REVIT/BIM, Adobe Graphics Suite, and other related design software.
