As a Supervisory Community Planner, you will be responsible managing a range of issues that include planning, real estate, development and project coordination with external review authorities, National Environmental Policy Act (NEPA), historic preservation, sustainability, urban design, transportation, community outreach and urban livability planning.

Manages, directs, and supervises planning, design and/or real estate development business activities. Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.

Manages a staff that performs a full range of urban planning, design, and development and project management functions. Development of master plans, acquisition of sites, buildings, easements, NEPA and National Historic Preservation Act (NHPA) compliance, transportation and sustainable planning.

Provides authoritative and develop strategies for the implementation of Congressional mandates. Executive Orders.

Provide assignments and guidance for the review of project plans for conformance with National Capital Planning Commission and local governments' comprehensive plans and polices, federal security requirements, master plans, public facilities plans, zoning, transportation plans.

Develops regional project stakeholder strategies to ensure successful relationships in project development with state and local government, and Federal stakeholders such as National Capital Planning Commission of Fine arts etc.

The GS-14 salary range starts at $107,325.00 per year, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. To qualify, you must demonstrate at least 1 year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is experience providing oversight, advice and training on urban and regional planning, land use, master planning, and capital improvements planning and development financing; overseeing team members that perform a full range of urban planning, design, and development and project management functions which include: 1) developing sustainable master plans, 2) acquisition of sites/buildings/easements, 3) security, 4) NEPA compliance, and 5) transportation planning; as well as providing guidance for the review of project plans, local government and federal comprehensive plans and policies, federal security requirements, master plans, public facilities plans, zoning, transportation plans, and other initiatives related to land use and development objectives. 

Basic Requirement: All candidates for Community Planner positions must meet one of the following basic qualification requirements:
  1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner; OR
  2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
