Court-Ordered Receivership Activity
  • Works with Attorney and RC Construction Specialists at direction of Program Coordinator to ensure activities authorized under Court Ordered appointment are completed in a timely manner, court hearings are appropriately attended and activity is communicated clearly to the Court. Court-ordered receivership activities may involve vacant or occupied properties.
  • Working with outside vendors, inspect property to determine level of rehabilitation required for property to be returned to productive use.
  • Works with RC Construction Specialist and Program Coordinator to prepare written specifications for construction services at property. Coordinates the solicitation of bids and contractor selection with Program Coordinator. Ensures compliance with building inspections guidelines with City inspectors prior to Court hearings. Ensures all Building Permits have been duly executed.
  • Activity also includes visits to occupied properties where the Court has ordered relocation assistance be provided and units vacated, interviewing tenants, collecting income qualification documents, requesting relocation check, delivering relocation assistance check in person in exchange for keys and coordinating board-up and security of the property with third-party vendors.
  • Maintains electronic and paper case files and photographs, records of all court correspondence and a log of activity to ensure accuracy of construction documentation, including necessary Court Orders, disclosures, waivers, permits, and certifications for payouts.
Reclaiming Vacant Property
  • Research and identify, title, lien, tax and mortgage information. This activity includes updating the Program Database. At the end of each case, clearly and accurately summarizes into a final statement of activity for presentation to the Judge and all parties, records final liens.
  • Work with community partners and NHS neighborhood directors to assist with the assessment, acquisition, and disposition of vacant buildings.
  • Create and maintain relationships with developers interested in rehabbing vacant property. Provide technical assistance with city forfeiture processes and other means of acquiring vacant property.
  • Identify opportunities for the strategic foreclosure of Receiver’s liens and make recommendations for property acquisition as appropriate. 
Other Duties
  • Work closely with the City of Chicago’s Building’s and Law Departments, other NHS departments, and community-based partners. Attend and participate in functions, community events, meetings and/or trainings, including evenings and weekends.
  • Play an active role in new program development and implementation. Work collaboratively with NHSRC team to develop best practices.
  • Maintains required job skills and core professional competencies. Attends and participates in required educational programs and staff meetings.
  • Performs other duties as assigned. 
PERFORMANCE MEASURES:
• NHSRC meets or exceeds goals as identified in the Annual plan
• Meet timeframes and documentation requirements of issued Court Orders.
• Ensures Receivership properties are posted & secured appropriately.
• 100% of Receivership Certificates filed/recorded within 30 days of approval.
• Effective management of program resources.
• Follows assigned projects to completion with minimal supervision.
• Demonstrates initiative and works as NHSRC team member.

Experience / Skills required:
Education

Bachelor’s degree in related fields required.

Experience
  • One to three years of experience in community development/ urban planning and/or real estate preferred.
  • Experience in not-for-profit environment preferred.
  • Must have a valid driver’s license and access to a vehicle. 
Desired Skills
  • Knowledge of not for profit neighborhood development strategies and/or gov’t funding housing/and/or experience in construction.

Cleveland State University is searching for active, culturally and academically diverse faculty of the highest caliber. The Maxine Goodman Levin College of Urban Affairs at Cleveland State University seeks applicants for a College Lecturer in Urban Planning to help provide education in the area of urban planning practice. We seek someone with the ability to contribute to our national ranking in urban policy/city management and to support the university’s mission of engaged learning. The successful candidate will enhance the existing strengths of our academic programs including urban planning, neighborhood and community development, housing policy, real estate, sustainability, and historic preservation. Job Description/Justification
Under the direction of the Director of Resiliency Planning, the Senior Planner will undertake all activities related to neighborhood planning for the preservation and development of housing in New York City neighborhoods impacted by Hurricane Sandy. The Planner will be responsible for performing analyses of neighborhood conditions using quantitative and qualitiative data, implementing meaningful civic engagement efforts such as community workshops, and assisting in developing complex urban design/development scanrios in coordination with both community members and other technical experts. The Senior Planner will also be responsible for managing project teams comprised of multiple city agencies and/or consultants, and for overseeing the development of public-facing neighborhood planning documents.
The mission of the Resiliency Planning unit is to ensure that HPD’s development and preservation efforts protect neighborhoods, existing buildings, tenants and property owners from climate-related hazards and related financial threats (e.g. changes in the flood insurance program). Team members collaborate with the Build it Back program, developers, community-based organizations, tenants, and building owners to rebuild, develop, or protect quality affordable housing in the flood plain.
All Planners in the Office of Neighborhood Strategies are expected to perform similar duties to ensure a flexible and multi-faceted team. Selected duties for the Senior Planner include analyzing and resolving complex neighborhood planning and geo-spatial issues; performing basic housing, real estate, and demographic research; and undertaking neighborhood planning studies and developing implementation strategies in collaboration with other City agencies, such as the Economic Development Corporation, the Department of City Planning, the New York City Housing Authority, State agencies, for- and non- profit housing and community developers, Community Boards and local organizations, public officials, and neighborhood residents. All Planners within the Planning Division are expected to participate and assist in coordinationg neighborhood workshops, as necessary.
This is a grant-funded position. The anticipated end date is June 30, 2016.

Job Description/Justification
Under the direction of the Assistant Commissioner for Planning, the Director of Manhattan Planning develops, implements, and manages all planning activities for the borough of Manhattan. The Director is responsible for building and managing a team of energetic, thoughtful, and engaged planners that work together to manage the project entitlement process and environmental reviews; and, ensure that development, design, and planning proposals meet HPD and other city policy objectives.
The goal of the Planning Division is to ensure that HPD investments are leveraging and incentivizing other public and private investments to achieve broader community objectives that strengthen the social, economic, and physical health of neighborhoods. The Borough Planning units consist of teams of planners responsible for managing the entitlement and development approval process for the development of city-owned parcels and/or projects financed or sponsored by HPD for the development of affordable housing.
All planners in the Planning Division are expected to perform similar duties and responsibilities to ensure a flexible and multi-disciplined team. Selected duties for the Borough Planning team include analyzing development trends, and neighborhood and market dynamics; land use and zoning analysis; coordinating with Predevelopment Planners in the requests for proposals review and selection process; and, managing the critical path toward project entitlement and development financial closing. The Borough Planning team works collaboratively with other units of the Division of Planning and participates in neighborhood planning efforts. The Borough Planning team works with other New York City agencies, such as the Economic Development Corporation and the Department of City Planning, as well as for- and non- profit housing and community developers, Community Boards and local organizations, public officials, and neighborhood residents through the predevelopment process. The Director of Manhattan Planning, and all planners within the Division of Planning, is expected to participate and assist in neighborhood workshops as necessary.
Preferred Skills
Candidates must have excellent writing, verbal and analytic skills. Successful candidates will have thorough knowledge of New York City government and housing issues including specialized knowledge of City, State and Federal planning and environmental regulations and policies. Candidates should also have demonstrated knowledge of housing production strategies; City and Federal housing regulations and legislation that may bear on housing policy and program initiatives; thorough knowledge of zoning, land-use planning, environmental and urban renewal requirements; and experience with community-based planning and neighborhood development. A masters degree in in one or more of the following is strongly preferred: urban planning, urban design/architecture or business administration with a focus in real estate finance and development. Essential job functions include: engaging residents through neighborhood meetings, door-to-door visits, and written communications; advocating for neighborhood needs in policy, systems, and environment change and effectively communicating those needs to community partners; conducting research in project areas and compiling, computing, and presenting data according to specified standards and formats; researching, writing and preparing grant applications; developing and implementing community and corporate wellness programs that promote policy and environment change; work closely with various groups, such as Hutchinson Community Foundation, HEAL (Healthy Eating, Active Living), Vitality Team, area school districts, Young Professionals of Reno County, Kansas Health Foundation, and local service clubs to coordinate and communicate the opportunities for health, recreation, and nutrition that will enhance the overall wellness in the Hutchinson community.
Qualifications for this position include: a bachelor’s or master’s degree and two or more years of increasingly responsible experience in fields of and/or closely related to neighborhood/community development, city planning, public policy/administration, public health, or parks and recreation. Experience working directly with residents and community partners in developing strategies to improve/revitalize neighborhoods is strongly preferred, as well as experience in community engagement, public meetings, and facilitation.
Starting salary is $39,000 annually with benefits, including health insurance, vacation/sick leave, and retirement plan. The Director of Neighborhood Development reports directly to the Executive Director. Position is open until filled.
