The Texas Coastal Watershed Program is seeking a Coastal Planning Associate for their Houston-Clear Lake office. This is an urban and environmental planning position, and primary duties will include planning research and methods, stakeholder engagement, program development, and report writing. The position will assist with new and ongoing community planning projects along the Texas coast. Knowledge of land development, comprehensive urban planning, and coastal hazards will be very beneficial. This is part of a FEMA funded opportunity that seeks to broaden the conversation about hazard mitigation on Texas Gulf Coast towards long-term planning and hazard mitigation, and will be a remarkable opportunity to support planning work in communities across Texas.
Salary: $42,000-$52,000 per year, commensurate.

Major Essential Duties:
- Planning Analyses & Reports. Compile and summarize research and data on a range of planning issues from multiple sources, with an emphasis on topics concerning water quality, land use, coastal community development, coastal hazards, and conservation; Prepare reports and summaries for project deliverables; Prepare charts, tables, graphics, presentations, and brief publications for stakeholders and general public use.
- Program Development. Work closely with project team to develop and implement a planning training program for local officials; identify and address logistics related to program implementation; maintain and update online program resources; build and sustain relationships with program partners.
- Community Planning Workshops. Coordinate logistics and outreach for public workshops and stakeholder meetings; Attend workshops and public meetings outside of usual business hours; Facilitate focus groups; Some travel required.
Occasional Duties: Reporting and other administrative tasks as required carrying out essential duties
Required Education: Bachelor’s degree in Urban Planning or closely aligned degree in Geography, Public Policy, Environmental Resources.
Preferred Education: Master’s degree in Urban Planning or closely aligned degree in Geography, Public Policy, Environmental Resources.
Required Experience: No Experience Required
Preferred Experience: 2 or more years of professional work in urban planning, natural resources planning, or closely related project work; Experience hosting and facilitating community meetings; development of planning related outreach materials for the public, officials, or project stakeholders.

Required Special Knowledge, Abilities, and Skills:
- Applicants must be able to work in a collaborative professional environment and to contribute to the strategic development of projects and programs;
- Must be able to write effectively and clearly;
- Knowledge of principles of local government planning practices, land development, and conservation;
- Knowledge of coastal risks and hazards;
- Ability to manage time in an effective manner;
- Ability to summarize key information from regulations, plans, and other official policies;
- Ability to clearly summarize technical information for the public;
- Adept with spreadsheet analyses and creating tables;
- Must be proficient with Word and Excel;
- Experience speaking in a public meeting setting.
Preferred Special Knowledge, Abilities, and Skills:
- Effective oral communication and interpersonal skills for work with the general public, project stakeholders, and agency staff and officials;
- Specialized knowledge of the land development process and coastal hazards;
- Working knowledge of meeting facilitation is preferred;
- Skills with web content development;
- Skills with basic ArcGIS functions
