Qualifications:

    The Fiscal Policy Center at Voices for Illinois Children seeks to hire a Policy Analyst to inform and shape public debates on tax and budget policy in Illinois.
    Organization Description
    Voices for Illinois Children is an independent advocacy organization that champions strong public policies and investments for all children in our state. Voices’ Fiscal Policy Center (FPC) works 1) to improve Illinois’ tax and budget system so that the state raises adequate and sustainable revenue in an equitable manner to fund essential programs and services, and 2) to strengthen economic security and opportunities for low- and moderate-income individuals and families.
    Position Description
    The Policy Analyst will both conduct analysis on state fiscal issues and effectively communicate complex issues in a way that advances public policies that will improve the lives of Illinois children, families, and communities. A successful Policy Analyst at the Fiscal Policy Center will help the organization shape policy conversations and drive policy priorities forward. This is a full-time position.
    Principal Responsibilities
    • Conduct research and author analysis on state budget and tax policies, with a particular emphasis on the importance of public investments that improve the lives of children, families and communities;
    • Promote research findings through testimony, public presentations, and interviews with the media;
    • Engage a diverse range of audiences, including community groups, advocates, policymakers and the press on the need to create a robust and sustainable tax and budget system that invests in Illinois communities;
    • Increase the FPC’s profile on budget and tax issues, both through rapid response to ongoing policy debates and in-depth analysis that creates the policy space to drive needed change; and
    • Collaborate with partner organizations to develop and advance measures to enhance Illinoisans’ economic security and improve the state’s long-term fiscal outlook.
     Knowledge and Skills Required:
    A successful candidate will have at least a four-year degree. An advanced degree in public policy or related field is preferred. Candidates must possess excellent writing skills and the ability to communicate complex issues in a compelling manner that make policy choices clear. Strong data analysis and Excel skills are a must.
    In addition, the Policy Analyst should:
    • Be a strong communicator with excellent presentation skills;
    • Have a strong grasp of the political process;
    • Have prior experience in policy analysis and research;
    • Have the ability to quickly research and understand complex issues while not losing sight of the big picture;
    • Have strong project management skills;
    • Be deadline-conscious, results driven and high performing in a fast-paced environment;
    • Work independently and efficiently on multiple projects;
    • Be able to collaborate across cross-functional teams;
    • Have the capacity to development and maintain collaborative relationships with an array of stakeholders including elected officials, journalists, advocacy partners, and the general public; and

    Experience working for an advocacy organization is helpful but not a requirement.
    Knowledge of family economic security, race and gender equity, and tax and budget policy a plus; ability and desire to gain such knowledge is a must.

WHA, located in Waukegan, Illinois, assists 448 public housing units that it owns and operates. WHA owns and operates 138 senior/disabled units as well as other properties and assistance programs. The Board of Commissioners seeks an accomplished leader dedicated to efficiently managing federal and local resources and providing affordable and attractive living environments for those of modest means. The person in this position will report to the Executive Director/CEO. The candidate must possess a Bachelor’s degree (Master’s preferred) from an accredited college or university in business/public administration, Finance, Accounting or a related field, as well as seven years of progressive public or private housing or public sector management experience involving finance, planning, administrative and operational management and supervision. Knowledge of HUD programs, policies, and procedures is preferred. 

The Managing Director will be responsible for leading, cultivating and facilitating the agency’s vision, mission, and strategic goals. The successful candidate must be able to prove prior housing industry success, significant financial and budgetary experience, mixed-finance and redevelopment knowledge and strong strategic planning skills. Salary and terms are negotiable within a specified salary range, depending on qualifications (DOQ). Superior Academic Achievement (SAA) is automatically
qualifying for the GS-7 level. SAA is based upon one of the following three criteria:
1) Class standing - you must be in the upper third of the graduating class in the college, university or major subdivision based on completed courses; or
2) Grade Point Average (GPA) - you must have a cumulative GPA of 3.0 or higher (out of a possible 4.0) based on 4 years of education or based on courses completed during the final 2 years or
a 3.5 GPA in the major field of study completed during the final 2 years of the curriculum; or
3) Election to membership in a national scholastic honor society.
GS-9: A master's or equivalent graduate degree or
two full years of progressively higher level graduate education leading to such a degree or LL.B., or J.D., if related To be eligible for appointment, you must meet requirement a or b:

a. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; or

b. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate

Extension Educator – Government and Public Policy 
Position Overview 
Michigan State University Extension programs assist local government authorities and the general public in their understanding and decision-making in the context of “good governance” including the framework for government planning, finance, land use decisions, global economy, and civic engagement. The person in this position provides technical and educational assistance to local governments in a variety of areas including planning and zoning/land-use planning, intergovernmental cooperation, effective governmental meetings, governmental organization and other emerging local government and governance issues. 
These efforts are implemented primarily through the Greening Michigan Institute Government and Public Policy Workgroup–a team of field and campus-based faculty, educators and specialists located throughout the state. This position is based in Howell, Michigan, Livingston County. Educational coverage responsibilities include south central Michigan and for certain skill sets statewide programming support. 
Three key elements to this position include: 
1. Engage with local governments in south central and southeast Michigan to address critical issues related to enhancing the built environment, budgeting and finance, land use and planning, and governance. 
2. Design and implement, in conjunction with the Government and Public Policy Workgroup, high quality education programs customized to meet the unique needs of the region served. 
3. Partner with local and regional organizations, such as regional planning agencies, county governments and others to determine needs and conduct effective cooperative educational efforts. 

Specific responsibilities include (but are not limited to): 
 Plan, organize and implement Extension programs in government and public policy in the assigned programmatic region as part of the Greening Michigan Institute Government and Public Policy Workgroup.

JOB DESCRIPTION: Pedestrian Program Assistant

TERM: November 2016 – February 28, 2017 with possibility for extension
COMPENSATION: $15 per hour, approximately 20 hours/week.

PURPOSE AND GENERAL DESCRIPTION
The Active Transportation Alliance provides professional consulting services to the City of Chicago’s Department of Transportation (CDOT) including staffing for the CDOT Pedestrian Program. The Pedestrian Program assists the City in the implementation of the City’s Pedestrian Plan and Complete Streets Guidelines. The Pedestrian Program Assistant will provide support to the program through developing materials and analyses, conducting field works, and participating in other tasks to support safe walking in Chicago through infrastructure design and policies.

REPORTING RELATIONSHIPS AND WORK ENVIRONMENT
The Program Assistant reports to the Principal Pedestrian Planner and is expected to work 20 hours per week out of CDOT’s offices in Chicago’s Loop during business hours. Work is primarily in-office but will involve occasional field visits.

DUTIES AND RESPONSIBILITIES
The Program Assistant will have these duties:
Create professional collateral materials for Pedestrian Program projects and initiatives including public meetings, program reports, and studies
Produce maps and perform spatial analyses for publications and meetings
Collect, input, and manage tabular and spatial data sets
Conduct field work including photography, field surveys, observations, counts, and interviews
Engage with members of the public, community groups, and other stakeholders during public meetings
Assist Principal Pedestrian Planner in implementing best practices in roadway designs for pedestrian safety, accommodation, and comfort

ESSENTIAL QUALIFICATIONS
The candidate should have the following qualifications:
Proficient with ESRI ArcGIS
Proficient with Microsoft Office applications.
Proficient with Adobe Creative Suite
Strong interest in walking, biking or public transportation
Knowledge of transportation planning and policy issues with an emphasis on walking
Can communicate effectively with people of all ages, abilities, cultural groups, economic statuses, sexual orientations, and disabilities

DESIRABLE QUALIFICATIONS
We prefer candidates with these qualifications:
Bachelor’s Degree or higher in Urban Planning, Geography, Public Policy, Public Health, Engineering, or similar field
Experience with statistical analysis techniques including but not limited to spatial analyses
Experience with scripting in Python and application development
Familiarity with the city of Chicago and its layout.
