Job Description
Fort Worth is the 16th-largest city in the United States and the fifth-largest city in the State of Texas with a population of 812,238. The City is a leader in historic preservation and urban design in the State of Texas. With 13 historic districts and over 7,000 individually designated properties, Fort Worth has the largest collection of historically designated properties in the state. A staff of six administers a variety of design districts which have been recognized at the regional and national level. As the central city continues to redevelop, so will the demand for additional design districts.
The City is seeking candidates with a Bachelor's degree in Historic Preservation from an accredited university with coursework in Urban Design, Urban Planning or a Bachelor's Degree in Architecture, Planning, or Urban Design from an accredited university with coursework and work experience in Historic Preservation PLUS five (5) years of work experience with design overlays, form based codes, and design review
OR
a Master's degree in Historic Preservation from an accredited university with coursework in Urban Design, Urban Planning or a Master's Degree in Architecture, Planning, or Urban Design from an accredited university with coursework and work experience in Historic Preservation PLUS three (3) years of work experience with design overlays, form based codes, and design review.
In addition to the stated minimum experience and education, the ideal candidate will have experience facilitating and reviewing development proposals/projects in design based districts – districts requiring urban design/design and/or architectural review. Examples of districts with design requirements are: historic, design overlay, conservation, and form based districts. Microsoft Word, Excel and PowerPoint skills required.
The PRIMARY purpose of this position is to assist with administration of Historic Preservation in Fort Worth. This consists of outreach and education, evaluating applications for alterations and new construction, updating of historic district standards and guidelines, Section 106 reviews, reviewing plans and facilitating development in historic districts.
The SECONDARY purpose of this position is to provide as needed assistance for the Downtown Design Review Board, Urban Design Commission, and management of key design related projects.

Responsibilities

In this position, the successful candidate will be expected to manage a team of GIS analysts and to provide guidance to planning staff members who do basic spatial analysis. The GIS Manager will:
  • Manage GIS staff, including GIS leads in each of the offices
  • Maintain quality control through supervision of GIS leads and in collaboration with the Assistant GIS Manager (West Coast lead)
  • Manage the workflow on the East Coast
  • Manage GIS procedures and software access across the firm
  • Develop in-house GIS tools and resources and supervise all GIS users
  • Provide training to GIS staff and develop training materials
  • Provide technical support and troubleshooting to GIS users in all offices
  • Oversee GIS file management and archiving for the firm
  • Act as point person for internal mapping needs (marketing, website, special projects)
The GIS Manager will also spend approximately one-third of his or her time completing spatial analyses related to demographics, transit routes and facilities, parking studies, and ped/bike projects. The manager may be expected to:
  • Generate maps and cartographic products for projects using ArcGIS, Adobe Illustrator, Google Earth Pro, and other software tools as necessary
  • Perform spatial and network analysis tasks and act as a technical specialist on projects
  • Assist in online GIS/web maps for public engagement

Qualifications and Requirements

The ideal candidate should hold at minimum a bachelor’s degree in Geography or Urban Planning or a Graduate Certification in GIS. The candidate must have a minimum of 7 years of experience as a GIS analyst and at least 2 years of experience as a manager or supervisor of a team. The candidate must have strong proficiency with ArcGIS 10.2 or above, Google Earth and Adobe Illustrator. Familiarity with SketchUp, VectorWorks or CAD, Adobe Photoshop/InDesign, Python scripts, C#/VB.NET programming or web development is a plus. Candidates will be tested on their proficiency with GIS tasks.

TransitCenter, a civic foundation committed to improving urban mobility, seeks a Program Analyst to join its New York City office. The successful candidate will be an integral member of a unique, dynamic, and growing organization and contribute research; develop and implement programs and projects related to improving transportation in cities; administer grants; and build organizational capacity.
Responsibilities
As part of a team, the Program Analyst will research issues, develop opportunities, and execute projects that promote sustainable urban mobility, with oversight from senior staff. Some projects may be executed through the use of program consultants with specialized subject matter expertise, who the Program Analyst must be qualified to oversee. An initial primary area of focus draws on a diversity of topics such as transit planning, technology, rider information, or capital project finance. The Program Analyst will also share responsibility for communicating TransitCenter's initiatives through articles, blog posts, and social media.

Requirements
The successful candidate will have:
  • Fundamental understanding of the principles underpinning sustainable urban mobility and an intuitive appreciation of the role that transportation plays in contributing to urban vitality. While technical knowledge of transit can be a plus, it is not a requirement, and is secondary to natural curiosity and passion for the mission.
  • Keen critical thinking, with an ability to scan developments in research or case studies, make connections across disciplines, and draw hypotheses and/or rigorously-supported conclusions.
  • Research capacity to build a case through solid evidence. General knowledge of common primary and secondary sources for issues related to urbanization and transportation.
  • A background in the methods and practice of civic action and/or philanthropy will be considered a plus.
  • Excellent writing and presentation skills and a strategic communications mindset. Because our work intends to influence public policy, design, practice, and culture, how something is communicated is nearly as important as what is being presented.
  • Attention to detail and strong organizational skills will be useful in project implementation.
  • A bachelor's or master's degree in a field related to urban planning, public policy, development, business, or economics; we strongly invite applicants with undergraduate degrees in the humanities, physical sciences or liberal arts to apply if they additionally possess a master's degree or work experience related to urban transportation.
  • At least 3-5 years of professional experience in an organization related to urban planning and development, civic activism, transportation, the environment, and/or public policy.
  • Technical facility with at least one of the following will be favorable: Adobe Creative Suite, GIS, social media, or web publishing.
  • Excellent interpersonal skills, ability to form connections with people from diverse backgrounds, flexibility, and a sense of humor to add to the organization as it evolves.
