The NEW YORK STATE DEPARTMENT OF FINANCIAL SERVICES (DFS) is seeking candidates for the positions of Urban Analyst 4 and Urban Analyst 3 in its New York City office. DFS' Banking Division supervises nearly 1,900 banking and other financial institutions with assets of more than $2.9 trillion.
DFS, the primary regulator for banks in New York State, administers the Banking Development District (BDD) program to encourage the establishment of bank branches in areas with a demonstrated need for banking services. BDD banks partner with local governments to establish BDDs in underserved neighborhoods.
A unique opportunity exists for an Urban Analyst 4 and an Urban Analyst 3 to work in DFS' Community Development Unit (CDU), reporting to the Director of the Consumer Examination Unit.
The Urban Analyst 4 will manage the administration of the BDD program; oversee CDU's work and review findings and recommendations made by the Urban Analyst 3s regarding bank applications; promote community development/financial education through outreach to community-based organizations and financial service providers; and assist the Director of the Consumer Examination Unit on special DFS projects. Minimum qualifications are:
Bachelors Degree including or supplemented by 24 credit hours in Economics, Business Administration, Political Science, Public Administration, Urban Planning, or City and Regional Planning; AND three years of experience in research, planning, administration, or analysis of community preservation and economic development programs focusing on the preservation, revitalization and development of low-to-moderate income areas. A Masters Degree in Economics, Business Administration, Political Science, Public Administration, Urban Planning, City and Regional Planning, or a Juris Doctor Degree may substitute for one year of the required experience.
The Urban Analyst 3 will evaluate the CRA performance of supervised institutions; analyze and make recommendations regarding bank applications for branching activities, investments, mergers, charter conversions and renewal of New York State deposits; and set up conferences. Minimum qualifications are:
Bachelors Degree including or supplemented by 24 credit hours in Economics, Business Administration, Political Science, Public Administration, Urban Planning, or City and Regional Planning; AND two years of experience in research, planning, administration, or analysis of community preservation and economic development programs focusing on the preservation, revitalization and development of low-to-moderate income areas. A Masters Degree in Economics, Business Administration, Political Science, Public Administration, Urban Planning, City and Regional Planning, or a Juris Doctor Degree may substitute for one year of the required experience.
These positions may require some travel within NYS. Strong writing and computer skills are required. CRA experience preferred.
