JOB SUMMARY:
This position manages the implementation of a variety of capital projects and recommends hiring and managing consultants on a variety of professional consulting agreements. The position performs professional administrative responsibilities including contract administration and technical work related to public works projects.
 

To succeed in this role, applicants will need to effectively and clearly communicate to a full range of people, inside and outside the organization, be capable of managing and prioritizing multiple projects and tasks with thoroughness and accuracy, and be able to work cooperatively and effectively with others to achieve common goals.
 

JOB DUTIES:
  1. Oversees construction management of village capital improvement projects.
  2. Prepares, reviews and issues Requests for Qualifications and Proposals, interviews consulting firms and makes recommendations to award the contract to a consultant.
  3. Reviews competitive bids and makes recommendations to award the contract to a contractor.
  4. Assists in the development and preparation of long-range capital improvement programs and budgets, recognized as the Capital Improvement Plan (CIP).
  5. Prepares committee reports and presents these reports at village committee meetings as required or as directed by the Engineering Division Manager or the Director of Engineering and Public Works.
  6. Composes documents, including but not limited to grants, memorandums, resolutions, estimated quantities, etc.  Corresponds with other village departments and other agencies.
  7. Works directly with residents and businesses impacted by village projects and is responsible to provide interactive public relations on projects with significant impacts to the public.
  8. Plans and implements capital improvement projects, including the preparation of engineering plans and bidding documents.
  9. Coordinates with the Geographic Information System (GIS) staff in updating Village maps as to update GIS as improvements both CIP and Development related are completed.
  10. Performs other duties as assigned.
 

QUALIFICATIONS:
1.    Bachelor of Science Degree in Civil Engineering.
2.    A minimum of three years of experience in the field of civil engineering, such as that gained with a Village or City Engineering Department, a contractor or consultant specializing in engineering design for public works improvement and land development.
3.    Possession of a valid driver’s license.
4.    Proficiency with current computer technology, job specific software, and customer service systems.

About the Position

·         Bring and develop expertise on technical energy and climate issues.

·         Develop educational materials such as factsheets on hot-button climate and energy issues for elected officials, partners, and the general public. 

·         Review policies from other states and cities to develop position and strategy analyses on how they could be adopted in Illinois.

·         Help increase the organization’s position as a thought- and action-leader on green job workforce development.

·         Build relationships with decision makers by connecting them to workforce programs and green job employees in their district.

Qualifications

About Our Pay and Benefits

The full-time permanent position is located in Chicago or Springfield, Illinois. Benefits include health insurance, dental insurance, a 401(k) plan, and vacation. • Facilitates Village’s ArcGIS software; fields request for Maps from various Village Departments. Assist with all Village GIS projects and programs. Helps with all mapping for established and new TIFs and Zoning amendments.

• Gathers and prepares notice, agendas, and minutes for all boards, committees and commissions
staffed by Community development.

• Communicates with contractors, residents, and project managers to answer questions, assist with
interpretation of the code of ordinances in relation to building setbacks, conditional uses, re-zoning,
annexations, and general development plans.

• Reviews permit applications for flat and over the counter zoning i.e., fences, single signs, and sheds
etc. for compliance and approval or denial.

General Job Requirements

• Bachelor’s degree from an accredited college or university in Urban Planning, or closely related field
with five (5) years of progressively responsible planning experience with a recognized planning agency,
including a minimum of two (2) years in a leadership or supervisory role; or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities.

• Certification by the American Institute of Certified Planners is preferred.

• Strong understanding of ArcGIS preferred.

Animal Control Officer (Police Department)

STARTING PAY RATE:  $29.81 - $33.44 per hour based on a 40-hour workweek.  Salary dependent on qualifications.  The salary range for this position is $29.81 - $44.31.  This position is represented by a union; you may refer to the AFSCME collective bargaining agreement available on our website.

JOB SUMMARY:
This positon works in the Special Operations Division Traffic Unit and is responsible for the enforcement of all animal related ordinances and provides a variety of other animal related services to the community that do not require officer status. This position educates the public on the importance of animal control and safety and assists other Department members with animal related calls for service. 

 

To succeed in this role, the ideal candidate will need to effectively communicate to a full range of people, inside and outside the organization. We are looking to add a team member with the capacity to understand and be sensitive to the feelings of others.

 

JOB DUTIES:
1.    Patrols the Village and determines the most appropriate method to capture and remove animals that are endangering citizens or other animals or causing damage to property.
2.    Responds to animal calls and attempts to locate the owner of problem domestic animals and determines if an animal should be impounded.
3.    Enforces local and county ordinances, and state laws that relate to animals, issuing citations when appropriate.  Conducts investigations on cruelty reports and other animal complaints.  Testifies at village compliance hearings and potentially court.
4.    Completes and reviews all applicable reports and logs in regard to animal control.
5.    Maintains and checks animal traps to be used on properties that are experiencing animal nuisance problems.
6.    Prepares purchase requests related to animal equipment and stray animal costs. Maintains records and ensures billing for impounded animals is completed on time.
7.    Maintains all animal control equipment and ensures it is in proper working condition.
8.    May serve as a Community Service Officer and provides training/guidance to CSO’s on animal control and other CSO related functions. Performs other duties as assigned.
9.    Performs other duties as assigned.

QUALIFICATIONS:
1.    Education equivalent to a high school diploma.
2.    A minimum of one year of experience as a Community Service Officer or Police Auxiliary Officer.
3.    CPR certification preferred or ability to obtain within six months of date of hire.    
4.    Certified Animal Control Officer (Level I and Level II) from the National Animal Control Association (NACA) or ability to obtain within one year of employment.  
5.    Possession of a valid driver’s license.
6.    Proficiency with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred or within the first six months of employment.
