 Assist the Contracts Administrator in managing and supervising staff in addition
to handling a portion of the workload related to developing, awarding, and
managing a broad range of contract types (commodities, work services, a/e,
professional services, revenue generating, construction, etc.) for use by the
Department of Transportation.
 Work with Contracts Administrator to develop monthly/quarterly/annual work.plan
and buying plan to manage existing contracts and to develop and award new
contracts. Manage assignments, implement and monitor work plan with staff and
coordinate with clients, other City Departments, other government entities(IDOT,
FHWA, FTA, etc.), and various stakeholders to meet deadlines driven by
construction schedules, grant/funding requirements, and Commissioner/Mayor’s

 Use of databases and software (such as oracle, business objects, excel, etc.) for
data gathering, analysis, and reporting of contract orders, payments, and staff
performance metrics. Identify and develop new workflow/processes and
supporting documents and tools to increase efficiency and quality of work
produced by the team. Develop and deliver training regarding contract and
payment policies and procedures.
 Develop new specifications for a broad range of contract types (commodities,
work services, a/e, professional services, revenue generating, construction, etc.)
including but not limited to materials used in construction and street lighting,
landscaping, architectural and engineering, planning, construction bids, etc.).
Review detailed technical specifications and advise project managers on legal,
administrative, and policy requirements for developing work product required for
advertisement, selection, and award of contracts.
 Draft RFP/Qs, contract clauses, amendments, and other memoranda or
documents as required. Advise Project Managers on the RFQ/P process,
including evaluation, interview/recommendation, and contract negotiation.  Coordinate with other user Departments and Sister agencies on contracts used
by multiple departments or multi-agency joint procurements.
 Work with other City Departments (Law, Procurement, Comptroller, etc.), other
government entities (IDOT, FHWA, FTA, etc.) and other parties to ensure that
contracts meet funding requirements and adhere to city, state, and federal laws
and other applicable policies from the advertisement, award, management,
close-out, and audit phases.
 Work with staff and CDOT divisions to manage current contracts including:
ensuring availability and encumbrance of funds, placing and receiving orders,
coordinating with vendors, ensuring timely and accurate delivery of orders, and
review and payment of invoices.
 Attend outreach events and develop/deliver training regarding CDOT contracting
opportunities.
 Work with project managers and Department of Procurement Services to
implement the Minority and Women Owned Business Enterprise and
Disadvantaged Business Enterprise, including contract compliance.
 Contract monitoring and maintenance including: contract revisions, time
extensions, price increases, negotiated amendments, etc.
 And, other related duties as assigned.

Program Coordinator, Department of Urban Planning & Policy, UIC - Chicago

The Department of Urban Planning and Policy (UPP) in University of Illinois at Chicago (UIC) is looking for a temporary Program Coordinator for the Undergraduate Program in Urban and Public Affairs (UPA), this may lead to a permanent, full time position. The Program Coordinator will be responsible for planning, coordinating and organizing programmatic activities in the teaching, research and service mission of the Department.

Position duties include:
1) The Program Coordinator will be independently responsible for the coordination of student,
academic, and alumni programs and projects developed by the UPA program, under the direction of the
UPP Head and Director of Undergraduate Studies. This will include acting as a liaison between the Program and its current and prospective students, as well as College-level and University-level administrators, and alumni; act as a liaison between the UPA office, business, and support staff of the College and Student Affairs, Academic Affairs, and the Office of Admissions and Records as required.
2) The Program Coordinator will assist in the formulation of student, academic, alumni affairs management policies, and assist the Director in implementing the day-to-day management of student, academic, and alumni affairs program-level activities, including general office administration.
3) The Program Coordinator will be responsible for coordinating meetings, developing and delivering workshops and orientations relevant to the Program.
4) The Program Coordinator will coordinate general administrative functions of the Program, as well as independently manage the student admissions and student recruitment processes of the Program, as well as preparing reports for Academic Affairs, and organizing alumni information and events.
5) The Program Coordinator will assist the Director of Undergraduate Studies with periodic program reports to College and University administration.

JOB SUMMARY:
Under direction of the Village Manager, responsible for direction of the Transportation Department, the supervision of those employees within that Department and the administration of the Schaumburg Regional Airport, Municipal Helistop and Schaumburg Transit Program. The director is responsible for the short and long term goals pertinent to the department, developing and maintaining the Village’s transportation vision including integration of other agencies’ transportation vision; developing and overseeing airport capital improvement projects; providing technical and policy advice to boards, committees and commissions on transportation-related items; and represent the village regionally through coordination with various transportation agencies. ESSENTIAL FUNCTIONS:
Responsible for the management of the Transportation Department, including the supervision of the employees within that Department. Responsible for the oversight of the Municipal Helistop and Schaumburg Regional Airport. Oversees staff that administers the Village’s transit program, including Dial-A-Ride Transportation, Woodfield Trolley, Pace Suburban Bus Routes, the Senior Citizen Taxi program, and Regional Transportation Authority passes. Reviews development requests to ensure compliance with applicable Village codes, ordinances, and policies. Oversees the preparation of all traffic studies and reviews proposed recommendations to traffic control. Field work may include exposure to extremes of temperature for prolonged periods or abrupt changes in temperature and high levels of noise for an extended period. QUALIFICATIONS:
Master’s Degree in civil engineering, planning, public administration or closely related field required or be willing to attain one within three (3) years of employment. Five to seven years of transportation coordination experience with municipal, planning, engineering and governmental agencies; a general knowledge of or previous aviation experience. Five to seven years of managerial experience including contract management and public administration. Licensed professional engineer by the State of Illinois and/or American Institute of Certified Planners certification through the American Planning Association. Necessity to communicate effectively both verbally and in writing. Prolonged periods of concentration required for proof reading, evaluating site plans, calculation, evaluating site plans, reading and interpreting ordinances and policies.
Residency in the Village of Schaumburg is required within a reasonable amount of time.
REQUIRED KNOWLEDGE AND ABILITIES:
Ability to administer and supervise the activities of the department. Considerable knowledge of and experience in applying the principles, practices and laws of transportation engineering and planning. Experience using the principles of urban planning, transportation planning, municipal finance, land development, and economic development. Experience with budget preparation and monitoring. Experience working extensively with boards, commissions, media, public, and outside agencies. Ability to make effective verbal and written presentations. UIC Institute for Environmental Science & Policy Predoctoral Fellowship Award - Chicago

The UIC Institute for Environmental Science and Policy (IESP) announces the predoctoral

fellowship award competition for the 2014-2015 academic year.

The mission of IESP is to advance interdisciplinary inquiry on the environment among the

sciences and engineering, economics, social thought, and policy among UIC’s faculty and

students, transmit workable solutions for environmental problem to the public sectors, and

prepare the next generation of environmental decision-makers. These guidelines set forth the

procedures for applying for predoctoral student fellowships supported by IESP.

Background

Exciting thinking often lies at the borders of academic disciplines, including the many that

have contributed to advances in environmental scholarship. For IESP fellowships, the program

of study, the theme of the proposed research, and the methodologies to be used should seek

to be interdisciplinary in nature. Interdisciplinary study is integrative, seeking to forge new

models of scholarship which build upon the traditional disciplines. The world of the future

will require scholars with a global approach to problem solving. It will no longer be enough

to know one area, one discipline, or one field of study. Inquiry and discovery are crossing

disciplines. With this in mind, the mission of the IESP predoctoral fellowship program is to span

traditional boundaries among disciplines while helping students develop knowledge and skills

for independent research on the fundamental questions of the present and the future. Research

topics within the IESP predoctoral fellowship program are highly varied. Past areas of research

have included the following:

• The development of metrics for assessing sustainability

• Environmental sustainability and the urban environment

• Novel technologies for limiting waste emissions during manufacturing

• Nanotechnology and environmental policy

• New methods for enhancing material recovery and/or recycling

• Applications of total cost accounting for assessment of environmental costs

The UIC IESP Predoctoral Fellowship Program

The IESP predoctoral fellowship program is open to any predoctoral student at UIC whose

research is related to interdisciplinary environmental scholarship. All applicants must have

been accepted into an existing doctoral program. Successful applicants will be appointed as

Predoctoral Fellows of IESP. Each fellowship carries with it an award of up to $15,000 which

can be used for all legitimate research expenses except tuition and fees, and capital equipment.

All awards are dependent on the availability of funds.

Criteria for Selection

• Relevance of the research theme to the mission of IESP

• Extent to which the research plan draws upon and synthesizes knowledge from more

than one disciplinary area

• Likelihood that the research will lead to new modes of environmental scholarship

• Multidisciplinary nature of coursework, advising strategy, and plans for publication of

results

• Willingness of faculty mentors to support, both financially and intellectually, the

research described

Application, Schedule, and Deadlines

All full time students pursuing doctoral studies at UIC, regardless of major, are eligible to apply

for IESP predoctoral fellowships. Applications must be written and submitted by the student. By

submitting an application, students and mentors acknowledge their willingness to participate in

the core functions of IESP, and must acknowledge the support of IESP in all publications and

presentations that result from the research effort.

2) Proof of acceptance into a doctoral program

3) A narrative statement of research interests, including rationale, methodology, and

expected outcomes (five pages maximum)

student and faculty petitions regarding OTD completion. Update and revise
the OTD Handbook (paper and electronic) and disseminate to students and
faculty. Coordinate with DGS and OTD students the archiving of all OTD

of all OTD project summaries (abstract and voice recorded PowerPoint
summaries) to OTD website. Arrange and attend periodic meetings with DGS and

NASPAA Summer Fellowship, Lead Research on Civil Service Recruitment Programs - Various
