Job Description:

GENERAL FUNCTION

YMCA of the USA has an exciting opportunity for a skilled practitioner to manage and conduct program evaluation of select nationwide Y-USA grant-funded projects that strengthen community through youth development, healthy living, and social responsibility. This position requires detailed knowledge of and experience with common aspects of program evaluation from logic model creation, to assessment design, to reporting and acting on results. The position is focused on programs that support student achievement, interest, and engagement in areas such as science, technology, engineering, and mathematics (STEM).

The Specialist, Program Evaluation will also guide the integration of evaluation of grant funded "signature" programs with an existing organizational Impact Measurement System.

This position will be supported by grants from January 2012 through March 2013 with the possibility of being extended thereafter.

KNOWLEDGE, SKILLS & ABILITIES

· A bachelor's degree is required; A master's degree is preferred. A concentration in public policy, social sciences, education, research statistics, or a similar field preferred

· 5 or more years of experience in management of evaluation projects is required

· 5 or more years of experience in online and paper survey design, focus group research, and other methods of information gathering; logic model development; qualitative and quantitative analysis; statistical concepts is required

· Must possess the ability to identify and implement evaluation methods appropriate to individual program; experience building or modifying evaluation tools, rubrics, and assessments

· Must possess advanced knowledge of survey software, relational databases, and Microsoft Office; experience with statistical software preferred

· Must possess experience developing evaluation training materials and conducting evaluation trainings and have the ability to deliver creative, effective reports and presentations of evaluation results

· Must possess experience working with multiple stakeholders, including participants, funders, and partners

· An experience-based understanding of youth development program evaluation, measurement of outcomes in direct and indirect support of academic achievement in low-income communities, and experience with measurement of Science, Technology, Engineering, and Math (STEM) initiatives in out-of-school settings is strongly preferred

· Must possess knowledge of technical systems, processes, and infrastructure necessary to program evaluation

· Must be able to manage regional or national program evaluation projects including experience aggregating local outcomes into peer group, regional, and national findings

· Must possess strong customer service skills; ability to work and reason independently, as well as within a team

· Experience working in a nonprofit, federated association, or consulting environment is preferred. Familiarity with the YMCA movement preferred but not required.

ESSENTIAL FUNCTIONS

· Lead the design, training, and implementation of appropriate program evaluation for assigned grant-funded projects

· Provide expertise to Y-USA teams, funders, and external consultants on the topic of program outcome and process evaluation

· Align program evaluation efforts related to grant funded projects with Y-USA Impact Measurement System

· Assist with assessment and development of Y-USA and YMCA evaluation capacity

· Oversee centralized data collection systems and processes related to grant funded projects

· Partner with Y-USA's Financial Development Department to ensure inclusion of program evaluation function in proposals and program evaluation results in reports as appropriate

· Assist Y-USA's Membership and Program Department with development of "signature" program criteria and assessment of potential signature programs; design evaluation component of identified signature programs (grant-funded)

· Support the Senior Manager of Evaluation and Surveys in the development of resources to support evaluation and measurement best practices

Complete related projects and assignments as directed by the Senior Manager

EFFECT ON END RESULTS/STRATEGIC IMPACT

The Specialist, Program Evaluation will play a critical role in Research Department efforts to build and maintain program evaluation capacity at Y-USA and in YMCAs. This position empowers YMCAs and the Movement to evaluate program performance and use the results to communicate achievements and to drive the continual improvement of Y programs to better serve participants and to foster growth, innovation, and funding opportunities.

Effective use of program evaluation supports impact measurement and helps Ys improve their ability to nurture the potential of kids, improve the nation's health and well-being, and provide opportunities to give back and support neighbors.

The University System of Georgia Office of Educational Access and Success seeks an experienced professional to serve as Policy Analyst. The individual selected will have responsibility for research, data collection, and policy analysis to support and inform the key areas of access; college retention, progression, and graduation; and, K-12 partnerships. The Policy Analyst will also use his or her developed expertise to aid in the development of communications and grants at a system level that advance key USG areas.

The Policy Analyst will be a vital member of an office working as part of a statewide effort to significantly increase the proportion of young adults holding a high-quality college degree. The Policy Analyst supports the work of the University System of Georgia (USG) Office of Educational Access and Success (OEAS) and maintains four areas of responsibility:

1) Data analysis within the context of college access, retention, progression, and graduation using data from USG institutions, the USG Office of Research and Policy Analysis, and state, national, and international partners.
2) Policy analysis activities and development of related communications to inform policy decisions at the university system, institutional, state, and federal level.

PURPOSE:

The Village of Glenview (pop. 44,692) seeks an innovative and energetic professional to assist the Fire Chief in coordinating the day-to-day operations of the Fire Department. Operating under the council/manager form of government, the Fire Department serves a combined population of 68,000, has a staff of 82 employees and an operating budget of $14 million.

Key position responsibilities include assisting the Chief with interpreting and analyzing policies and plans; developing, analyzing, and administering the Department’s budget; conducting detailed research on industry trends and best practices and identifying and recommending areas for improvement; analyzing and interpreting complex or ambiguous data, and using independent judgment in order to develop recommendations. Oversees departmental records processes, and ensures records are maintained in compliance with federal and state statutes. Additional responsibilities include oversight of special projects and grants, departmental public communications, and reporting functions. Position serves as Department liaison to internal and external organizations as appropriate, and will function as the Accreditation Manager, if fire service accreditation is pursued. Other related duties as assigned. Position reports to the Fire Chief.

QUALIFICATIONS AND SKILLS:

Qualified candidates will have a bachelor’s degree in public safety, business management, public administration, research analysis, or closely-related field. Master’s degree a plus, but not required. The successful candidate should possess a minimum of three to five years of related work experience; and candidates with previous local government work experience in an analyst or administrative role are preferred. A working knowledge of the Fire service or previous work experience in the Fire service is also preferred. The successful candidate will be dependable, have a solid work ethic, and be able to demonstrate a strong commitment to public service. Candidates should possess excellent communication skills, both orally and in writing. The ability to provide timely, professional customer service to both internal/external stakeholders is an absolute must. Successful candidate must also be able to demonstrate attention to detail and the ability to work independently, with minimal supervision. The successful candidate will be subject to a pre-employment criminal history background investigation and medical screening, which will include a drug screen.

Foundations Relations Intern Position with the YMCA

The YMCA of the USA (Y-USA), the national resource office for 2,600 YMCAs, is seeking a part-time Foundations Relations Intern. The intern is responsible for prospect research, data tracking, grant writing, evaluation, monitoring and other processes related to securing and administering external funds for nonprofit education and human services programs.

Founded more than 150 years ago, the YMCA is the nation’s leading nonprofit for youth development, healthy living and social responsibility. The YMCA believes that lasting personal and social change can only come about when we all work together to invest in our kids, our health and our neighbors. The Y-USA Financial Development staff supports these efforts by partnering with foundations, corporations, government and other community organizations to address community needs with high impact programs and services.

Principal responsibilities for the intern will include the following:

·Conducting prospect research on regional and national foundations and mid- and large-sized corporations

·Identifying suitable funding sources for specific projects and programs as necessary

·Drafting grant proposals, reports and related communications

·Designing and creating a living grants calendar for recording and tracking priority deadlines for current donors and pipeline prospects

The internship is best suited to candidates seeking a high level of responsibility and independence. The intern will be expected to follow through and meet deadlines for projects related to education, human services and youth development grants. This is an excellent opportunity to make a meaningful contribution to an innovative and successful development department. The intern will work 20-25 hours per week during an approximate three to four month term (for a minimum of 225 hours). The position is unpaid but Y-USA will work with the intern to provide academic credit if applicable.

Internship Opportunity Description
Unpaid, Spring-Summer 2012

Enlace Chicago is a community-based organization dedicated to making a positive difference in the lives of the residents of the Little Village Community by fostering a physically safe and healthy environment in which to live, and by championing opportunities for educational advancement and economic development.

As one component of that mission, Enlace’s Economic Development Department maintains a Housing Resource Center (HRC). The HRC provides counseling, assistance and technical support to tenants, landlords and homeowners. Typically, this has manifested itself in the form of rights awareness workshops, assistance to homeowners via loan modification applications with their lenders, support for renters living in recently foreclosed homes, and policy advocacy.

This internship provides a rewarding opportunity to assist with the direct service aspects of our work, as well as strengthen the systemic organization of the Housing Resource Center. The intern would also have the opportunity to become exposed to housing policy work, specifically through representing. Enlace at various meetings seeking to advance an advocacy and policy agenda that serves the housing needs of Little Village residents.

A work plan will be developed with the intern and Enlace staff, however, activities will include:
• Developing communication materials that detail the services provided by Enlace Chicago’s Housing Resource Center.
• Expanding educational programs and workshops for various audiences.
• Creating a standardized intake assessment consistent with intake forms used by other departments at Enlace Chicago.
• Integrating financial literacy and awareness components to our housing work, including the development of realistic household budgets to meet reasonable financial goals.
• Maintaining relationships with partner organizations to advance goals of quality housing for Little Village residents.
• Providing direct service with renters, homeowners and landlords facing a series of housing challenges.
• Growing a data management system to track successes and work of program.
