Description:
Reporting directly to the Supervisor, Schedules and Services, the Transportation Specialist will assist in designing Metra schedules and services which impact Metra’s six-county region. Analyze schedules and delay information to identify opportunities for schedule changes. Design and maintain department databases and reports. Assist the district transportation officers with maintaining the efficiency of the day-to-day operations of the department. Prepare scheduling files used by Metra’s GPS, website, on-board announcements, and third party consumers. Ride trains to observe on-board personnel and provide feedback to district directors. Perform other related duties as needed to meet the ongoing needs of the organization. This position requires flexible availability including early mornings, evenings, weekends and holidays. It also requires travel throughout Metra's six county region, including Cook, Will DuPage, Lake, Kane and McHenry counties.

Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges so candidate can consider their growth potential.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

Requirements:
1. Bachelor's degree, preferably in Transportation, Logistics, Computer Science, Urban Planning, or Business-related field OR any degree that requires data analysis. In lieu of specified degree, any combination of education and experience may be substituted for the required degree that equals four (4) years in logistics/operations, preferably in railroading or transportation.
2. Knowledge of business computer user applications, particularly related to schedule analysis, data management and report production.
3. Proficiency in Microsoft Office Suite.
4. Skill in analyzing, collecting, evaluating, interpreting statistical data and maintaining records and files.
5. Excellent verbal and written communication skills.
6. Must have reliable transportation to travel throughout Metra's six county region, including Cook, Will, DuPage, Lake, Kane and McHenry counties.

The Illinois Housing Council (IHC) is a state-wide membership organization, created to promote the stabilization of communities through the production and preservation of affordable housing. IHC advances its mission through education, information, and constructive relationships with state, local and federal officials. IHC has nearly 250 organizational members including over 2,000 individuals - consisting of owners, property managers, developers, financial institutions, investors, builders, subcontractors, local government, accountants, civic organizations, market analysts and consultants. 
Position Description: 
The Executive Director provides strategic organizational leadership in partnership with IHC’s 26-member Board of Directors. The Executive Director maintains the financial stability of the organization, enhances the value to IHC members, and pursues opportunities for growth. 
Duties include, but are not limited to: 
 Managing day-to-day operations including: program development and implementation, staff supervision, volunteer recruitment and management, communications, and general administration. 
 Ensuring the financial performance of the organization through fundraising, budget development, budget management, and financial reporting. IHC’s current annual budget is approximately $500,000. 
 Facilitating quarterly Board of Directors meetings and monthly Executive Committee meetings, including maintaining Board of Directors and Executive Committee records. Assisting with Board recruitment.

 Fostering working relationships throughout the affordable housing industry including governmental agencies, lenders, for-profit and non-profit developers, and community organizations. 
 Maintaining an ongoing relationship with the Illinois Housing Development Authority (IHDA) to facilitate strong partnerships and coordination, including the planning and execution of the annual Governor’s Conference on Affordable Housing. 
 Maintaining active partnerships with affordable housing and community development advocacy groups at the local, regional and national level – working together to advance affordable housing policies. 
 Identifying policy issues with critical importance to the IHC membership and working within the IHC Committee structure to address such issues and work toward solutions.

 Developing advocacy and communications strategies that include public speaking, social media, fact sheets, e-newsletters, and IHC website. Working with Director of Programs and Outreach and Office Assistant to implement those strategies. 

Preferred Qualifications: 
 Deep knowledge of affordable housing sector with non-profit, for-profit, and government relationships at local, city, state and national levels 
 Experience with strategic planning, organizational growth and staff management 
 Strong diplomacy, communications and problem-solving skills 
 Strong research, writing and synthesis skills 
 Proficiency with Microsoft Office; Experience with Quick Books and Word Press 
 Bachelor’s Degree in Urban Planning, Political Science, Business, Communications or a related field

The Assistant City Planner supports the functions of the Planning section of the Community Development Department.  Responsibilities include: (1) responding to inquiries regarding the City's zoning ordinance and land use; (2) staff liaison to the Heritage Preservation Commission (3) Program Administrator to the Federal Community Development Block Grant program (4) preparing and presenting detailed reports to the Planning Commission; and (5) serves as the City's demographic specialist.
 
 Essential Functions:
  • Supports the City's planning function.
    • Serves as Staff Liaison to the Heritage Preservation Commission
    • Oversees compliance with City codes and serves as the City's demographic specialist;
  • Answers questions, resolves concerns, and provides information to residents, contractors and the general public regarding program requirements, eligibility and other issues, and codes and zoning matters, via telephone, email, mail and in person;
  • Interprets relevant codes for residents and the general public;
  • Updates the city's zoning and land use maps using GIS;
  • Creates, prepares and drafts documents, including HPB Certificate of Appropriateness (COA), loan applications, reports, and surveys, for meetings, audits, funding and reporting requirements; serves as liaison of program(s) to banks, mortgage lenders and loan servicers;
  • Presents reports, records minutes, and distributes documents to City Council, Planning Commission and other relevant stakeholders;
  • Prepares and monitors program budgets;
  • Represents programs to City Council when decisions are appealed;
  • Enters data into databases and maintains files and records;
  • Oversees awards events;
  • Assists the Community Development Director with review of commercial projects and writes reports and recommendations to the Planning Commission and City Council.
  • Oversees and provides content for the Heritage Preservation Commission section of the City's website.
     
  • Represents the City to the community, with stakeholders and on various committees;
  • Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
  • Communicates with others relating to work assignments and progress of work or to convey information about conditions or work related needs;
  • Communications include responsibility for maintaining relationships that are key to the function;
  • Maintains professional competence and stays abreast of trends and innovations; attends training, conferences and meetings and reviews relevant literature.
 Qualifications:
Minimum Qualifications:
The job requires a Bachelor's degree in Planning, Historic Preservation or related field, and four years of experience in municipal planning and/or historic preservation, or equivalent experience.  A valid driver's license or evidence of equivalent mobility is also required.

Desired Qualifications:
Previous historic preservation experience and experience working with city boards and commissions preferred.

  • Knowledge of municipal land use planning and redevelopment issues, and statutes, regulations, and ordinances, and of Federal, State, County and Metropolitan Agency and watershed requirements;
