JOB DESCRIPTION

The Governor’s Office of Management and Budget is seeking to hire either a financial analyst or senior
financial analyst. The Financial Analyst or Senior Financial Analyst will work within the State of Illinois’
capital markets group and will be the lead/co-lead analyst for the State’s $35 billion debt portfolio. This
challenging position is a great opportunity for someone that is passionate about municipal bonds and
public finance to develop a deep understanding of the State’s bond programs and the complexities of the
State’s credits. 

Job duties include, but are not limited to:

• Developing strong working understanding of General Obligation and Build Illinois bond programs.
• Analyzing and reporting on a variety of outstanding credits: general obligation bonds, sales tax
revenue bonds, tobacco bonds, variable rate bonds and swaps.
• Understanding the flow of funds that varies for each credit.
• Understanding the state’s budget and all of the information contained within the official statement.
• Calculating yield, interest payments, present value, and other key metrics for bond sales.
• Attending drafting sessions as required for State debt transactions.
• Being fluent in ongoing matters of state debt administration including monthly transfers required
under statute, Federal rebate requirements, and state accounting requirements such as GAAP
reporting.
• Strong understanding of the State’s authorizing bond acts and State Finance Act, in particular,
the continual status of authorization under each of the issuing purposes.
• Working closely with the capital planning and development group to identify the appropriate bond
sale timing to ensure orderly continuance of the State’s capital expenditures needs.
• Understanding of the State’s peer group issuers in matters of debt ratings and key economic
indicators which determine rating agency reviews.
• Strong understanding of capital markets bond math, with capability to model straight-forward
bond projected bond financing plans.
• Examining and making alternative bond structure recommendations in respect to new proceeds
issuances and refinancing of existing state debt.
• Evaluating RFP/RFQs from underwriters, municipal advisors and other vendors to maximize the
State’s ability to achieve the lowest possible borrowing costs.
• Working with bond counsel and state agencies to ensure compliance with IRS law.

EDUCATION AND EXPERIENCE

Candidates must have, at a minimum, a Bachelor’s degree in a field demanding strong analytical
capabilities and strong writing skills. Degrees in finance, economics, public administration, accounting,
physics, engineering, or a related discipline with an economic or quantitative emphasis will be considered.
A Master’s degree is preferred in the case of the Senior Financial Analyst.

In addition, we are seeking a candidate with the following skills and interests:
• At least two years of experience (three years in the case of a Senior Financial Analyst) in either:
o Public finance at an investment bank, rating agency, financial/municipal advisory firm, a
law firm serving the public issuing community, or with a large or frequent governmental
issuer of debt, or
o Analytical work for State of Illinois in the area of budgeting, financial reporting,
accounting, or a related area.
• Strong analytical capabilities to create cash-flow projections and design ad-hoc monitoring
systems for unique transactions. Software fluency must include Microsoft Excel, Word and
Power-point. Experience with Microsoft Access or SQL is desirable.

NYC – Transportation Planner
Position: Sam Schwartz is seeking a Transportation Planner in our New York office. Chicago – Senior Transit Planner
Sam Schwartz Consulting, LLC (Sam Schwartz) is seeking a highly organized, independent, and motivated candidate to join our Chicago office to support the firm’s nationally recognized Transit and Shared Mobility + Transportation Technology practice areas. The position will focus on bus rapid transit, transit service planning, and shared mobility solutions, but will support all aspects of the transit department. We are seeking an individual with at least eight years of experience and a strong interest in transit planning as well as some background in shared mobility.
Responsibilities: In this position, the successful candidate will be expected to manage midsize to large projects for Transit and Shared Mobility + Transportation Technology practice areas. Basic Job Function

The Managing Director of Regional Real Estate Services works closely with the Senior Vice
President of Real Estate Services (SVP of RES) to provide leadership and ensure the efficient and
successful operation of the regional RES offices. The Managing Director divides his or her time
between managing staff and projects, working on multiple real estate projects simultaneously;
participating in departmental planning meetings for projects and staff resource scheduling; The
Managing Director oversees the regional directors of RES, senior project managers, project
managers, senior owner’s representatives, owner’s representatives, project associates, and
consultants who serve in those roles. The Managing Director has primary responsibility for
maximizing the efficiency of real estate services in order to achieve financial goals and maintain
a high level of staff performance, quality of service and consistency of output. The Managing
Director also has direct responsibility for cultivating and securing business and participating in
the development of strategies to strengthen and grow the department in alignment with the
strategic plan.

Duties and Responsibilities:

1. Independently manages and develops RES Project Managers (PMs) & Owner’s
Representatives (ORs) whom are located across the IFF geographic footprint.
a. Supervises assigned staff including scheduling and job assignment,
counseling and coaching, staff development and training, performance
evaluation, and professional development, and, if necessary, disciplinary
actions, in accord with the IFF’s personnel policies and procedures and with
input and support from the SVP of RES.
b. Ensures work products meet standards for quality and, if needed, works
with individual staff to improve.
c. Acts as a general resource for answering questions, troubleshooting and
solving problems when they arise, and providing guidance and training to
staff.
d. Trains new staff and, in conjunction with the SVP of RES, recruits new team
members.
e. Develops and improves systems and procedures for project tracking and
team management within RES and oversees training of RES staff in these
systems and procedures

2. Acts as a leader providing support to the SVP of RES in leading and growing the
department.
a. Conducts analysis, identifies opportunities, and develops strategies in
conjunction with the SVP of RES in order to efficiently grow the department
for maximal financial viability and effectiveness in meeting IFF-wide goals.
b. Assists in preparing an annual business development strategy and plan and
sets goals with input from the SVP of RES, Regional Executive Directors, and
other IFF departments.
c. Participates in and/or leads development of new tools and/or initiatives.
d. Identifies opportunities and undertakes appropriate outreach and business
development activities to obtain real estate business.
e. Establishes relationships with key influencers and others who may be
referral sources.
f. Meets with potential clients, conceives of and develops consulting

c. Facilitates meetings with staff in order to develop and implement
strategies to improve RES efficiency and best utilize full scope of resources.
d. Tracks staff and team progress on projects to ensure maximal efficiency,
project future availability and financial sustainability.
e. Ensures smooth transition of projects between Project Managers and
Owner’s Representative staff as projects evolve from planning to
development.
f. Manages program-level contract budgets and schedules to ensure strong
fiscal condition and timely project completion.

4. Provides project management for certain key or strategic projects or initiatives.
a. Directs and completes key aspects of real estate consulting and
development projects and oversees contracts with subcontractors
performing work on IFF’s behalf.
b. Coordinates all aspects of project management for each project including
scheduling internal and external meetings as appropriate, following project
steps that have been delineated, managing project team members,
ensuring that project goals and milestones are being met

5. Maintains required job knowledge and skills and core professional competencies.

Position Qualifications:

Education: Bachelor’s degree required. Master’s degree in real estate, planning, policy,
business, social science or social work preferred.

Experience: At least ten years of experience in economic or community development,
real estate analysis or development, financial analysis, or construction management
with increasing responsibility and management and supervisory roles. Business
development and policy experience preferred.

Special Knowledge & Skills:

Direct experience with all aspects of real estate development projects, from planning and
feasibility stages through design and construction, including project proformas, program
development, and identification of financing sources.  Experience in management and leadership roles, including managing staff across a wide footprint.  Proven ability to identify, secure and maintain business relationships. Experience working with
clients and maintaining good client relationships.  Capacity to act as a leader on both internal and external projects.  Direct project management experience. Proven experience working with a team to conceive and implement multi-faceted projects.  Ability to motivate staff to achieve a high level of performance.  Analytical and strategic skills; ability to plan, manage and implement multiple projects; ability to plan, research, and implement complex projects.  Excellent communication (written and oral) and interpersonal skills.  Strong financial, analytical, and writing skills.  Good understanding of finance and lending.  Ability to learn and use a wide variety of computer software related to project management, including word processing, PowerPoint, database programs, spreadsheet and project management packages.

Unusual Physical Requirements: Frequent travel is required for the Managing Director – Regions, specifically to support regional staff with project management and business development. Additionally, the Managing Director will have occasion to visit abandoned buildings and vacant lots and inspect, as well as inspection of construction project sites for progress.

Occasional evening and weekend work may be required.

Assistant Professor (2), UIC Public Administration, Chicago, IL


The Department of Public Administration (DPA) in the College of Urban Planning and Public Affairs (CUPPA) at the University of Illinois at Chicago (UIC) (http://cuppa-pa.uic.edu) plans to hire (2) new tenure-track faculty member at the Assistant Professor level beginning in August 2017. These new positions will accommodate our expansion and growth in each of our degree programs, but particularly in our undergraduate program in Public Policy. 

The Department offers two graduate degrees: the Master in Public Administration (MPA), which is fully accredited by the National Association of Schools of Public Affairs and Administration, and the Ph.D in Public Administration. The DPA also offers a new undergraduate degree (B.A.) in Public Policy and maintains an active program of international students. 
DPA is part of the College of Urban Planning and Public Affairs. CUPPA is home to nine research centers and two academic departments organized around three research pillars: 
* DISPARITIES, economic, political and social 
* FINANCE, local government 
* GOVERNANCE, regional and civic 

We seek candidates who bring a strong commitment to an active research program, and excellence in teaching at both the graduate and undergraduate levels. Engagement in service to the profession is also expected. Area of specialization is open, but preference will be given to candidates who can strongly contribute to the themes embodied in CUPPA’s research pillars, to the department’s public management teaching capacity (defined broadly to include organization theory and human resources management), and to one or more of the department’s other core competencies: nonprofit management; financial management; public policy or urban leadership and governance. 
Candidates must have an earned PhD or demonstrate high likelihood of degree completion by August 2017 in public administration, political science, public policy, or a related field. The Department of Public Administration (DPA) in the College of Urban Planning and Public Affairs (CUPPA) at the University of Illinois at Chicago (UIC) (http://cuppa-pa.uic.edu) plans to hire a new non-tenure-track faculty member beginning in August 2017. The rank is open. 

The Department offers two graduate degrees: the Master in Public Administration (MPA), which is fully accredited by the National Association of Schools of Public Affairs and Administration, and the PhD in public administration. The DPA also offers a new undergraduate degree (B.A.) in Public Policy. We also have a large and active program of international students. 

Clinical Faculty contribute to the DPA through teaching and service. The successful candidate’s primary duties will be teaching in the department’s MPA program along with some teaching at the undergraduate level. Preference will be given to candidates also willing and able to assume the duties of MPA Program director within two years. The teaching load for non-tenure track faculty without significant program management responsibilities is eight courses over two semesters, but individual teaching loads are adjusted to accommodate acceptance of program management responsibilities. Candidates with teaching experience in public administration, political science, public policy, or related fields are preferred. Professional experience working in either a government or nonprofit setting is preferred, but not required. Preference will be given to candidates who can teach courses in one or more of the MPA program’s five areas of concentration: financial management, public management, nonprofit management; public policy, and urban governance and management. A strong commitment to excellent teaching, especially at both the graduate and undergraduate level and a commitment to curriculum and program development is expected. Clinical Faculty must have a PhD or a terminal degree in a field related to the teaching domain by August 2017. Clinical faculty are a valued and crucial element of the DPA’s workforce and hold positions through which they contribute to the service and teaching missions of the department and university. JOB DUTIES AND RESPONSIBILITIES:
  • Analyze, prepare, develop and present plans and projects in one or more phases of planning work.
  • Research and develop reports that evaluate public and private projects involving the full range of land use, transportation, environmental, demographic, and development issues in the City, and evaluating consistency with plans and policies of the City and metropolitan region.
  • Conduct research and analysis, write reports, make presentations and recommendations to the Planning Commission, Heritage Preservation Commission, and City Council.
  • Serve on various planning teams working on various projects and issues, including environment, transportation, land use, development, and real estate.
  • Represent the City on outside boards and commissions; represent the unit or department on internal and external committees, boards, and working groups.
  • Provide presentations of the Comprehensive Plan; facilitate discussions of the purpose and uses of the plan.
  • Initiate and lead inter-departmental responses to Mayor/City Council, convene teams, establish work plans, develop policy/program recommendations and make presentations to department heads and elected officials.
  • Provide comprehensive planning services and represent the City's planning objectives in a variety of forums.
  • Evaluate and help draft capital improvement proposals affecting the City of Minneapolis' long-range plan.
  • Provide project management and contract management for consultant services contracts.  Manage planning processes including coordination of contractor and consultants, interdisciplinary staff, stakeholders, and representatives from outside organizations.
  • Seek grants; prepare grant proposals, grant administration and grant financial management.
  • Communicate on an ongoing basis with neighborhood staff, citizens, and the private and public development community around planning and development issues.
  • Evaluate development proposals within the context of a central city of a metropolitan region.
  • Work with architects, developers and other city staff in developing conceptual designs and monitoring design development reviews.
  • Perform lead work in organizing, coordinating, monitoring development project reviews, and reviewing the work of others.
  • Take a lead role in coordinating and facilitating staff activities related to heritage preservation and development including local designation studies, context studies, reconnaissance surveys, and Section 106 reviews.
  • Research, evaluate, and communicate proposed changes to the City's Code of Ordinances.
  • Attend professional seminars and workshops to maintain current knowledge of state and national trends and developments.
REQUIRED QUALIFICATIONS:
Education:
Master's degree in Planning, Geography, Public Administration, Urban Design, Architecture (or a highly related field) or equivalent

Experience:
Five (5) years of professional level experience in Planning, Geography, Public Administration, Architecture, or Urban Design performing duties similar to those described above.

Equivalency:
For candidates who do not have a master’s degree, an equivalent combination of education and experience will be considered.
