These Research Analysts are full-time, non-tenure-track staff positions with responsibilities for supporting IOG initiatives and research. Overview of Positions:

The Research Analyst must have the ability to conduct research projects and assist with grant writing for the IOG and community constituents. The successful candidate is expected to contribute to the IOG’s public service outreach mission and is required to have experience with, or demonstrated ability to cultivate professional relations with state and local government professionals, nonprofit organization professionals, and community leaders. Candidates must possess superb interpersonal skills and have the ability to effectively manage key stakeholder relationships, as well as demonstrate capacity to work in a collaborative research environment and do so with a high degree of initiative; s/he must be able to work independently and have the ability to manage multiple, concurrent tasks and projects. The successful candidate is expected to have quantitative and analytical skills, which can be demonstrated by experience or training in quantitative methods, and a proven ability to translate and convey research findings (orally and in writing) to both professional and lay audiences. For qualified applicants, there may be opportunities for teaching in the IOG’s MPA program.


Duties & Responsibilities:

Design, perform, and manage research projects and manage and analyze data as assigned.

Identify funding opportunities and write grant proposals relevant to the IOG’s mission.

Prepare and present research findings and summaries of other relevant research for internal and external audiences (i.e., academic, constituent, professional, and practitioner audiences); translate measurement issues into pragmatic, non-technical terms.

Develop, maintain, and sustain collaborative relationships with external organizations and IOG constituents.

Build strong working relationships with program staff, researchers, and IOG faculty, as well as establish important stakeholder relationships.

Respond to inquiries and requests for information about the IOG’s research and government and nonprofit policies and issues, as well as requests for research results and statistical information and analysis.

Provide leadership, technical assistance, and research support in sustaining the IOG’s mission.

Other duties and responsibilities as assigned.

Some overnight travel required.


Qualifications:

Candidates must have at least a Master’s degree in public administration or public policy (or an advanced degree in a relevant discipline, e.g., economics, planning, etc.) with five or more years of closely related experience. A DPA, or a Ph.D. in Public Administration, Political Science, or Public Policy is desired; applications from candidates who are ABD in Public Administration, Political Science, or Public Policy are invited as well. For candidates with educational qualifications beyond the master’s degree, a combination of education and experience may be considered in lieu of the five year experience requirement.

Actual work experience in a university research organization, or similar research setting, while not required, is preferred.

Knowledge of quantitative research methods, or equivalent experience in applied research/evaluation approaches as practiced by government and nonprofit agencies.

Experience in generating grants and/or securing professional service contracts is desired.

Faculty Position in Public Administration

The University of Arkansas at Little Rock’s Institute of Government, which houses a NASPAA-accredited MPA Program, seeks to fill a faculty position in Public Administration that begins Fall 2012; this is a nine-month tenure track position at the assistant level. Candidates should possess a Ph.D. in Public Administration, a DPA, or doctorate in a related discipline. Our curricula needs lie in human resource and nonprofit management. Experience in state and local government will strengthen the application as will a specialty in management for nonprofit organizations. Senior Budget Analyst, City of Chicago

Campus Auxiliary Services is seeking candidates interested in the position of Director of Finance and Business Operations.

The Director of Finance and Business Operations is a member of the senior leadership team, reports to the Associate Vice Chancellor for Student Affairs/Director of Campus Auxiliary Services, and is responsible for financial operations of Campus Auxiliary Services units. The position evaluates financial and business policies and programs and assists in determining units' priorities and strategies to increase revenue, manage expenses, and assure that budget targets are met. Position responsibilities include interfacing with the Office of Business Affairs, the Office of Business Administrative IT Services, the Office of University Audits, and other university units on financial matters. Qualifications for the position include an earned doctorate (at the time of appointment) in public administration, political science, or a related field, with strong teaching and research interests in one or more of the disciplines or sub-disciplines of public administration or public policy. Position Description
Metropolitan Chicago’s freight system links us to the global economy. Nearly everything we buy as consumers must reach us by rail or truck, including the food we eat and the clothes we wear. By any measure, our region is the nation’s hub of rail and truck freight. Six of the nation’s seven major railroads have large terminals here, with nearly 500 freight trains operating daily. But even more freight in our region moves by trucks, which carry about 1.5 billion tons of freight annually compared to 631 million tons by rail.

Highways, railroads, waterways, and airports all provide important connections to the world and efficient freight movement is significant to our regional economy. Yet each of these modes of transport is intertwined with the livability of the region. Therefore, planning for an efficient, regional, multimodal freight system is a key priority of GO TO 2040. The following are recommendations to improve the efficiency and interconnectedness of the region’s freight
systems:
• Develop a national vision and federal program for freight.
• Organize and improve public policy relating to freight.
• Integrate freight needs and financing into infrastructure prioritization.
• Support Chicago Region Environmental and Transportation Efficiency Program (CREATE) rail system improvements.
• Support regional trucking improvements, including truckways, truck routes, truck parking, and delivery time management.

The Policy Analyst will be responsible for leading and furthering the agency’s roles and responsibilities in regional policy matters around the freight industry, with a focus on developing and implementing a strategy to further the first three recommendations listed above in the Freight section of the GO TO 2040 plan.

Essential Functions:
1. Work with key stakeholders to implement the adopted freight system recommendations in the GO TO 2040 Regional Comprehensive Plan.
2. Prioritize work on governance, financing, and workforce issues and strategies with regard to freight. Specifically, this position will:
a. Provide leadership on efforts exploring efficient governance structures that will guide investments and advocate on behalf of the region.
b. Analyze financing issues with regards to freight and identify potential revenue streams, including analysis of user fee and other pricing structures.
c. Analyze labor market trends with the freight industry cluster, and help to identify gaps in the workforce system.
3. Identify freight research topics that lead to projects, programs or funding partnerships that enhance the movement of freight. Manage independent freight studies and produce reports and issue briefs.
4. Coordinate with existing staff in the CMAP congestion management process program on issues around transportation infrastructure planning and operational improvements.
5. Establish relationships and act as a resource for freight issues with other governmental organizations and the private sector.
6. Other responsibilities as directed by supervisor.

    These Research Analysts are full-time, non-tenure-track staff positions with responsibilities for supporting IOG initiatives and research.
