Position         SUMMARY    
Responsible for executing business recruitment and retention efforts through a variety of tasks that include proactive marketing and outreach as well as assisting existing businesses to navigate various City processes and procedures.  Works with economic development partners to develop incentive packages to attract new businesses to the area and assist current employers to expand their operations. Research and publishes ‘white papers’ on best practices for myriad of subjects critical to improving the overall economic vitality of South Bend. SUPERVISION EXERCISED:
Reporting to the Director of Business Development, responsible for the completion of various projects related to Community/Economic Development projects and the service of local employers in problem resolution and business expansion. This position has no direct or indirect supervisory responsibilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.
  • Essential to the oversight of the Department’s economic development and redevelopment activities including business attraction/expansion, infrastructure planning, and the creation of successful public-private partnerships.
  • Develops performance measures based on accepted best practices to assess programming effectiveness.
  • Assists in the development of marketing efforts to businesses inclusive of electronic and paper media, business visits and the use of community events as attraction tools.
  • Assists in the development and implementation of workforce programs designed to meet the current and future needs of local businesses. Works with professional service providers (attorneys, financial consultants, engineers, etc.) along with developers/investors to finalize projects.
  • Works on internal interdisciplinary project teams around individual opportunities, drawing from the expertise of the Planning, Analytics, Business Development, and Neighborhood Support groups within the Department, and from outside the Department where appropriate.
  • Oversees implementation of approved development projects with City participation.
  • Develops and maintains working relationship with key area businesses to facilitate growth and reinvestment in the City.
  • Works collaboratively with private sector economic development groups to further City’s community investment goals and objectives.
  • Researches, leverages, receives and deploys appropriate federal, state and local funding sources in furtherance of City development goals.
  • Works to market available City properties to businesses in an effort to assist in the expansion/attraction of business product lines and diversification opportunities.
  • Meets with and advises City Officials, redevelopment commissioners, business leaders and other concerned citizens as to economic development, redevelopment, community development, business assistance, housing and neighborhood plans.
  • Works with the community's elected and appointed leadership to develop policy in the areas of business assistance and economic development and redevelopment. 
QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE:

  • A graduate degree in business, public administration, urban planning, law, finance and economics or related field is preferred.

The Office of Planning is responsible for the development and implementation of national policies, regulations, guidelines, standards, procedures, techniques, and initiatives to comply with the provisions of Moving Ahead for Progress in the 21st Century Act (MAP-21); Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU); Transportation Efficiency Act for the 21st Century (TEA- 21); Intermodal Surface Transportation Efficiency Act (ISTEA); the National Environmental Policy Act of 1969 (NEPA); the Council on Environmental Quality (CEQ) Regulations; Sections 109(h), 128, 138 of 23 U.S.C.; Section 303 of 49 U.S.C.; Title VI of the Civil Rights Act of 1964 and related statues; and other related laws, regulations, and Executive Orders.
The Planning Capacity Building Team is responsible for supporting the statewide, metropolitan, rural, and tribal transportation planning program nationally. The Team also facilitates related initiatives implemented through the planning process such as Title VI of the Civil Rights Act, Community Impact Assessment, land use, livability, public involvement, performance management, etc. The principal functions of the Team include development and implementation of a national transportation planning capacity building program; legislative and regulatory proposal development and analysis; conduct and administration of research programs in transportation planning; coordination of agency efforts with other U.S. DOT agencies and external agencies and other Federal agencies and the provision of technical program assistance and training to FHWA and other Federal agencies, States, metropolitan planning organizations (MPOs), public transportation agencies and other modal operators, and local agencies. The Team also is responsible for developing and overseeing policies regarding the administration of planning funds, under Title 23 U.S.C., those aspects of the Office of Planning dealing with community and people impacts, public involvement, Title VI/environmental justice as well as outreach and technical assistance.
The ideal candidate for this position is a senior professional who can function independently and demonstrate leadership in team environments. They should also have strong analytical, strategic planning, and communication skills. Experience should also include analytical expertise and/or project/program oversight in the conduct of transportation programs. Experience leading to comprehensive products, in the analysis and/or improvement of planning capacity building and ability to meet organizational goals is desirable.

The Community Planner: 
  • Assesses the capacities and effectiveness of applying analytical techniques and technology to planning related problems. Actively encourages State and local planning agencies to incorporate effective planning procedures into their statewide and metropolitan transportation planning processes 
  • Administers and coordinates the implementation of Federal research dollars. Develops processes, reports, case studies, etc., to facilitate the dissemination of tools and lessons learned from the implementation of Federal programs and policies.
  • Develops and promotes methodological advances and state-of-the- art and effective practices with other Federal agencies, levels of government, not-for-profit organization and/or the private sector and identify or develop partnership opportunities and provides leadership within the Agency and externally in the discussion and resolution of complex multi-party and national issues.
  • Plans and coordinates efforts for new national initiatives and multi-agency programs in areas such as transportation planning capacity building, transportation planning and global climate change, planning and environment linkages, livability, performance management, and training and education. Identifies and develops partnership opportunities and promotes the discussion and resolution of issues related to transportation planning.
  • Communicates effectively to provide interface between the statewide and metropolitan planning, planning capacity building, other aspects of the Federal-aid highway program, and the activities and programs of other agencies.

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.
LEVEL To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
GRADE 14
  • Experience administering a national-level transportation program involving any of the following: transportation planning, multimodal planning, system planning, planning oversight, scenario planning, safety planning, land use planning, or environmental review.
  • Experience providing guidance in transportation laws, regulations and policies to support of transportation planning and programming. 
  • Experience coordinating the implementation of transportation planning research dollars in support of an organizational program/project.

MANDATORY EDUCATION REQUIREMENTS:
In order to qualify for this series, you must meet the following education/experience requirements: You must have completed a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree in community planning or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional
economic analysis, and development finance, from an accredited college or university.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR
You must have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines
of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience
or additional education.

The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally
acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved
analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience
should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
