The Friends of the Parks seeks a dynamic and experienced leader to serve as Executive Director to carry forward its mission. 

 

FOTP is a parks advocacy organization, nearly fifty years old, with an extensive and consistent record of accomplishment. We seek a new executive director who recognizes the past and will seize this opportunity to develop and execute a shared vision for the future.

The Executive Director reports to an independent Board of Directors which is responsible for the oversight of program, policy, fiduciary, and legal matters. The Executive Director directly oversees all staff and is responsible for managing the annual revenue/expense budget (currently approximately $550,000).

 

The Executive Director will have a background in parks and environmental advocacy, civic affairs, urban planning, policy, or public administration, as well as familiarity with the research that supports this work and trends in these fields.  He/she/they will have significant service in senior administrative positions in organizations with related missions and in leading equity-centered work.  A record of fundraising capability and achievement is required.

 

The successful candidate will be a high energy and eloquent individual who is able to motivate and engage others, balance multiple priorities, maintain the organization’s commitment to equity in all phases of its operations, and navigate challenging situations. He/she/they must show an understanding of nonprofit governance and ethics and be committed to building the internal strength of the organization. The Board is an active, involved, and informed governing body.

 

The Executive Director’s role is to advance the mission and work of Friends of the Parks by managing an ambitious program and related partnerships as well as implementing the systems that support them. Among current partners are the Chicago Park District, city agencies, elected officials, Park Advisory Councils and other community organizations, local and national environmental organizations, legal entities, funders, and corporate entities with whom FOTP works to maximize the organization’s impact.  Managing or overseeing media relationships, including social media and the organization’s website, is a necessary skill. 

 

Salary is commensurate with experience.  A benefits package will be provided.

 

Working with Board and staff, the Executive Director is responsible for developing an annual budget and an annual fundraising plan that diversifies revenue through foundation, corporate and government grants, major donors, annual donors, individual memberships, and special events. 

 

A Master’s degree is preferred along with commensurate skill in work related to our mission, with significant experience in senior positions. Expertise is required in fundraising, project development, general management, staff development, and board relations. Excellent speaking and writing skills are essential.

Currently, FOTP has a hybrid structure, with work carried on both remotely and in person, and significant presence at both our Loop offices and events is required, depending on public health conditions.  Meetings and events may occur outside of typical business hours.  Access to a personal vehicle will be helpful; travel expenses, beyond daily commuting, will be reimbursed.

Essential Functions

  • Under general direction, serves a Data Analyst for the Department of Innovation & Technology (DoIT), supporting the Illinois State Police (ISP), performing difficult and specialized professional work in the creation, maintenance, and dissemination of ad hoc, self-service, and interactive reports and visualization.

Policy Manager, EdSystems - Hybrid (Chicago, IL)

 

Policy Manager

Education Systems Center (EdSystems) at Northern Illinois University (NIU) is seeking a full-time Policy Manager to support and drive a portfolio of high-impact projects relating to college and career readiness policy and practice, as well as lead EdSystems organization-wide project management efforts. Reporting to the Director of Policy, the Policy Manager will drive or support interrelated project areas across EdSystems’ portfolio, including, but not limited to:

  • Policy development support for college and career pathways in alignment with the Postsecondary and Workforce Readiness Act and related state policies and funding streams, as well as program implementation support for sector-specific pathway initiatives.
  • Policy development and program implementation support to help students build bridges to postsecondary, including early college credit access and transitional instruction initiatives.
  • Policy development and cross-stakeholder convening support to facilitate strengthening state- and community-level data capacity and systems and facilitating engagement with various quantitative and qualitative data resources.
  • Organization-wide project management systems development and related reporting within the EdSystems team.
  • Statewide committees, interagency structures, and collaborations with state agencies to drive policy across EdSystems’ priority areas, including:
    • Illinois Education and Career Success Network Policy Committee: This committee provides space for local practitioners and policy leaders to collaborate and learn from one another, elevates local practice to inform state policy, and supports local practitioners to take advantage of policy windows. The Policy Committee is composed of a range of education, workforce, community-based organizations, advocacy groups, and state agency stakeholders spanning the P-20 pipeline.
    • Transitional Instruction: EdSystems leads interagency collaboration between the Illinois State Board of Education and the Illinois Community College Board focused on the implementation of transitional instruction throughout the state.

Collectively, these projects enable the Policy Manager to play a critical supporting role in shaping the strategic vision for the growth of equitable and quality college and career readiness systems and related pathways in the State of Illinois and the other geographies where EdSystems works. Over time, the Policy Manager is expected to expand existing projects and lead new projects that strategically maintain EdSystems’ leadership position in this field.

Key Responsibilities

  • Effectively manage and execute projects across EdSystems’ portfolio of statewide policy efforts.
  • Conduct desk research on effective college and career readiness policies and practices, including those pertaining to governance and funding models, vocational education in correctional settings, and early college credit.
  • Lead relevant meeting preparation, coordination, facilitation, and follow-up.
  • Assist in developing state-level policies and strategies to enhance college and career readiness systems to drive equity.
  • Remain current on national best practices and emerging research in the fields of college and career readiness, work-based learning, early college credit, transitional instruction, and postsecondary transitions, and apply that research to EdSystems’ work with an eye toward equity.
  • Develop strong relationships with state agency staff to effectively coordinate EdSystems’ projects with related state policies and initiatives.
  • Engage with team members to identify strategic policy priorities grounded in data gathered and lessons learned through EdSystems’ project portfolios.
  • Develop project scopes and budgets for inclusion in proposals to public and private project funders.

Education & Experience
  • A bachelor’s degree in public policy, political science, education, business administration, or a related field is required. A master’s degree, particularly in public policy, public administration, or project management, is preferred.
  • 3-5 years of experience in policy development, analysis, or advocacy, preferably in education, workforce development, or a related sector.
  • 2+ years of experience driving complex projects requiring significant stakeholder engagement and cross-functional collaboration. Project Management Professional (PMP) or other project management certifications are ideal.

The Position: 

This role will lead a cross-programmatic team advancing research, advocacy, and technical assistance for MPC’s housing, community, and economic development portfolioThe Director will provide program oversight, supervision, and coaching for teams, strategic guidance for project implementation, and scope and develop new opportunities aligned with MPC’s values and areas of expertise. The position will report directly to MPC’s Vice President of Programs & Strategic Impact and will work closely with others on staff in multi-disciplinary project teams.  


The ideal candidate: 

 

  • Has at least five years of relevant experience and a record of accomplishment leading either housing and/or community development policy and economic development projects. This includes knowledge and understanding of housing production, development practices and understanding of the structural barriers that limit equitable community development. Has an academic and/or professional background in public policy, advocacy, housing, urban planning, or community development. Knowledge of local and regional actors and institutions in the Chicago region leading equitable community development and/or housing advocacy efforts is a plus. 

 

  • Has experience leading diverse teams and managing workflow process to ensure project deliverables are met. Has strong project management and communication skills and brings a strong equity lens to their work. The Director is a relationship builder who can cultivate and maintain strategic relationships with colleagues, partner organizations, and funders. They should have the ability to articulate MPC’s work to external parties, identify and leverage intersections across issue areas, work in diverse coalitions, and engage in problem-solving and consensus-building on challenging issues with stakeholders ranging from heads of government to community residents.  

 

Core duties include: 

  • Refine and implement MPC’s housing and community development agenda in collaboration with staff, partners, and stakeholders 
  • Oversight of projects under the existing work plan and respective project teams to ensure goals and funding obligations are met 
  • Support the creation of a development review process enabling MPC to evaluate catalytic development in the region 
  • Quarterly reporting on projects outcomes and maintaining project charters, staffing, and deliverables in the CRM database 
  • Monitoring of project budgets and support in building funding proposals 
  • Direct supervision of two staff members, and oversight of consultants, or contractors as needed 
  • Collaboration with peer group to coordinate workflows, align goals and leverage related work streams to increase impact 
  • Cultivate and maintain relationships with project funders acting as a liaison for the program team 
  • Act as organization spokesperson to convey MPC’s priorities and values through a variety of media communicating MPC’s work, priorities and thought leadership and strengthening external networks including community-based organizations, elected officials, and advocacy groups  
  • Develop staff with professional and technical skills to meet current and future organizational needs

Salary Range $100,000 – 115,000 

For the 2024 Benefit year, Metropolitan Planning Council’s robust and competitive compensation package for new full-time employees includes covering approximately 80% of the employee premium for health benefits, 100% of the employee premium for dental benefits, and Disability and Life insurance.  Additionally, MPC provides all full-time employees with a hybrid work environment, parental leave, caregiver leave, up to five weeks of accrued vacation, transit benefits, a professional development stipend, and access to an onsite fitness center.
