This Installation Community Planning & Liaison Officer position is a NAVFAC position located within the Public Works Department, Great Lakes. DUTIES: Back to top Identifies possible encroachment stemming from land use development in order to ensure timely action to preclude the loss of operational and support capability. Coordinates with cities, counties, and conservation organizations in order to manage long range planning, development proposals, and legislative initiatives (e.g. comprehensive plan development, zoning, height restrictions, etc.). Addresses development issues brought about by agencies (e.g. industrial development authorities, airport authorities, port districts, planning commissions, etc.) in order to represent the organizations interests. QUALIFICATIONS REQUIRED: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Basic Requirements: Must possess a degree in community planning or related field such as urban affairs, architecture, landscape, architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Have a combination of education and experience with courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector . Specialized experience must demonstrate the following: 1) Analyzes information and plans in order to make recommendations on complex planning problems related to a variety of land uses involving conflicting factors, economic growth, and the social and cultural welfare of communities; 2) Utilizes a wide range of planning principles, policies and procedures to provide consultation and project support to clients and agency senior management/leadership; 3) Builds relationships with state and local government officials, land owners, developers, realtors, industry associations, neighborhood reps, etc., in order to determine community plans which may present encroachment issues; 4) Serves as a member of an Encroachment Working Group in order to determine goals and objectives of a local encroachment program.
