Calumet Area Industrial Commission - Corridor Manager

Calumet Area Industrial Commission - Corridor Manager

Located in Chicago’s Pullman Neighborhood, the Calumet Area Industrial Commission (CAIC) is a 52-year-old not-for-profit membership organization that advocates for and raises awareness around advanced manufacturing and job training. In an increasingly exciting field, advanced manufacturing supports a range of careers that include apprenticeships, safety, artificial intelligence, machine learning, and other state of the art programs.

CAIC is seeking a qualified job candidate for its Corridor Manager position.  In 2020, as part of its Invest South/West program, the City of Chicago selected the Calumet Area Industrial Commission (CAIC) and its partners, the Greater Roseland Chamber of Commerce (GRCC) and the Chicago Neighborhood Initiative (CNI) as Corridor Managers for the 111th Street and Michigan Avenue Retail Corridors in the Pullman and Roseland neighborhoods.  As the fiscal agent for this partnership, CAIC is the main contact and responsible party to Local Initiatives Support Corporation (LISC) for the submission of the required documentation and vouchers.  

While working in coordination with CAIC’s Director of Economic Development, Chicago Business Center Coordinator and the SSA# 71 Program Manager, the Corridor Manager will be responsible for the following:

  • Identify opportunities to market and link business development resources, including ones through the Chicago Business Center and the SSA’s façade rebate program, to eligible existing businesses in the 111th Street and Michigan Avenue Corridors. 

  • Coordinate with LISC staff and CAIC’s Corridor Manager Partners, GRCC & CNI, to bring resources from their organization that could help the business attraction, retention & expansion efforts in the 111th Street & Michigan Avenue Corridors. 

  • Identify opportunities to market available space along the corridor to new and existing businesses.

  • Assist with CAIC’s partners, CNI and GRCC, to promote Placemaking and other events in both Corridors. 

  • Work with SSA #71 Manager and GRCC to coordinate events with National Park Service, Illinois Department of Natural Resources and the City of Chicago in the 111th Street & Michigan Avenue Corridors. 

  • If necessary, help with the creation and update of web pages to promote the partnership’s efforts and programs in both Corridors.

  • Monitor and gather information from the partners on the outcomes for both corridor’s work plans and prepare necessary documentation to LISC.  

  • Monitor incoming investments into the corridor, including new private investment and job creation. 

  • Work with the Chicago Business Center Manager to assist Businesses in need of licenses, city permits and other services needed.

  • Market Employment and Training Programs to both employers and community residents and assist in outreach efforts beyond the two Corridors to improve the Economic Environment of  the whole communities surrounding Roseland, Pullman, West Pullman and other communities that normally come to shop. 

  • Work as a team member with all projects at the CAIC to improve the economic conditions in the Greater Calumet Area in order to attract investments in the 111th Street and Michigan Avenue Corridors.

  • Inform Community Groups, Faith Based Organizations and local schools of the mission of the Corridors goals for a rebirth, rebranding and repurposing of both Corridors. This will be coordinated with our partners, GRCC & CNI.  

  • And other duties as assigned.

       

Qualifications

A candidate with an earned Bachelor degree in Urban Planning, Business Administration, Economics or Marketing would be well suited for this position.  Must have good communication and collaborative skills and be able to handle multiple tasks, especially fulfilling deadlines.  A high degree of digital literacy is a must for this position. Must be comfortable using Microsoft Suite. 

Compensation and Benefits

This is a full-time salaried position that offers medical insurance. Every FTE also is covered by short- and long-term disability insurance, vision, dental, and 401k with employer contribution. Generous vacation and PTO.

Under general supervision, the class supervises and performs professional environmental engineering work, supporting all City departments with environmental project management, environmental compliance, due diligence assessments for property transactions, environmental reviews and performs related duties as required.

ESSENTIAL DUTIES

· Compiles and reviews environmental records from multiple sources and evaluates properties for environmental concerns

· Reviews Phase I and Phase II Environmental Site Assessments for property transactions and redevelopment projects

· Manages large volumes of environmental records and data in electronic formats, including spreadsheets, databases, and geographic information system (GIS) maps

· Manages the City’s liability during real estate transactions to reduce the financial burden and the risk to human health and the environment

This position is tied to the Chicago Recovery Plan Bonds.  The timeline of the work for this position is at least 3 years.

Under limited supervision, the Project Manager coordinates and supervises the work of the Community Recovery Plan division of the AIS Bureau of Environmental, Health and Safety (EHS) Management. The division is responsible for providing professional environmental engineering services to support City departments implementing the Community Recovery Plan through the vacant lot historical reviews, housing site preparation and remediation along with other community programs over the next three to five years.  Services address issues primarily related to environmental risk management with City property transactions and brownfields remediation. The Project Manager also serves as the project manager on major environmental projects of considerable scope and complexity and performs related duties as required.

ESSENTIAL DUTIES

* Manages professional staff and directs the functions and operations of the AIS EHS Community Recovery Plan division to provide effective and efficient environmental engineering services to other departments

* Establishes and implements policies and procedures relating to the division’s objective of ensuring the protection of human health and the environment for Community Recovery Plan projects

* Consults with staff and other departments to determine scope of services, budgets, and specifications for projects

* Establishes timelines and implements processes to track and monitor the progress of projects and accomplishment of key objectives

* Manages the systems for obtaining, organizing and distributing large volumes of environmental records and data in electronic formats, including spreadsheets, databases, and geographic information system (GIS) maps specific to the vacant lot programs

* Manages the City Owned Land System/IPS interface project with AIS Bureau of IT and Department of Planning and Development to ensure data quality and timely information sharing for the vacant lot historical review project

* Manages and oversees Phase I and Phase II Environmental Site Assessments, soil and groundwater remediation projects, underground storage tank (UST) removal projects, and other redevelopment projects, including projects in the IEPA Site Remediation Program (SRP)

* Functions as a specialized advisor to executive level managers and as a technical specialist in the area of environmental engineering and serves as liaison with local, state, and federal agencies including CDPH, IEPA, and USEPA

* Coordinates and administers the environmental aspect of the citywide initiatives included in the Community Recovery Plan

* Monitors services provided by private contractors ensuring contract provisions meet specifications

* Resolves complex environmental engineering problems during design and construction of Community Recovery Plan projects

* Prepares and monitors the division budget; documents details required for bond project tracking

* Obtains and coordinates USEPA funding of various aspects of the vacant lot work including Technical Assistance and brownfield grants

* Directs training for staff and other City employees in new or updated environmental policies and procedures as well as professional development

* Effectively writes grant applications, environmental reports, and requests for proposals

* Maintains knowledge of current environmental regulations including but not limited to RCRA, CERCLA, NEPA, IEPA SRP, LUST, TSCA and the City municipal code

Job Summary: 

The Board Office is seeking a Board Policy Analyst to provide the Board with policy research and analysis capabilities which can inform its formation of new rules and policies, its oversight of high-priority projects or decisions, and its guidance of key management partners. The Policy Analyst reports directly to the Chief of Staff to the Board of Education, and interacts closely with other Board staff and Chicago Board of Education members. 

The Board Policy Analyst will be held accountable for the following responsibilities:

  • Analyze Board reports and proposed vendor contracts to support Board members’ capacity to govern;
  • Research, develop and recommend new rules and policies for effective school board governance;
  • Vet proposed Board policies for inclusive voice and unintended consequences, and benchmark against best practices for other school districts;
  • Research questions Board members raise in discussions of Board business and develop briefing presentations or memos on key topics for or on behalf of Board members;
  • Coordinate, organize and implement special requests and initiatives, and monitor assigned projects on behalf of the Board Office;
  • Serve as a liaison between the Board and key management partners, including but not limited to Procurement, Business Diversity, Law, Internal Audit, and Talent;
  • Serve as the Board Office liaison for internal and external committees and working groups
  •  Manage Board Office tracker  to ensure compliance around all policies and Board actions;
  • Serve in a key quality assurance role in preparation and execution of monthly Board meetings, including the following:
    • Review and facilitate processing of Board reports and prepare them for submission at Board meetings;
    • Assist in production of all aspects of Board meetings, including grids for tentative and final agendas

In order to be successful and achieve the above responsibilities, the Board Policy Analyst must possess the following qualifications: 

Education Required:

Conditions of Employment

As a condition of employment with the Chicago Public Schools (CPS), employees are required to:

  • Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions.
  • Be Fully Vaccinated or Submit to Weekly COVID-19 Testing - Employees are required to be fully vaccinated within 30 days of their hire date. Full vaccination is defined as at least two weeks after your second shot of a two-shot vaccination course, or at least two weeks after a one-shot vaccination course. Planning and Zoning Coordinator - Village of Barrington, IL

Description :

The Village of Barrington seeks a self-motivated professional to fill the position of Planning & Zoning Coordinator.  The Planning & Zoning Coordinator is an integral part of Development Services, which maintains, interprets and enforces the Comprehensive Plan, Development Regulations, Zoning Ordinance, Historic Design Guidelines, Building Codes, and Property Maintenance Codes.  This position is responsible for reviewing construction permit applications for zoning compliance and providing information and assistance to developers, the business community and the public on planning, zoning, land use, subdivision and other planning and development related matters.  This position provides staff support to various Boards and Commissions including but not limited to the Architectural Review Commission, Plan Commission and Zoning Board of Appeals and is the primary staff liaison to the Bike and Pedestrian Advisory Committee.  This position also assists in the preparation and maintenance of the Village’s Comprehensive Plan and Zoning Ordinance, participates in the development review process and drafting of ordinances for specific projects, general customer service activities, as well as other duties and special projects as assigned. This position reports to the Assistant Director of Development Services. 

Requirements include the ability to perform assigned tasks in a timely manner, meet scheduled deadlines, and function in a team environment.  The ability to establish effective working relationships with contractors, consultants, the public, Village staff, and representatives of other governmental or regulatory agencies is also essential.  The successful candidate will have the ability to plan, schedule, and manage multiple planning/zoning cases and will be highly motivated, detail oriented and well organized.  Excellent oral and written communications are required.  Candidates shall have the ability to maintain confidentiality and to work hours as required, including attendance at meetings after regular business hours. 

Candidates should hold, at a minimum, a Bachelor’s degree in planning, public administration or other related field.  A minimum of two (2) years progressively responsible experience in a municipal and/or municipal consulting environment is preferred.

The City of Naperville seeks a motivated and degreed individual to serve as Assistant Planner for the Transportation, Engineering and Development Business Group (TED).  As a key member of our Planning team, and reporting to a Senior Planner, this position provides technical support to planning and zoning boards and commissions, reviews and expedites applications for variances, conducts plan and permit reviews of modest to moderate scope & complexity, and responds to inquiries related to zoning and planning matters.

Duties

Working in a team environment, the Assistant Planner’s additional responsibilities will include:
 

  • Receiving development applications (and supporting documents) that are submitted by developers, then  reviewing the documentation for conformance to City zoning and development codes, regulations & ordinances.  Requesting revisions as necessary.
  • Reviewing development applications and supporting documents to ensure timely completion and communication to applicants.
  • Preparing variance applications for review by the Planning and Zoning Commission and the City Council, including scheduling public hearings, preparing staff reports & ordinances, and presenting to the Planning and Zoning Commission.  
  • Reviewing permit applications for conformance to City codes and regulations.
  • Representing TED at meetings with developers and other City department representatives to contribute technical planning and zoning expertise in regard to development proposals.
  • Responding to inquiries from developers, realtors, organizations, City departments, and the public regarding planning & zoning matters and activities.
  • Assisting other City staff with zoning/code compliance inspection activities.
  • Preparing correspondence, reports & spreadsheets related to zoning and planning activities.
  • Contributing to the development and improvement of development and plan review processes.   Performing research as necessary

Qualifications

At a minimum, applicants must possess a Bachelor’s degree in Planning, Public Administration or a related field, plus meaningful internship experience or related municipal work experience.  Additional years of planning work experience may be considered in lieu of the degree requirement.  A valid State of Illinois Class D Driver's License is also required.  
 
Preferred candidates will possess strong analytical and proven communication skills, plus strong knowledge of project management principles.  Also important to this position are computer skills, and experience in report preparation.

The Institute for Policy Research (IPR) at Northwestern University 

Hours: 10-25 hours per week, dependent on availability and project needs.

Note: This posting is for Spring/Summer 2022, with the potential to continue to Fall 2022. The majority of the RA’s time will  be dedicated to conducting fieldwork in person at various intervention sites throughout Chicago. When not in the field, the  RA will work remotely or on-site at N3’s offices, located at 2001 Sheridan Rd in Evanston. All in-person fieldwork must  comply with CDC and Northwestern protocols for COVID safety. 

About N3 

The Northwestern Neighborhood & Network Initiative (N3) is a new research center at Northwestern University that  seeks to engage communities, civic partners, and policy makers in addressing core problems facing the residents of urban  communities. All of our research focuses on utilizing “network thinking” (an understanding of how relationships shape how  we feel and behave) to improve neighborhoods, the city, and our region. We are currently working with partners in Chicago to  evaluate a series of interventions focused on reducing gun violence and improving public safety in the city. Responsibilities 

N3 is looking for a part-time, temporary research assistant (RA) for Spring and Summer 2022, with the possibility to extend  into Fall 2022, to assist on projects related to violence prevention. The RA will perform a variety of important project, data  collection, and analysis activities to support N3, including: 

Performing primarily fieldwork, including conducting observations, interviews, and/or focus groups at community  sites throughout Chicago 

Performing other qualitative research activities, such as taking ethnographic field notes and coding data

Assisting with the preparation of results for memos, spreadsheets, and presentations targeting funders, policymakers,  and academic audiences 

Other administrative tasks or responsibilities as assigned by N3 staff 

The ideal candidate is enthusiastic about and available to work in the field during non-business hours (e.g.,  evenings & weekends).

Ideally some experience with fieldwork and/or qualitative research design, data collection, and analysis

Candidates should have a minimum of a bachelor’s degree and may currently be pursuing master’s or doctoral training in social science or related field 

Bilingual Spanish a plus, but not required
