Community Planner - City of Minneapolis

City Planners perform professional planning work requiring excellent analytical and communication skills in planning processes of standard to moderate degrees of difficulty. The City Planner is an entry-level planning position with the Department of CPED. The position includes implementation of City policies through review of development proposals. The work associated with this position includes regular interaction with the general public as well as meeting frequent deadlines while conducting land use and/or preservation analysis. The City Planner works independently as part of a multi-disciplinary team.   • Answer questions and respond to general inquiries about planning issues from the public and other agencies. 
  • Analyze and make recommendations on zoning and preservation applications for review and action in public hearings by the Board of Adjustment (BOA), City Planning Commission (CPC), Heritage Preservation Commission (HPC), and City Council. 
  • Analyze and make recommendations on all elements of planning using knowledge of architecture, historic preservation, information systems, land use, transportation, and urban design. 
  • Assist boards, commissions and committees as required and work with neighborhood and business groups on planning projects. 
  • Work with architects, developers and other city staff in developing conceptual designs and monitoring design development reviews. 
  • Research, evaluate and communicate proposed changes to the City's Code of Ordinances. 
  • Prepare or assist in preparing technical, physical, economic, social or statistical data to aid in planning activities. 
  • Communicate City policy using mapping and graphic software packages. 
  • Function as a team member on multidisciplinary projects.

Community Planner - Pathways Recent Graduate Program (DC) (Closes 3/29)

What: The ideal candidate is a Transportation Program Specialist or Community Planner or equivalent with experience in areas related to planning, environmental, project management, and grant programs related to public transportation.
The Recent Graduate (Community Planner) will:
  • Support the Federal Transit Administration (FTA) as it provides technical assistance, training, and guidance to transit providers, metropolitan planning organizations, and State Departments of Transportation about issues related to transportation planning, metropolitan and statewide planning, and the implementation of performance based planning.

Land Use Staff Planner - JSD Professional Services (Madison, WI)

Senior Planner (Planner 2) - Chattanooga-Hamilton County Regional Planning Agency

Who: Chattanooga-Hamilton County Regional Planning Agency (RPA) is seeking to fill a Senior Planner position in the Community Planning & Design Division. More information about the RPA can be found here.

What: Community Planning & Design (CPD) is a division of the RPA that focuses on urban design, sustainability, and area planning. The division’s work program for the next few years will be focused on developing 12 Area Plans that cover all of Hamilton County, and developing more detailed Station Area Plans / TODs in some of those areas.

Zoning Administrator/Planner I - City of Hobart, IN

Who: The City of Hobart, Northwest Indiana (Lake County) – Department of Planning, Zoning and Preservation

What: The Zoning Administrator/Planner I serves as department advisor to various city administrators and city staff on the evaluation and interpretation of zoning codes, subdivision codes, department forms and bylaws, and where applicable State codes. Policy Advisor, Social Resiliency Planning - NYC Office of the Mayor

Who: NYC Office of the Mayer - Office of Recovery and Resiliency

What: The Policy Advisor is a key member of ORR's Social and Economic Resiliency (SER) team which develops and implements initiatives to a) strengthen community and small business preparedness planning, b) support and expand sustainability and environmental quality of life programming, and c) promote social cohesion. This team also implements strategies to mitigate and adapt to health risks related to rising temperatures and the urban heat island effect.
This position reports to the Deputy Director for Social and Economic Resiliency and will support the development, management and implementation of climate mitigation and adaptation policies and programs that enhance the resiliency and environmental quality of life of New Yorkers. Community Planner - Muse Community + Design (Chicago)

Who: Muse Community + Design is hiring a Community Planner to support the overall implementation of the Chicago Department of Transportation’s traffic safety and education program, with a strong emphasis on bicycle and pedestrian safety.

What: The Community Planner will be a qualified individual with a degree in urban planning or equivalent field, and a strong command of Chicago’s Complete Streets and Vision Zero principles. The position will require regular interaction with CDOT and other city staff, elected officials, community organizations and residents.
This individual will play an instrumental role in outreach to partner organizations and communities throughout Chicago. The Community Planner will be responsible for coordination with stakeholders on the creation of community plans and continued engagement strategies. Qualifications: Demonstrated experience and credentials in public health, public policy, healthcare, community services, or a related field. Minimum of one year of work experience in project or grants management, events management, health informatics, budget and financial reporting, health data and information systems, or program performance and evaluation. DUTIES:
At the full performance level, the Community Planner:
  • Monitors and reviews the state and metropolitan transportation planning process to ensure that an efficient transportation program is developed which is consistent with local, state and Federal objectives.Limit the duties listed to the top 5 or so based on the job analysis, not the PD.

  • You must have completed a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree in community planning or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance, from an accredited college or university.
  • Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.                                                                         OR
  • You must have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
  • The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

The county is in the process of developing a new comprehensive plan. The new Community planning director will be expected to bring vision and drive to that effort through concurrent work regarding implementation and liaison with local governments. This is a singular professional opportunity for the individual selected for this position. The Director for Community Planning oversees a staff of eight professionals tasked with providing planning services to municipal partners. These duties consist of developing and maintaining liaison with municipal governments, delivery of planning assistance to local governments including facilitation and coordination of such services, consultation with local governments on implementation of growth management strategies and the Lancaster County Comprehensive Plan, and provision of technical assistance to local governments on development plan review. This position reports directly to the executive director.

This position requires excellent interpersonal, communication, leadership, and management abilities and a willingness to contribute to collaborative work products. The successful candidate will possess the ability to drive the program to a new level of innovation and organizational effectiveness.

Pennsylvania experience is desired. AICP certification is desired. A valid driver’s license is required.

Project associate, RainReady Community initiative, Center for Neighborhood Technology - Chicago, IL

CNT is seeking an experienced and qualified project associate to assist with our RainReady Community initiative. RainReady is a program that helps individual property owners and communities work together to find solutions to the problems of too much or too little water. We help people who find their lives disrupted by flooding or water shortages to come together to adopt RainReady practices and policies. Our current focus is on mitigating the impacts of urban flooding in the Chicago region.

RainReady Community is a first-of-its-kind community planning program for neighborhoods and municipalities affected by flooding, complete with a risk assessment led by the U.S. Army Corps of Engineers, solution mapping, and implementation support. RainReady solutions are pursued at multiple scales, the home, the street, the neighborhood, and the community. We prioritize green infrastructure solutions that bring broader benefits for long-term community resilience.

Accountability
The RainReady Project Associate will report directly to the RainReady Community Manager, and collaborate closely with other CNT staff on operations and production activities.

Responsibilities
The Project Associate will work closely with the RainReady team to implement flood resilience programs in target communities, and to expand our outreach and impact in the region and nationally. Responsibilities include:

  • Oversee community flood risk assessment in order to identify high priority areas for investment
  • Author RainReady Community Plans, incorporating risk data, planning priorities, and best practice in green infrastructure investment, as well as the diverse input of municipal partners, nonprofit allies, and resident steering committees
  • Coordinate workshop series for residents, businesses, and community groups to reduce flood risk using low-cost green infrastructure strategies
  • Plan and manage community outreach events
  • Develop curriculum to increase municipal capacity for flood resilience
  • Support regional partnerships and funding opportunities
  • Team support: participating in the activities of the wider RainReady team, from meeting with policy makers to attending community mapping workshops. Your work will support policy development, data analysis, risk modeling, the development of accreditation standards, workforce development, and the development of communication and outreach materials (such as factsheets, videos and photos).

Evening and weekend work will sometimes be necessary.

Skills and qualifications
  • A bachelor’s degree in urban planning, landscape design, engineering, public administration, or related field

The Environmental Stewardship Initiative (ESI) Program Manager manages the city's environmental stewardship efforts to ensure Bellevue maintains a reputation as an environmental leader in the region and achieves objectives as established by the ESI Strategic Plan and the city's Comprehensive Plan.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
•Initiate and implement programs related to energy efficiency, green building, carbon footprint reduction, urban habitat enhancement, and other sustainability/conservation efforts.
•Maintain and update as necessary a 5-year Environmental Stewardship Strategic Plan to guide the city's improvement of its environmental performance across all departments and lines of business.
•Conduct research on relevant issues and best practices; develop and propose new policies as appropriate.
•Oversee and maintain a system for reporting key environmental performance metrics including municipal and citywide greenhouse gas emissions, energy and water conservation, and cost savings associated with projects.
•Seek and manage grant funding to accomplish specific objectives established in the ESI Strategic Plan
•Work with other staff to establish environmental best practices for city operations and the community as a whole, with the purpose of reducing greenhouse gas emissions and maintaining a healthy urban habitat.
•Coordinate efforts across city departments, with community stakeholders, and with regional agencies.
•Develop and implement sustainability-related outreach efforts to local businesses, community groups and schools; and maintain comprehensive communications with the community about opportunities for stewardship activities.
•Prepare and deliver updates on the City's environmental sustainability efforts for the City's Leadership Team, boards and commissions, and the City Council.
•Serve as the city's representative in regional and state forums pertaining to environmental sustainability in the fields of energy, clean fuels, and climate change.
QUALIFICATIONS:
•Knowledge of sustainable building design, land use and sustainable community planning, environmentally preferable purchasing, green fleets and fuels, recycling and waste reduction, carbon footprint reduction, and environmental education.
•Knowledge and professional experience in delivering programs for energy conservation and renewable energy, climate change strategies, and environmental sustainability programs.
•Experience in developing and implementing environmental performance metrics.
•Thorough knowledge of project management, including planning, budgeting, scheduling, monitoring, and problem solving.
