Community Development Director, Village of Brookfield

Who: Village of Brookfield

What: The Village is seeking an innovative, visionary leader with proven experience who will challenge processes to ensure smart growth, to serve as its next Community Development Director.

Responsibilities:

The Community Development Director will play an integral role in advancing the economic development goals of the Brookfield community. This senior management team position reports to the Village Manager and is responsible for the overall vision and direction of the Community Development department, and its divisions of Planning, Building, and Economic Development.  The Director will manage the Village’s Tax Increment Financing districts and will be involved in implementing the goals contained in the recently updated Comprehensive Plan. 

The successful candidate will be a collaborative professional with the ability to anticipate challenges in advance; a relationship builder who works well in a team environment and is comfortable working across all areas of the organization and the community; has the ability to establish credibility and trust skillfully and quickly among stakeholders; embrace the Village’s efforts to provide exceptional customer service for both internal and external customers; and is capable of overseeing multiple project and effectively translate direction clearly and concisely when delegating to others.


Qualifications:


A Bachelor’s degree in Urban Planning, Engineering, Public Administration, or related field is required.  A Master’s degree in Urban Planning or related field of study is preferred along with demonstrated experience in managing high-profile municipal projects. Municipal government experience should include at least five years in a management capacity.

Planning Liaison, Will County Governmental League

Who: Will County Governmental League

What: The Will County Governmental League (WCGL), one of the metropolitan Chicago regional Councils of Government (COGs), is seeking applications for the position of Planning Liaison. The WCGL represents 33 communities across Will and Grundy Counties. This entry level, full-time position will be engaged in the WCGL’s Transportation and Member programs. A successful candidate will be responsible for assisting in managing the WCGL Surface Transportation Program (STP), Transportation Improvement Program (TIP), and running training opportunities. Managing the STP program includes supervising the preparation and processing of League members applications for federal funding, recommending priorities for various federally funded projects, and maintaining records on STP funds allocated to and expended by the League through active program management

Responsibilities: The WCGL is also responsible for the programming of all federal and state funded transportation projects in the regions’ Transportation Improvement Program (TIP). The Planning Liaison will assist in program management for projects across all of Will County in the TIP. In order to ensure accuracy in the TIP, the position will regularly coordinate with various regional organizations such as the Illinois Department of Transportation (IDOT), the Chicago Metropolitan Agency for Planning (CMAP), and Federal Highway Administration (FHWA). This position serves as staff for the WCGL Transportation Committee by preparing meeting agendas, minutes, and meeting packets.

The Planning Liaison provides technical assistance in obtaining and administering federal and state transportation funds. Maintaining proper interactions with municipalities and elected officials to understand local transportation priorities and concerns is a must. This position regularly represents these viewpoints and priorities in regional, state, and national forums. In addition, this position will assist with WCGL sponsored events and all other duties as assigned by the Executive Director. 

Qualifications: A degree in planning, public administration, political science, or related field required. Knowledge of regional transportation and planning related issues is desired, and local knowledge is helpful. A successful candidate will have strong interpersonal skills for interactions with elected officials and the business community, as well as strong organizational skills with the ability to multi-task. Regional travel required.

Project Manager, Preservation of Affordable Housing, Inc. (POAH)

Who: Preservation of Affordable Housing, Inc. (POAH)

What: POAH is seeking a Chicago-based Project Manager to join its Real Estate Development team. With the oversight and support of one of POAH’s senior development team members, project managers oversee two or more developments simultaneously, participating in project ‘life’ from acquisition to completion of construction and lease-up, including financial analysis, design and construction, and transfer of the completed project to the property management function.

Responsibilities:

  • Identifying project opportunities and defining project scope.
  • Determining financial feasibility in consultation with other team members.
  • Assembling a team of professionals including architect, engineer, real estate broker, lawyer and contractor, and coordinating their work with other team members, including colleagues and client staff.
  • Working with a team of consultants and community stakeholders on master planning, design, and permitting.
  • Collaborating with and presenting to community stakeholders including residents, neighbors, public agencies and other groups
  • Establishing and managing the project budget to achieve projected financial objectives, tracking costs, analyzing and resolving budget shortfalls.
  • Monitoring design and construction in the context of local building codes, efficiency, and the principles of sound property management.

Qualifications:

  • Candidates for this position should possess at least 1-3 years of relevant experience and knowledge in some or all of the following areas:
  • Housing and community development, especially affordable housing and the regulations and financing applicable to the industry
  • Conceiving of projects and promoting them to diverse audiences, including community-based and tenant organizations.
  • Experience in the area of mixed income, mixed use development, and master planning
  • Structuring, negotiating and bringing deals to closure
  • Public and private financing and transaction structuring.
  • Design and construction management, including multi-family construction and rehab
  • Establishing, monitoring, and achieving projected development budgets
  • Regulatory issues related to real estate development work
  • Experience working in Ohio is a plus.

GIS Mapper, Mexican American Legal Defense and Educational Fund

Who: Mexican American Legal Defense and Educational Fund

What: They currently seek a Geographic Information System (GIS) Mapper in our Chicago office to develop and maintain redistricting databases for the implementation of MALDEF’s redistricting program. The GIS Mapper is responsible for gathering demographic, registration, and election data and inputting those data into Maptitude for Redistricting software.

Responsibilities: The GIS Mapper assists with redistricting plan development by preparing materials for meetings, presentations, and public hearings; by providing redistricting technical assistance to MALDEF Redistricting Outreach Coordinators, MALDEF attorneys, and/or community members; and by assisting the technical map submission process. In collaboration with the National Redistricting Coordinator and MALDEF GIS Mappers across the country, the Chicago GIS Mapper maintains GIS systems and redistricting databases preparing data to be used in Maptitude for Redistricting including Census and election data in designated jurisdictions of interest. Working at the direction of the National Redistricting Coordinator, the GIS Mapper develops redistricting data and maps, producing analysis and providing technical assistance to the community. If COVID19 pandemic conditions allow, may assist in redistricting training sessions across the nation either remotely or in-person. In collaboration with redistricting staff, drafts and catalogues community education materials, MALDEF redistricting plans, and analyzes and catalogs other redistricting plans. Works with Manager of Information Technology & Office Services to provide computer support for relevant redistricting program equipment.


Qualifications: Bachelor’s Degree required. Must have exceptional computer skills, particularly in the Windows environment and MS Excel. Must be proficient in GIS programs; Maptitude preferred; ESRI ArcGIS at minimum. Knowledgeable of database software, such as MS Access, SPSS, or R is required. Must be able to work with large and complicated datasets including importing delimited or fixed field data files into database and GIS software and data clean up of different data sources of differing file types. (For example, converting and merging XLS and PDF data to CSV or DBF files.) The successful candidate must be able to speak Spanish with a high level of fluency, and equal proficiency in written Spanish is desirable. Must have exceptional computer maintenance skills.
