Rail Contracts & Special Projects Intern - Metra

Title: Rail Contracts & Special Projects Intern - Metra

Summary: Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.


The Metra Internship Program provides an opportunity for college sophomores, juniors, seniors and graduate students to gain practical experience through on-the-job learning. Metra assigns students to projects related to their academic/educational field of study, which complements classroom instruction. The knowledge gained contributes to career development, while the experience provides insight on the wide variety of jobs in the transportation industry.


The Intern will integrate classroom learning with hands on experience of reviewing railroad contracts, agreement-related correspondence, and maps to support record retention requirements and assist in the development of a new contract management system. The intern will benefit from learning a unique and specialized craft of analyzing and interpreting railroad agreements and land maps. The intern will learn about railroad history, how Metra interacts with freight railroads and other passenger carriers, as well as hone their skills in document management and regulatory compliance. This is an opportunity for the intern to build on their experiences and include this project as part of their academic portfolio.


• Extracting pertinent information from property deeds, agreements and maps;
• Electronically document the pertinent information into a spreadsheet, for cataloging purposes;
• Assist in the organization of contracts and supporting documents;
• Digitizing of agreements and maps.


The length of the program is up to one year with three (3) mandatory one-week break periods during the school year: May, September, and December.


Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.


Requirements: The Intern must be currently enrolled as a sophomore, junior, or senior in an undergraduate program or in a graduate program from an accredited institution. Majors related to Urban Planning, Archival/Library Administration, Real Estate, History, Pre-Law, or Business Administration preferred. Other preferred qualification include: comfortable with legal agreements, computer literacy with Microsoft Word and Excel as well as the ability to analyze and solve problems. Must be detailed oriented, with strong administrative and communication skills. Must have the ability to create, track, and build working spreadsheets Experience with records management and/or contract management software is a plus.


Must be 18 years or older; able to legally work in the United States; a student in good standing for each semester/quarter during their internship; and available to work between 12 and 20 hours per week for up to one year (optional: 40 hours per week during summer months).

Transportation and Mobility Fellow - Evanston

Title:  Transportation and Mobility Fellow 

Type: 300 – 600 hours over the eight-month assignment

This temporary role offers flexible scheduling and is expected to work between 300 – 600 hours over the eight-month assignment. The responsibilities are focused on coordinating community engagement and supporting transportation policy development through a blend of community outreach, data management, and program and policy development. Key responsibilities include coordinating in-person public events, developing communication materials to promote city mobility programs, and researching transportation policies. 

 

This role has the potential for hybrid work with a focus on onsite outreach and office work.

The Transportation & Mobility Manager reports to the Director of Public Works and oversees and works with a team of 5 professionals, including one Senior Planner, one Senior Transportation Planner, one Associate Planner, one Transportation Program Administrator, and one Transportation & Mobility Specialist. The team is dedicated to providing professional services

to the West Hollywood community that improve mobility and safety for all. The Transportation & Mobility Manager is responsible for leading the team through the implementation of transportation and mobility plans, community mobility projects and strategies, including oversight and updates to the Mobility Element of the General Plan, Transportation Ordinance, and

pedestrian and bicycle safety. This role also serves as the liaison to the Transportation & Mobility Commission.


The City is seeking a strong Transportation & Mobility Manager with experience supervising staff and strategically managing a dynamic team through a diverse and fast paced work plan. The Transportation & Mobility Manager is responsible for managing the Division budget, personnel, report preparation and presentations, and must be able effectively engage the community to

assess community needs and successfully implement new programs. The Transportation & Mobility Manager must also have experience working directly with a City Council, including responding to Council requests and initiatives, attending City Council meetings, and making presentations. As the liaison to the Transportation & Mobility Commission, the Manager must also be able to facilitate meetings and build strong working relationships with staff, elected and appointed officials, and members of the public. The position is responsible for coordinating projects with other Departments and Divisions throughout the City and therefore must thrive in a collaborative environment.


The ideal candidate for Transportation & Mobility Manager will be a collaborative and inspiring leader with a demonstrated ability in leading and managing teams. They will be capable of mentoring and developing staff, skilled at strategically managing the many projects and programs within the division, and responsive to the unique challenges of local government. The

Transportation & Mobility Manager will be an effective and articulate communicator, both verbally and in writing. They will have strong facilitation skills and the ability to forge agreements among stakeholders with differing priorities. They must be comfortable and confident in making presentations and communicating with elected and appointed officials, City staff, and

residents, and facilitating project meetings with consultants and community members. The successful candidate will also possess a strong technical background in transportation and mobility. Traffic Analyst - Indiana Toll Road Concession Company

The Senior Associate will support the growth, strategy development, and priorities of our infrastructure and transportation program. This includes: 

  • Supporting research projects and developing key policy agendas and political campaigns aimed at federal, state, and local jurisdictions.

  • Collaborating closely with the Infrastructure Director and program team focusing particularly on transportation, climate, and land use issues.  

  • Facilitating cross-program collaboration within PolicyLink, particularly with the Winning on Equity in Place program and the Governing for All team to innovate local and state policies that promote equitable capital investments. 

  • Serving as a critical point of coordination, information sharing, and leadership across external partners, particularly in the transit and transportation fields. This role involves positioning grassroots leaders as essential voices in decision-making processes, especially for communities of color and historically disinvested areas.


The Infrastructure team currently includes a Director, a Senior Associate, Associate, and a Coordinator. This new role will add a second Senior Associate to further increase our capacity. 


Responsibilities

Program Strategy and Vision

  • Support the design and implementation of PolicyLink’s infrastructure and transportation program areas inclusive of clear goals, timelines, and program evaluation metrics

  • Support the implementation of program area strategies related to mobility justice, transportation and land use


Community and Coalition Building

  • Partner with national organizations, grassroots coalitions and groups to identify best practices and alignment opportunities

  • Develop a transportation justice strategy that centers Black, Indigenous and people of color leadership, in target geographies, inclusive of the Midwest, South and Southeast, to ensure the experience and expertise of these communities are centered in transportation policy design

  • Build a national transportation justice coalition of grassroots organizations, which includes revising recruitment, retention, and evaluation measures and metrics of the coalition, and developing mechanisms to support their capacity building and advocacy efforts for equity-centered transportation policies

  • Align the coalition around a broader coordinated transit and transportation justice policy platform and agenda


Research and Advocacy

  • Conduct research to inform policy development, create a policy agenda, and engage in advocacy efforts to promote infrastructure and transportation justice

  • Evaluate the federal Surface Transportation Act Reauthorization process and develop strategic intervention points for embedding transportation equity and mobility justice principles and standards into federal transportation funding


Communications and Outreach

  • Partner on strategic communications, create content, and participate in conferences and summits to raise awareness and influence the field

  • Lead or co-author research briefs, analyses, and articles, to inform policy development championed by PolicyLink and our partners

  • Act as a PolicyLink spokesperson on transportation policy, representing the organization in meetings, conferences, and before policymakers, government leaders, advocates, and funders

  • Cultivate necessary current and prospective donor relations


Team Collaboration and Management

  • Collaborate with cross-organizational teams and external partners and consultants, facilitate decision-making, and manage project budgets and evaluations

  • Design in-person learning offerings and convenings with the field, including offerings at relevant summits and conferences such as the PolicyLink Equity Summit and other infrastructure and transportation related convenings


Skills, Abilities, and Knowledge Required 

  • Ability to travel approximately 25% of the time

  • Demonstrated experience facilitating democratic processes in multi-partner teams

  • Highly skilled at establishing work plans and facilitating work-flow for complex programs and projects

  • Exceptional decision-making skills at a leadership level, including assessing risk and using good judgment to inform decisions and recommendations to leadership, and working collaboratively to seize opportunities or solve problems

  • Highly skilled in designing and articulating project results and participant outcomes, assessments, and to coach subject matter experts in delivery aligned to a vision of a participant-centered model

  • Excellent coalition building skills with an ability to communicate and work effectively with a variety of internal and external stakeholders

  • Knowledge of federal, state and local transportation and transit programs, policies and practices and political campaign development such as the Infrastructure Investment and Jobs Act (IIJA), the Inflation Reduction Act (IRA) , formulas and equity efforts such as the Justice40 Initiative.

  • Able to manage a constantly evolving landscape, and shift priorities accordingly

  • Passionate about work at the intersection of infrastructure, transportation, racial wealth equity and climate change, advancing approaches to community co-creation, and developing strategies to mitigate extraction and harm

  • Sense of humor and a passion for prioritizing joy


Experience Qualifications          

  • A minimum of five years of experience in program and project design, with an emphasis on place-based efforts, infrastructure and transportation programs, urban planning, or equivalent

  • Experience working to support local government or community-based organizations and/or other frontline organizations in advancing equitable public infrastructure and/or transportation and transit policy solutions 

  • Demonstrated commitment and experience advancing successful racial and economic justice policies and standards

  • A graduate degree in urban planning, economic development, public administration or related disciplines preferred


Compensation and Benefits

PolicyLink offers competitive salaries commensurate with the experience and skills of our employees. The starting salary range for this position is $90,000 - $130,000.
