Performs complex transportation planning, reviews transportation modeling studies, project prioritization, design and review of capital projects, and miscellaneous transportation assignments for the City. Plans, organizes, and coordinates activities related to Boise City's multi-modal transportation plans, land-use, and funding plans. Maintains frequent contact with various agencies, municipalities, City departments and elected officials on transportation issues. Coordinates development and implementation of studies, plans, policies and projects to improve the City's street and transportation systems. Work requires considerable initiative and independent judgment and is performed under general direction. Represents Boise City on Ada County Highway District (ACHD) and Idaho Transportation Department (ITD) capital project teams. Attends meetings for corridors studies, road widening, intersection widening, and bicycle and sidewalk improvements. Participates in preparation of transportation plans and programs, and determines scope of work. Facilitates discussion on issues and questions from a Boise City perspective, and reviews right-of-way impacts from a Community Planner perspective. Coordinates ACHD staff presentations with City Council. Makes recommendations and writes technical reports and memos based on research and analysis of data and planning goals for presentation to City Council. Presents project updates, alternatives, and recommendations to Mayor and City Council. Attends night meetings and testifies and responds to questions at other board and commission meetings as needed. Reviews project plans for compliance with adopted plans and policies of affected agencies. Deals with complex and sensitive issues related to transportation and traffic. Reviews traffic impact studies for technical assumptions and methodological correctness. Participates on special task forces and teams as needed. Assists the senior transportation planner in reviewing, analyzing, preparing reports, and presenting technical recommendations to Mayor and City Council on ACHD's Integrated Five Year Work Plan, 20-year capital improvement plan, impact fee ordinance amendments, and other policy modifications as proposed. Assists in the preparation of grant applications for state and federal transportation project funding, and facilitates regional and local project prioritization decisions.
