Summary:
Performs highly responsible management and administrative work directing and coordinating the City's Development Services Department. Responsible for the operation of the Development Services Department using professional, creative and innovative methodologies in planning, major project coordination, and managerial functions. Work is reviewed through written reports, for the attainment of goals, and objectives, and adherence to established policies and procedures. Work is performed under the executive direction of the City Manager.
Essential Duties and Responsibilities:
- Administers the City's Comprehensive Plan; supervises the implementation and enforcement of the City's Land Development Code and environmental issues.
- Participates in the formulation of long and short-term goals, planning, development and annexation for the City.
- As assigned by the City Manager, responsible for major project planning and coordination, or implementation.
- Coordinates staff liaisons to the Planning and Zoning Commission and Historic Preservation Board; coordinates and oversees the Development Review Committee.
- Reviews and evaluates operations in terms of needs and effectiveness; recommends changes where appropriate; assists with coordination between City departments.
- Prepares agenda items and makes presentations to the City Council and various boards.
- Prepares revisions and/or additions to the City Code of Ordinances, including the Comprehensive Plan and development regulations as appropriate.
- Represents agency at local, state, and national levels on policy matters as assigned by the City Manager.
- Supervises planning studies and field surveys; provides guidance with respect to planning program implementation procedures and continuing planning program.
- Interacts and communicates with the City Manager, City Council members, Advisory Board Members, committee members, departmental supervisors and employees, co-workers, other government agencies and external organizations, County personnel, elected officials, news media, Chamber of Commerce, and the general public.
- Represents the City and/or the department by preparing and presenting information to City boards, clubs, civic groups, and other forums. Provides technical and policy information and assistance to staff members, other agencies, City boards/committees, and citizens.
- Supervises subordinate personnel through the chain of command. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; allocating personnel; providing for employee training and career development; recommending and approving employee transfers, promotions, discipline and discharge as appropriate; reviews and evaluates the work of subordinates; offers advice and assistance as needed.
- Prepares and monitors the department operating and capital budgets; monitors and controls revenues and expenditures based on established procedures; procures supplies and equipment within budget allocations.
- Promotes costumer friendly environment within the department.
Marginal Duties and Responsibilities:

- Supervisory Responsibilities:
- Manages subordinate professional and office staff; is responsible for overall direction, coordination, and evaluation of assigned personnel.
- Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
Education and/or Experience:
• Graduation from an accredited four-year college or university with a degree in Public Administration, Urban or Regional Planning or a related field; a Master's Degree in Public Administration or related field.
- Five (5) years of professional experience in a supervisory, technical or administrative planning capacity.
- A comparable amount of training, education or experience can be substituted for the minimum qualifications.
