What: Program Manager CUP is seeking a full-time Program Manager to work on our Community Education programs. Community Education programs are collaborations of CUP staff; visual thinkers, like artists and graphic designers; and people working in communities, like organizers, service providers, and other advocates.
The Program Manager will oversee our Public Access Design program and collaborate on other Community Education programs, including Making Policy Public and Envisioning Development Toolkits. Public Access Design is an effort to support quick-turnaround collaborations of CUP, designers, and advocates to produce timely tools for community organizing, while supporting the development of designers who want to engage in community-driven work.
The Program Manager will report to CUP’s Director of Programs.
The ideal candidate for Program Manager would be someone with a demonstrated understanding of urban policy and planning issues; a strong desire to create accessible and creative tools that help demystify these topics; a belief in the power of visual communication to do so; experience managing creative projects; a desire to work in a collaborative setting with a broad range of partners; and a commitment to social justice.

NATURE OF WORK:
This is a senior technical position requiring a thorough knowledge of municipal engineering. - Must be a registered Professional Engineer in the State of Illinois.

The Department and PositionThe Community Development Department is comprised of four divisions: Planning, Economic Development, Building & Safety, and Neighborhood Improvement Services. The department is currently staffed with approximately 15 full-time positions and several contract employees. With the Planning Division currently managing two new hotel developments, along with 18 or so other large scale projects which are either in the process of finalizing entitlements or starting construction, it is important to find an individual who is excited about playing a significant role in developing the community’s vision for future growth.
Under general direction of the Community Development Director, the Planning Manager is responsible for overseeing the operations of the Planning Division, which includes managing the budget and complex program tasks by assigning, monitoring, evaluating, and developing personnel; supervising the preparation of the work program and agendas for the Planning and Design Review Commissions; supervising the preparation, implementation, and administration of the general plan, specific plans, zoning ordinance, development codes, and operational policies and guidelines; and managing the City’s advance and current planning programs, environmental review, cultural resources, housing, and special projects.

Performs professional planning work including the administration of federal grants, preparation of requests for proposal, selection and monitoring of contractors.
Researches, collects and analyzes data; prepares reports and presents recommendations on land use, zoning, design, historic preservation, transportation, transit, population, housing, social, economic and other related factors.
Conducts a variety of assignments involving current or long range planning projects; confers with applicants and agency representatives to identify problems; evaluates data and proposes methods to resolve conflicting issues of plan implementation, zoning requirements, and environmental impact.
Evaluates current development projects by detailed review of plans for architectural, zoning and general plan requirements; performs field surveys to identify problems and upon completion of projects to ensure conformance with applicable requirements; discusses recommendations with builders, developers, architects, and real estate professionals.
Prepares legal notices and property descriptions; reviews for completeness and legality advertising notices.
Contributes to the review and revision of local ordinances; conducts research; assist in the preparation of complex planning reports including staff reports, EIR'S, negative declarations and special studies.
Prepares plans and project designs, maps, scale models and other graphic materials; maintains a variety of maps including base, cultural landmarks, zoning, land use and special block studies.
Confers with and advises architects, engineers, attorneys, developers, and the general public regarding City development procedures and processes.
Responds to inquiries, both orally and in writing; applies planning policies, state laws and local ordinances, or explains procedures; provides assistance to the Planning Commission, Hearing Officer, Design Commission and other committees and commissions; may conduct presentations to City Commissions, committees, residents and neighborhood groups.

Qualification Guidelines:
Education:A bachelor's degree in planning, architecture, geography, public administration, or a closely related field.
Experience: Two years of recent paraprofessional planning experience in one or more of the following areas: zoning, historic preservation, design review, redevelopment and/or planning research.

SELECTION PROCESS
