$1,933 – $2,803 per week ($100,556 - $145,805 estimated annual) 
The San Mateo County Transit District serves nearly 100,000 customers each weekday on its SamTrans buses, Redi-Wheels paratransit vehicles, Caltrain commuter rail cars and shuttles, as well as a robust capital program. The Transit District, which is in the heart of the San Francisco Bay Area, is the managing agency for the San Mateo County Transportation Authority. The agency’s Operations, Engineering and Construciton Division is currently seeking a Manager of Rail Planning to be responsible for the development, management and implementation of operational plans for the electrification and related system improvements to Caltrain. These activities include the concept of operations for the electrification of Caltrain, fleet planning and procurement, the coordination of FRA waiver interface and other operational and strategic plans. This position also provides policy development and technical analysis for the Caltrain Modernization (CalMod) program. 

In this position, the Manager of Rail Planning is responsible for managing all operational planning activities related to the CalMod program; managing Caltrain electrified fleet planning activities; providing management services, professional level planning and leadership for the development of strategic visions, policy, planning studies and performance monitoring programs; representing the Director, Rail Transportation in all CalMod activities and provides guidance to staff and consultants working on modeling and ridership analyses and recommendations to advance projects and Caltrain plans; collaborating with program management and project delivery staff in support of the CalMod program; developing reports and presentations for internal and external audiences; preparing materials and makes presentations at various stakeholder venues. 

The incumbent will also be responsible for developing scopes of work and managing the selection and performance aspects of consultant contract services for specialist technical support and supporting the Manager, Caltrain Planning, CalMod program, through a matrixed report structure in developing program goals, short and long-term work programs, budgets and other management support with respect to operational planning activities. All duties are to be performed with safety in mind. 

Qualified candidates must possess sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in urban planning, transportation planning, operations planning, engineering or related field, and sufficient full-time experience in transportation planning, operations planning, rail transportation or closely related field, with sufficient years of project management experience, or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. Must have excellent analytical, written and verbal communication and presentation skills. Must possess a valid California driver license with a safe driving record.
