Incumbent serves as Senior Transportation Planner for the Planning and Transportation Department, which serves as the Metropolitan Planning Organization (MPO) for the Bloomington Indiana urbanized area. This position is primarily responsible for ensuring Bloomington's compliance with all MPO certification requirements.

PRIMARY DUTIES:
  • Provides staff support to three different committees of the MPO: the Citizens Advisory Committee, Technical Advisory Committee, and the Policy Committee. 
  • Staff support consists of the preparation of agendas, public hearing packets, oral and written staff reports, and public meeting facilitation. 
  • Is responsible for the development and implementation of the MPO's Long Range Transportation Plan. 
  • Prepares and administrates the MPO's multi-year Transportation Improvement Program (TIP).
  • Administrates the MPO's Quarterly Tracking Review program to monitor the progress of all TIP projects.
  • Prepares and administrates MPO related duties as assigned. 
  • Attends all State of Indiana MPO Council meetings. 
  • Coordinates with local agencies on regarding, but not limited to, roadway congestion, levels of service, crashes, and volume counting for recommendations to improve the region's transportation network. 
  • Takes all reasonable steps to maintain a safe work environment.
EDUCATION and EXPERIENCE:
Minimum knowledge equivalent to a Bachelor's degree in planning or related field. Minimum experience equivalent to three (3) or more years. A Master's Degree in planning or related field may substitute for experience.

Specific experience in the administration of MPO responsibilities and/or regional planning organizations is desired. Membership in American Institute of Certified Planners (AICP) preferred. Working knowledge of computer applications including Microsoft Word, Excel, Powerpoint, Adobe packages, web programming, TransCAD, and GIS. Strong writing and presentation skills.

LEVEL OF SUPERVISION AND RESPONSIBILITY:
Reports directly to the Assistant Director with some day to day supervision by the Planning Services Manager. Incumbent performs according to customary practices of the department and general instructions from departmental supervisors.

Level of supervision varies with the scope and nature of the assignment. Many tasks are executed with minimal direct supervision, with review concerning the obtainment of overall departmental objectives. Supervises interns when engaged in transportation work program activities. Incumbent applies transportation planning principles to specific cases to accomplish departmental goals and objectives. Incumbent must exercise independent judgment and discretion to determine the best approaches to complete assigned duties.

DIFFICULTY OF WORK:

Work is performed in a modern office environment with no unusual physical demands. Incumbent is required to attend monthly evening meetings, often more as related to specific projects. Position holder is often faced with bridging strong differences of opinion on contentious issues related to planning.

Residency Requirement:

Position Summary
The Program Officer will support grant-making initiatives that advance the following:
  • Strategic public space investments that enhance the local quality of life in neighborhoods outside of Center City, especially underserved and under resourced communities, and that promote increased connectivity between communities and reduce community isolation. 
  • Leveraging the process of developing and programming high quality public spaces to support community building, increased civic engagement, and to reinforce community identity through design innovation, creative placemaking, and historic preservation,
  • Marshalling civic assets to support the educational mission of local schools by embedding learning opportunities in parks, playgrounds, recreation centers, libraries, and other public spaces and civic assets.
  • Utilizing the regional trail network (The Circuit) as an urban amenity to promote increased connectivity between neighborhoods, the region, and to the natural environment.
  • Exploring and understanding the relationship between public space/civic asset infrastructure investments (parks, playgrounds, recreation centers, and libraries) and community revitalization, redevelopment, and neighborhood stabilization efforts.
  • Supporting public/performance art in community and public spaces as a strategy to animate these places and increase access to cultural experiences in under-served and under-resourced communities.
  • Developing research and data collection efforts to effectively evaluate the impact of public space and civic asset investments with respect to facility utilization, perceptions of local “ownership”, stewardship, and the effect on neighboring community development.
In addition, the Program Officer will engage in research projects, evaluation programs, convenings and conferences that position and reinforce WPF as a center of innovative thinking and thought leadership in the development of public spaces and civic assets.

Responsibilities
  • Develop specific grants and initiatives and help manage a Great Public Spaces annual grant budget of $18MM, including research, outreach, due diligence, and preparing written recommendations to the Board,
  • Provide support with strategic projects and grantmaking across the Foundation, with a particular emphasis on Public Space/Creative Communities.
  • Facilitate project planning, coordination, reporting, monitoring and communications necessary to ensure successful completion of the work.
  • Participate in team meetings, planning, and goal setting.
  • Develop and execute work in all stages of programmatic work.
  • Convene stakeholders across a variety of sectors to advance the work of the Creative Communities/Public Space initiatives and support the strategic frame-work of the Foundation.

Position Summary
The Land Use Strategy Planner serves as the Department's point person and thought leader on land use and development issues, plans, and policies. The Planner provides leadership and policy guidance on emerging trends, technologies, and opportunities related to land use and development. The Planner is charged with leading significant community planning processes and building long-term relationships with neighborhoods, real estate development professionals, stakeholder groups, and planning partners in Marion County, including municipal Departments and peer departments and agencies at local, state, and federal levels. Position Responsibilities

· Monitor, maintain, and upgrade the Marion County Land Use Plan, including all of its component sub-area plans.

· Champion community engagement through community planning processes, including devising innovative engagement methods and ensuring populations traditionally under-represented in planning processes are engaged.

· Coordinate integration of land use planning systems and technology with transportation, economic development, community development, resiliency, and similar city plans and initiatives.

· Serve as the primary Division liaison and representative for neighborhood organizations, including representing the Division in public meetings, and serving in presenter, speaker and panelist capacities for community events.

· Serve as the primary Departmental liaison and representative for land use planning purposes with adjoining jurisdictions to ensure a complementary regional land use pattern.

· Advise on implementation of best practices, emerging trends, and opportunities for innovation in land use planning systems, implications of emerging development, socioeconomic, technological, geopolitical, environmental, and preference shifts on land use, as well as public policy implications of them.

· Establish, monitor, maintain, upgrade, and insure compliance of plans and activities with all applicable federal, state, and local laws, codes and regulations.

· Provide evaluation assistance to staff planners on matters concerning subdivision, zoning, ordinance amendment, and special project requests.

· Development and perform public education programs and materials related to land use planning.

· Gather, evaluate, and communicate a variety of statistical data and geographic information system (GIS) maps on topics such as socioeconomics, demographics, tax base, land use, public safety, existing field conditions, environmental conditions, and related topics.

· Provide support for, and initiate where appropriate, relevant grant applications that support redevelopment and revitalization priorities of the Department.

· Lead, participate in, and support interdisciplinary and cross-divisional action teams or projects undertaken by the Department.

· Support the Division’s Open Data priority to share land use system and planning data publicly.

· Oversee the work of consultants and intern staff.

Qualifications
Bachelor’s degree in urban and regional planning, real estate development, or related fields is required. The Village of Glen Ellyn is seeking to hire one (1) full-time Associate Planner. The job duties of this entry-level position include, but are not limited to, acting as an important contact for the Department on managing short and long-term planning projects, providing complex support to various Commissions, which includes acting as the primary staff liaison to the Historical Preservation Commission and other Commissions, as assigned; also assists with implementing the Village’s Comprehensive Plan and Downtown Plan. ESSENTIAL FUNCTIONS:

  • Serve as Staff Liaison to the Historic Preservation Commission; attend and participate in public meetings and hearings, which includes determining and producing agendas, draft memoranda, providing complex research and analysis, making public presentations, and developing actions items or policy recommendations.
  • Assist in the development of short and long range plans; gather, interpret, and prepare data for studies, reports and recommendations; work collaboratively with other departments and agencies as needed.

  • Evaluate land use/zoning/annexation applications and site plans for compliance with applicable local, State or Federal laws. Manage assigned land use applications through the appropriate approval processes and prepares reports and related data as required.
  • Responds to inquiries and complaints from local citizens, developers, architects, and media regarding local planning and zoning regulations and ordinances.
  • Updates a variety of maps, directories, brochures and other department resources. Prepares graphics and maps for a variety of reports, plans, grant applications, publications or meetings.
  • Prepare and write grant applications including components relating to geographics, maps, plats, site plans, etc.; and prepares applications and provide necessary documentation for special projects and awards as assigned.
  • Negotiate and draft various agreements with assistance from Department Director, Village Attorney and Public Works Department; process annexation requests.
  • Continuously evaluate processes and programs; identifies opportunities that improve customer satisfaction, review turn-around time, and/or staff efficiencies.
  • Represent the Department to other Village departments, elected officials, outside agencies and the general public; explain, justify, and defend programs, policies, and activities; and negotiate and resolve sensitive, significant, and controversial issues.
  • Ensure Department files are continuously organized and maintained in an accurate and organized fashion by assigned personnel, and that applications and process documents are complete, accurate, and periodically updated.
  • Serves as a member of various staff committees as assigned.
QUALIFICATION REQUIREMENTS:
  • Bachelor’s degree in Urban Planning, Public Administration, or closely related field with up to six months of previous planning experience; Master’s Degree preferred; or any equivalent combination of education, training and experience which provides the requisite knowledge skills and abilities for this job.
  • AICP certification is a plus, but not required; candidate must be able to obtain AICP certification within one year of employment.
  • Ability to take control of situations, think quickly, and adapt to stressful situations is a must; and the ability to use good judgment and effectively solve problems is also required.
  • Ability to effectively prioritize and organize workload.
  • Ability to instruct and train in methods and procedures; must be able to delegate activities in an effective and responsible manner.
  • Ability to communicate effectively both orally and in writing, and be comfortable making public presentations to various stakeholders.
  • Ability to perform basic mathematical calculations is also required.

  • Ability to operate various types of standard office equipment, including computers and related software (e.g. MS Office suite); previous experience utilizing computer software programs, such as Munis is a plus. Previous experience using GIS is a plus.

Job Description

Manages all current planning activities which includes the monthly processing of both private and public land development proposals, implements development standards in the Smart Code for downtown development, conducts land use studies, prepares amendments to the land development regulations, conducts mitigation assessments and prepares developer agreements for large-scale, mixed-use developments.

Directly supervises one non-supervisory employee. Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Duties/Responsibilities

• Supervises the processing and development of staff recommendations regarding the monthly land use applications to Planning Board, Board of Adjustment, Historic Preservation Commission and the City Council.
• Schedules pre-application meetings with applicants and appropriate staff.
• Coordinates with the zoning and plan review section of the division to ensure timely site plan reviews for compliance with applicable development standards.
• Responsible for all public notices required by F.S. and local law as it relates to the individual type case and public hearing mandated.
• Researches and assists in preparation of updates/revisions to the land development regulations.
• Conducts special studies as assigned by Planning Division Manager or Community Development Director.
• Performs other duties as assigned.

Job Description
The City of Jersey City is searching for a candidate to take charge of the highly successful and productive City Planning Division (staff of 12). Minimum Requirements are possession a Masters Degree in City Planning from an APA accredited college or university and 10 years of experience in city planning. The successful candidate will have demonstrated leadership capabilities, significant accomplishments in the field and an ability to communicate the complexities of the planning process to a diverse audience. Additionally, a thorough knowledge of and experience with New Jersey’s land use and redevelopment laws will provide a significant advantage. Technical skills in GIS and CAD are also highly desirable. The City is seeking an individual with the proven ability to balance the needs of the market and the desires of the community with the requirements of the laws and principles of urban planning and development. The possession of a New Jersey Professional Planner’s license is required, as is certification by the American Institute of Certified Planners.
