The LTA program was initiated in spring 2011 to create new resources for technical assistance and coordinate with existing technical assistance activities.  It has resulted in a series of innovative local projects in the Chicago region that support livability principles, implement GO TO 2040, protect and enhance natural and environmental resources, and build capacity in local communities.  Over 130 projects have been completed to date, with 50 more underway.  Projects include comprehensive plans, corridor or subarea plans, zoning or other ordinance revisions, watershed plans, studies of special topics such as housing, stormwater management, or economic development, and similar planning activities.  To obtain more information on the LTA program, please visit www.cmap.illinois.gov/lta. Knowledge, Skills and Abilities

Beyond these general qualifications, the position is expected to help advance the natural and environmental resource goals, particularly those related to water resources, of the LTA program and ON TO 2050.

Specific desired qualifications and skills for the position include: 

  • Ability to immediately take on assignments related to a variety of natural and environmental resource topics such as watershed planning, green infrastructure, stormwater and flooding, drinking water supply, water quality, aquatic and terrestrial habitat, the effects of climate change on natural resources, and others. 
  • Educational training or experience in natural or environmental science, water resources, biology, or other technical, science-based field.
  • Additional training or experience in planning, public policy, public administration, or other related area. 
  • Ability to work on region scale analysis and policy related to environment and natural resources.
  • An understanding of laws and regulatory programs related to environmental resources, such as the Clean Water Act and National Pollutant Discharge Elimination System permit program.
  • Educational training or experience in Geographic Information Systems (GIS) mapping and analysis.

Education and/or Experience 
A Bachelor’s degree in planning, natural/environmental science, or a related discipline is required, and a Master’s degree is preferred for both the Associate and Assistant level.  At least 3 to 5 years of work experience in planning is required for the Associate level; candidates with less than 2 years of experience qualify for the Assistant level.

Project associate, RainReady Community initiative, Center for Neighborhood Technology - Chicago, IL

CNT is seeking an experienced and qualified project associate to assist with our RainReady Community initiative. RainReady is a program that helps individual property owners and communities work together to find solutions to the problems of too much or too little water. We help people who find their lives disrupted by flooding or water shortages to come together to adopt RainReady practices and policies. Our current focus is on mitigating the impacts of urban flooding in the Chicago region.

RainReady Community is a first-of-its-kind community planning program for neighborhoods and municipalities affected by flooding, complete with a risk assessment led by the U.S. Army Corps of Engineers, solution mapping, and implementation support. RainReady solutions are pursued at multiple scales, the home, the street, the neighborhood, and the community. We prioritize green infrastructure solutions that bring broader benefits for long-term community resilience.

Accountability
The RainReady Project Associate will report directly to the RainReady Community Manager, and collaborate closely with other CNT staff on operations and production activities.

Responsibilities
The Project Associate will work closely with the RainReady team to implement flood resilience programs in target communities, and to expand our outreach and impact in the region and nationally. Responsibilities include:

  • Oversee community flood risk assessment in order to identify high priority areas for investment
  • Author RainReady Community Plans, incorporating risk data, planning priorities, and best practice in green infrastructure investment, as well as the diverse input of municipal partners, nonprofit allies, and resident steering committees
  • Coordinate workshop series for residents, businesses, and community groups to reduce flood risk using low-cost green infrastructure strategies
  • Plan and manage community outreach events
  • Develop curriculum to increase municipal capacity for flood resilience
  • Support regional partnerships and funding opportunities
  • Team support: participating in the activities of the wider RainReady team, from meeting with policy makers to attending community mapping workshops.  Planning Manager
The Shreveport/Caddo Parish Metropolitan Planning Commission (MPC) is an independent agency enabled by Louisiana State statute to manage the orderly development of the City of Shreveport, Louisiana and extra jurisdictional territory up to five miles beyond the city limits. The agency is governed by a nine member citizen board comprised of appointees of the local governing bodies.  The board delegates the authority for the daily and long range operations of the agency to an Executive Director appointed by the MPC.
The MPC is in the process of completing a new Unified Development Code (UDC) that will replace the existing ordinances adopted in the 1950s.  In anticipation of the adoption of the proposed UDC, the Executive Director has already begun the process of restructuring the application and development review process. It is expected that further restructuring will be needed with the commencement of the implementation phase of the approved UDC.
GENERAL DESCRIPTION
The Planning Manager is responsible for the management and coordination of the development application and review process for the Metropolitan Planning Commission (MPC) Board and the Zoning Board of Appeals (ZBA).  Supervises the current planning staff and oversees the compilation of staff reports and data utilized in the review of development applications. Coordinates the design and implementation of updated development review procedures, forms and standards.  Serves, at the discretion of the Executive Director, under the direct supervision of the Deputy Director.  Works under moderate supervision with a high degree of latitude in order to exercise initiative and independent judgment.
EXAMPLES OF WORK PERFORMED
  • Performs advanced professional work related to a variety of planning assignments.
  • Reviews all development applications and assigns cases to the current planning staff.
  • Oversees the processing of submitted applications, verifies the accuracy of legal property descriptions, and coordinates required legal advertisements.
  • Assists in the preparation of meeting agendas for the MPC Board and ZBA.
  • Prepares and reviews all current planning staff reports, and makes recommendations to the Executive Director regarding MPC and ZBA agenda items.

GENERAL QUALIFICATIONS
         Education and Experience
The Planning Manager position requires a master’s degree in planning or related field and four years of professional planning experience.  The MPC will consider candidates possessing a bachelor’s degree in planning or a related field and six years of professional planning experience. Two years of supervisory experience of two or more employees is required.  AICP Certification is preferred.  Must have strong communication and management skills as well as experience with compiling reports associated with development review and ordinance amendments.  Experience working in a governmental entity is preferred.

OneNYC builds off of prior climate resiliency plans, including A Stronger, More Resilient New York released in 2013 that laid out a strategy for (1) rebuilding and making stronger those neighborhoods hardest hit by Hurricane Sandy and (2) improving the City's infrastructure to ensure greater resiliency in the face of future climate change impacts. JOB RESPONSIBILITIES: The Policy Advisor reports directly to a Senior Policy Advisor. S/he provides support to the Office in all efforts to implement the recommendations of One New York: The Plan for a Strong and Just New York and to accomplish the City's resiliency goals. The incumbent will also provide project management and facilitate stakeholder engagement on several planning initiatives, while assisting ORR leadership in the development of policy and projects.   • Assist in miscellaneous stakeholder outreach, special projects and events.

  • A graduate degree and/or at least five (5) years of full-time relevant professional experience in a field related to this position;
  • A background in policy, planning, project management, or other relevant field is essential, in addition to at least one of the following: an understanding of issues relating to resiliency in an urban setting; knowledge of New York City's governmental structure and policy context; knowledge of Federal funding programs, including CDBG-DR;

Under general supervision, this position exercises considerable professional and technical judgment and initiative to manage flood hazard mitigation grant projects. Both field and office work will be required.

Minimum Requirements
We are looking for a candidate that possesses a Bachelor’s degree in water resources, environmental studies, civil engineering, construction management, emergency management or related field and a minimum of 2 years of experience. Strong communication and organization skills are required. The candidate must have a valid driver's license and satisfactory driving record, as local travel is required with this role.
Desired Skills & Experience
Professional training and experience in project management, emergency management, and the ability to apply for and obtain federal, state or other types of grants. Specialized knowledge or experience in stormwater best management practices, soil erosion and sediment control, wetlands, flood mitigation projects and related benefit-cost analysis software, damage assessment, experience with GIS and GPS equipment. Registration as a Certified Floodplain Manager, Certified Professional Erosion and Sediment Control, Professional Engineer or Project Management Professional is desired, but not required.

GENERAL PURPOSE
Under direction, performs a variety of highly responsible, professional duties involved in the development, implementation and administration of specialized, complex and large programs to ensure the Port’s compliance with federal, state and local environmental protection laws and regulations; plans, organizes, supervises and evaluates the work of professional and technical staff; enforces environmental regulations of the Port code; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS Senior Environmental Specialist is the advanced professional level class in the Environmental Specialist class series.  Incumbents are assigned complex program responsibilities requiring a broad understanding of the Port’s environmental protection program goals, objectives and technical requirements in any and/or all of its program areas, including natural resources management, storm water management, watershed management, site assessment and remediation, bay water and sediment quality, sustainability and air quality and public information.  Incumbents develop, implement and administer policies and programs to ensure Port operations and activities comply with environmental protection laws and regulations. 

Senior Environmental Specialist is distinguished from Associate Environmental Specialist in that an incumbent in the former class develops, executes and monitors the most complex or sensitive environmental programs and serves as supervisor or team leader for a group of environmental specialists.
Essential Duties and Responsibilities:

The following statements are intended to describe the general nature and level of work performed by people assigned to this classification.  They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified.
  1. Plans, organizes, directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends merit increases and other rewards to recognize performance; takes disciplinary action subject to management concurrence, up to and including termination, to address performance deficiencies, in accordance with the Port’s human resources Rules and Regulations, policies and labor contract provisions.
  2. Provides leadership and works with staff to create a high performance, service-oriented work environment that supports the Port’s mission, objectives and service expectations; provides leadership and participates in programs and activities that promote workplace diversity and a positive employee relations environment.
  3. Researches, develops, recommends, implements and monitors activities of environmental programs; plans, organizes, supervises the development of and recommends program designs and budgets; directs, manages and participates in the development and recommendation of associated program policies and operating and administrative procedures; develops and supervises development of annual work programs and calendars; plans, organizes and implements work activities to meet established overall program goals policies and objectives and analyzes alternative methods or processes to meet program and service delivery goals; monitors and ensures program compliance with all applicable laws, regulations and regulatory agency and program requirements; maintains and reports on program activities and performance results; assists in tracking program expenditures.
  4. Performs or oversees environmental field investigative and compliance work and special studies requiring a high level of technical expertise and knowledge within areas of assigned specialty; plans, organizes and manages site assessments and field investigations, plans, manages, directs or performs field sampling, other environmental survey activities and activities associated with storm water, watersheds, bay water and sediment quality and hazardous waste management property inspections and clean-up/mitigation efforts and their associated educational programs; plans, organizes and directs the activities of field crews; performs or directs performance of both Port and tenant environmental compliance investigations; oversees the compilation and analyses of or compiles, analyzes and summarizes data and findings and develops and recommends courses of action.
  5. Formulates and manages detailed program plans; manages and participates in the development and recommendations of environmental programs (air, sustainability, stormwater, development), policies, operating and administrative policies and procedures; oversees development of policies, workplans, programs, calendars; plans, organizes and implements work activities to meet established environmental policies.  Monitors and ensures compliance with all applicable laws and regulations; facilitates the resolution of environmental issues between stakeholders, maintains and reports on program activities and performance results in compliance with environmental policies.
  6. Coordinates or assists in coordinating program activities with pertinent outside agencies; determines and makes recommendations regarding appropriate levels of coordination; participates in developing program partnerships with external agencies and organizations; assists in development of agreements for multi-agency efforts.
  7. Provides expertise, consultation, information and technical assistance to other departments, tenants, agencies and organizations; responds to a variety of environmental inquiries from representatives of different Port divisions/departments or tenants and develops and provides recommendations for addressing environmental issues; interprets, explains and applies laws, regulations, rules, policies, processes and procedures related to areas of responsibility for Port management, staff and tenants; coordinates with other agencies for information sharing and community education; responds to requests for information regarding program activities or requirements; represents the department in meetings with internal and external agencies regarding program issues; plans, develops and conducts in-house training for assigned programs.
  8. Plans, develops and conducts program outreach and promotional activities for assigned programs; develops or directs development of information, outreach and educational materials; works with in-house staff to plan, organize and implement effective public and media relations goals and strategies; makes presentations to tenants and community, neighborhood, business and school groups on assigned programs; plans and carries out initiatives to encourage public participation in program activities.
  9. Develops and manages consultant or contractor contracts related to assigned areas of specialty; coordinates and oversees work of consultants to ensure contract terms are met; monitors work programs and schedules to ensure timely project completion; reviews invoices and identifies discrepancies.
  10. Participates in analyses of environmental components related to programs of specialty in Port and tenant development and improvement projects; reviews and comments on bid specifications, contractor submittals and other applicable areas of projects; identifies issues and develops and offers recommendations for mitigation.
  11. Develops, writes, reviews, presents and maintains a variety of reports, documents, correspondence and records related to assigned programs; composes and presents written technical reports and reviews subordinate staff reports; drafts correspondence to other Port departments and state and federal regulatory agencies; drafts agenda items; maintains and oversees maintenance of accurate, complete and current records.
  12. Develops and recommends revisions and improvements to section and department guidelines and pertinent Port policies and procedures; keeps abreast of and incorporates training regarding environmental developments related to programs of specialty.

MINIMUM REQUIREMENTS
Education, Training and Experience: Graduation from a four-year college or university with a major in environmental, biological, physical, chemical or earth science or a closely related field to work being performed by the Port; and six years of progressively responsible experience involving analysis, planning, and/or implementation of professional environmental-related program assignments, at least two of which were in a lead or supervisory capacity.  A Masters Degree in environmental, biological, physical, chemical or earth science or a closely related field can be substituted for one year of experience.  Time served as a District Intern counts towards the years of experience.

Licenses; Certificates; Special Requirements:
A current, valid California Class C driver’s license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.
