Housing Program Manager - Cook County Government, Chicago, IL

Housing Program Manager  

Job Summary

Under the direction of the Deputy Director of Housing and Strategic Finance, collaborates with department senior management to manage/oversee planning, policy and compliance initiatives in the development, coordination, submission, and implementation of various housing programs, plans and reports. Oversees policy manual development, revisions, and implementation in coordination with functional areas coordinates entry of accomplishment data, project management and completion and program closeout data in funder systems. Ensures that policies and procedures are observed, records are complete and up to date. Works to identify/develop strategies to maximize funding and leverage to enable more impact for the County’s affordable housing activities: development projects, policy, legislation, and partnerships. Participates in team discussions, assists in the preparation of technical reports for management, represents the office in discussions with key stakeholders, partners, and clients. Assists less experienced members of the team. Responsible for providing recommendations to the Director for all loan level and deal level credit decision making. Works with the production team to provide input on new loan applications, including information about market conditions, management agent and owner. Perform other duties as needed.

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree in Urban Planning Studies, Business or Public Administration is required.
  • Five (5) years of full-time work experience in Community Development Department to include Housing and Urban Development (HUD), Community Development Block Grant (CDBG), HOME, Public Housing or Housing Trust Funds is required.
  • Two (2) years of staff or project supervisory experience is required.

Preferred Qualifications

About the Opportunity: POAH is seeking a Chicago-based Project Manager to join its Real Estate Development team. With the oversight and support of one of POAH’s senior development team members, project managers oversee two or more developments simultaneously, participating in project ‘life’ from acquisition to completion of construction and lease-up, including financial analysis, design and construction, and transfer of the completed project to the property management function. Housing & Economic Development Analyst, City of Evanston

Who: City of Evanston

What: This position is responsible for implementing Housing and Economic Development programs and projects funded by federal CARES Act funding (CDBG-CV and ESG-CV), as well as Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) funds. This includes monitoring internal and external programs that receive federal funds from the City to ensure compliance with Federal and local requirements, and evaluating how effectively the funded activities achieve City Council and HUD Consolidated Plan goals. This position conducts research and develops recommendations relating to housing and economic development programs and policies to provide equitable services to residents with the greatest needs to address CARES Act and City of Evanston equity goals; prepares feasibility studies, cost-effectiveness analyses and special reports; and determines regulatory conformance of housing proposals and programs. The position has primary responsibility for developing and maintaining the compliance and monitoring plan for the portfolio of City-assisted housing developments and programs in compliance with Federal and local government requirements. Also works on related planning and community development issues as needed. 

Responsibilities:

  • Analyzes needs for housing and utility assistance, access to food, and other essential services for residents, as well as grants/loans for businesses impacted by COVID-19. Develops recommendations to address those needs using CDBG-CV and ESG-CV funding.
  • Implements and monitors housing and economic development activities funded with Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) CARES Act and entitlement funding, and HOME Investment Partnerships (HOME) funds.
  • Works with external agencies receiving CARES Act funding to identify additional resources available to Evanston residents, and ensures adherence to Stafford Act requirements to avoid duplication of benefits (DOB).
  • Prepares housing and economic development components of the City’s Consolidated Plan, Action Plans and Consolidated Annual Performance and Evaluation Reports as required for CDBG, HOME, and ESG CARES Act and entitlement funding.
  • Prepares reports about the use of CDBG, HOME and ESG funds, and City Affordable Housing Fund as needed; monitors programs and projects to ensure compliance with CDBG, HOME and ESG regulations, and Affordable Housing Fund policies; maintains records in IDIS and CDM databases.
  • Evaluates applications for economic development and housing programs, including reviewing and evaluating proposals, budgets and staffing estimates, financial pro formas, etc.; requests additional data as needed to determine feasibility.
  • Develops and updates policies and procedures relating to the City’s Inclusionary Housing Ordinance to address housing needs of residents with incomes that do not exceed the area median, including periodic reviews and updates to address changes in the housing market and housing needs of different demographic groups.
  • Conducts field investigations, economic or public opinion surveys, demographic studies, or other research as appropriate to gather required information; maintains collections of socioeconomic, environmental, and regulatory data related to housing and related services for use by planning and administrative personnel in government and private sectors.
  • Reviews plans and proposals submitted by other governmental planning entities and private organizations to assist in formulation of local and regional housing plans.
  • Staffs the Housing and Homelessness Commission; schedules and manages virtual and in-person meetings; develops agendas and meeting packets, and records minutes.
  • Performs other duties as assigned.

Qualifications:

  • Must possess a Bachelor’s degree from an accredited college or university, with a preference for Public Policy, Public Administration, Urban Planning, or substantially similar area.
  • Must possess four (4) or more years of work experience in housing policy, development or management, economic development, business development, management, or related area. Experience with programs and services for the homeless, affordable housing, and grant management and compliance is preferred.
  • Knowledge, skills, and abilities in the following areas:
  • Knowledge of a wide range of housing issues, including affordability and fair housing, and the tools and best practices to address them.

Position Description
CMAP is seeking to hire an Assistant Analyst within the agency’s modeling group to focus on the
collection, preparation, and analysis of data related to agency research and analysis activities.
Examples of projects include: geocoding transportation performance data for use in preparing
evaluation metrics, improving the spatial level-of-service accuracy of transportation modeling
networks, and analyzing transportation system performance data from modeling tools and other
sources. These and other projects assigned are critical to maintaining the quality and integrity of
CMAP planning datasets.

In addition, assignments will be given that contribute to CMAP’s capacity to respond to regular
requests for data and information by staff and regional planning partners. These include the
preparation of maps and data that support CMAP’s Local Technical Assistance Program and
Performance-Based Programming staff, as well as ad-hoc requests from the Executive Office and
Policy Development staff. Additional assignments include contributing to the implementation of
CMAP’s GO TO 2040 Regional Comprehensive Plan by assisting in the tracking of specific regional
planning indicators.

Responsibilities
 Identify, collect and prepare datasets for urban planning and policy analysis
 Prepare computer procedures to automate analyses and evaluations
 Conduct quality assurance/quality control on methods and procedures
 Prepare analysis summary results and visualization products
 Thoroughly document work products for use by other CMAP staff

Knowledge, Skills and Abilities
The successful candidate must have strong technical skills in managing and processing datasets to
support urban planning analysis and evaluation. In particular, a successful candidate must
demonstrate:
 Understanding of fundamental methods of quantitative analysis in urban planning
 Understanding of data management and processing techniques
 Knowledge of Census and other government data products

Additional desirable skills include:
 Experience using statistical analysis software such as R, SAS, SPSS or Stata
 Experience with Python scripting
 Familiarity with Geographic Information Systems (GIS)
 Familiarity with database software such as Access, SQL Server or PostgreSQL
 Exposure to travel demand modeling software such as Emme, Cube, or TransCAD

Education and Experience

Court-Ordered Receivership Activity
  • Works with Attorney and RC Construction Specialists at direction of Program Coordinator to ensure activities authorized under Court Ordered appointment are completed in a timely manner, court hearings are appropriately attended and activity is communicated clearly to the Court. Court-ordered receivership activities may involve vacant or occupied properties.
  • Working with outside vendors, inspect property to determine level of rehabilitation required for property to be returned to productive use.
  • Works with RC Construction Specialist and Program Coordinator to prepare written specifications for construction services at property. Coordinates the solicitation of bids and contractor selection with Program Coordinator. Ensures compliance with building inspections guidelines with City inspectors prior to Court hearings. Ensures all Building Permits have been duly executed.
  • Activity also includes visits to occupied properties where the Court has ordered relocation assistance be provided and units vacated, interviewing tenants, collecting income qualification documents, requesting relocation check, delivering relocation assistance check in person in exchange for keys and coordinating board-up and security of the property with third-party vendors.
  • Maintains electronic and paper case files and photographs, records of all court correspondence and a log of activity to ensure accuracy of construction documentation, including necessary Court Orders, disclosures, waivers, permits, and certifications for payouts.
Reclaiming Vacant Property
  • Research and identify, title, lien, tax and mortgage information. This activity includes updating the Program Database. At the end of each case, clearly and accurately summarizes into a final statement of activity for presentation to the Judge and all parties, records final liens.
  • Work with community partners and NHS neighborhood directors to assist with the assessment, acquisition, and disposition of vacant buildings.
  • Create and maintain relationships with developers interested in rehabbing vacant property. Provide technical assistance with city forfeiture processes and other means of acquiring vacant property.
  • Identify opportunities for the strategic foreclosure of Receiver’s liens and make recommendations for property acquisition as appropriate. 
Other Duties
  • Work closely with the City of Chicago’s Building’s and Law Departments, other NHS departments, and community-based partners. Attend and participate in functions, community events, meetings and/or trainings, including evenings and weekends.
  • Play an active role in new program development and implementation. Work collaboratively with NHSRC team to develop best practices.
  • Maintains required job skills and core professional competencies. Attends and participates in required educational programs and staff meetings.
  • Performs other duties as assigned.
