Economic Development Coordinator (EDC), Lawndale Christian Development Corporation

Reporting to the Deputy Director, the Economic Development Coordinator will direct both program

management and business operations.

Program Management

The CEDC will serve as Program Manager for three main initiatives, supporting each with recruitment,

coordinating the programs, and managing the facilitators.

• COOP Incubator - The LCDC Co-op organizes residents to collectively form worker

cooperatives with the aim of generating multiple small businesses owned and run by the

community cooperative. Using a multiple stakeholder worker cooperative model, LCDC

provides governance support and back-office services including accounting/bookkeeping, IT

support, human resources management, tax assistance, marketing, compliance, and

governance training.

• Business Services - Because our mission is greater economic success for low-income

communities, we provide these services to a limited number of traditional small businesses

located in communities we operate, and co-ops not affiliated with LCDC located within

Chicago. LCDC provides intensive business implementation courses which educate

emerging and established business owners.

• Internship Program – This program is designed to provide experience in community economic

development, collaborating with LCDC’s Cooperative Incubator and worker cooperatives.

The intern will provide support to staff and gain experience in canvassing, data maintenance,

new business outreach and attraction, and event management.


Business Operations

As a business operations specialist, the EDC will support, advise, and manage small business clients

in LCDC’s COOP incubator and business support programs. This includes one-on-one and group

business consulting, community outreach, communications, and event planning. On behalf of LCDC

and our clients, the EDC works with community partners to advance LCDC’s organizing, cooperative

development, and community relations goals.

In addition, the EDC will support LCDC’s capital management efforts as we deploy seed and capital

funding to clients.

Under general direction of the Director of Community and Economic Development, coordinates development applications, site plan reviews, collects and analyzes planning data; assists in preparing planning studies and reports; assists in policy analysis and formulation; assists in updating the Village's comprehensive plan; coordinates with the GIS consultant to maintain GIS data; reviews development applications and prepares staff reports for zoning changes, Text Amendments, Special Uses  and Variances under the direction of the Director.   Assists Director with Economic Development functions.  Conducts field evaluations and inspections/assessments.  Provides a variety of customer service front-end support to residential and non-residential customers at the Community and Economic Development counter.  


ESSENTIAL DUTIES & RESPONSIBILITIES

    Reviews building permit plans for compliance with applicable zoning, subdivisions, landscaping, and other development codes. Ensures that there is a "sign-off" by the Village Planner and/or Director prior to permit issuance and inspection to ensure compliance prior to occupancy.

    Assists in the maintenance, update, and implementation of goals and policies identified in the Village's Comprehensive and Strategic Plans.

    Assists in the maintenance of a computerized Village database as applicable, including demographics, land use, signs, utilities, transportation, public services, property availability and owner information. Development and maintenance of database includes field surveys, graphics development and statistical compilation.

    Prepares applications, provides necessary documentation and coordination for special projects.

    Assists the Director in reviewing and updating the Village's land use regulations.

    Assists in preparing brochures for developers and citizens outlining and explaining the Village's development process and promotes development opportunities.

    Assists the Director and Village Planner in streamlining the development process and working with developers and citizens as they go through the development review process in obtaining project approval.

    Assists in the maintenance and updating of planning data and geographic information systems as it relates to planning and physical development.

    Assists in the maintenance of the department’s web-presence, including the website, electronic communications, Location One Information Services, and GIS Planning.

    Prepares staff review memos, under the direction of the Director and Village Planner for variances, rezoning, special use and planned unit development proposals for Development Commission. 

    Assists the Director and Village Planner with business and developer outreach and preparation of agendas and meetings of the Economic Development Committee.

    Assists in administering Escrow Agreements, communicating with Finance and Code Enforcement Staff, residents, and real estate professionals to evaluate code violations and establish agreements for them to be remedied following the sale of a property.

    Provides the Community and Economic Development counter coverage in the absence of primary personnel to assist residents with a variety of inquiries.

Position Overview

JOB SUMMARY:

City Planner - City of Crest Hill, IL

The Position

Economic Development Specialist - North River Commission

Job Description: North River Commission (NRC) seeks a full-time Economic Development Organizer. Research Associate - Woodstock Institute

Program Manager - Old Town Merchants & Residents Association

Introduction – Old Town Merchants and Residents Association 

The Old Town Merchants and Residents Association is a 501(c)(6) community organization that functions simultaneously as a chamber of commerce and residential association in the Old Town neighborhood of Chicago. Introduction – Special Service Area #48 – Old Town

 Special Service Areas (SSAs) are locally controlled, locally funded taxing districts used for local community development. They are governed by local taxpayers, and the funds generated are used for programs related to public way beautification and maintenance, enhanced security, snow removal and landscaping services. 

Old Town SSA #48 was established on December 9, 2009, and was reconstituted in 2018. On January 1, 2019, the boundaries of SSA #48 were expanded and granted a 15-year extension. There are eight active Commissioners.

Under the supervision of the Executive Director, the Program Manager oversees the operations of Special Service Area #48 and ensure that all services and programs are effectively managed and implemented. The Program Manager is an employee of the Old Town Merchants and Residents Association with primary duties and responsibilities to SSA #48. The interaction of these entities reflects a ‘checks and balances’ approach that supports transparency and accountability. Communication and respect are the hallmarks of a successful SSA.

Case Manager - Austin Coming Together

Position Description:

The main responsibilities of the Case Manager will be to 1) engage Austin residents and stakeholders through the Austin Community Hub; 2) facilitate coordinated intake and referral with participants and partners; 3) establish rapport, manage communications, and collaborate on events across the service provider network; 4) accompany participants to supportive individuals and organizations in the ACT member and service provider network; as well as 5) provide counseling, case management and administrative support to Hub operations.
