The Board establishes policies, standards, goals and initiatives to ensure accountability and appropriate resource support for achieving the district’s mission. The Board Office staff support the Board in advancing their goals and objectives by (a) facilitating communication with internal and external stakeholders to improve Board member engagement; (b) maintaining Board Rules & Policies; (c) executing contracts, agreements and legal instruments approved by the Board for the district; (d) receiving and distributing subpoenas/liens/summons and other legal documents for the Board; (e) holding monthly Board Meetings; (f) providing support and services to all stakeholders; and (g) managing the Board Archives.

Job Summary: 

Reporting to the Deputy Chief of Staff of Board Development and Policy, the Policy Advisor, Board Development and Policy will perform a variety of highly critical tasks to build the governance capacity of Board Members, and ensure that Board Members have the information necessary for decision-making. 

 

The Policy Advisor, Board Development and Policy will be held accountable for the following responsibilities:

  • Meet with policy owners to review policies and provide substantive feedback during the development, revision, and rescission of District policies.
  • Read and analyze all relevant reports and memos.
  • Assess and communicate the potential impacts, trade-offs, risks, and benefits of key issues and decisions coming before the Board.
  • Remain current with legislation regarding school board governance that may impact existing Board rules, policies, and practices.
  • Support Board Committees by briefing Board Members, attending Committee meetings, creating Committee Reports, and tracking any meeting follow-ups.
  • Support Board Members in their roles on other related Boards (e.g. PBC, CTPF, etc.).
  • Support the Deputy Chief of Staff, Board Development and Policy with the implementation of professional development for Board Members.
  • Work collaboratively with Board Office staff to support other projects, workstreams, or duties as required to achieve overall Board Office success
  • Build high-quality working relationships with relevant internal and external individuals and groups.
  • Other duties as assigned.

 

In order to be successful and achieve the above responsibilities, the Policy Advisor, Board Development and Policy must possess the following qualifications: 

Education Required: 

  • Bachelor’s degree from an accredited college or university
  • Master’s degree preferred

Experience Required: 

  • Minimum of five (5) years of policy analysis and/or policy administration experience required
  • Project management required
  • Significant experience in the education sector is preferred
  • Experience in operations or finance/audit preferred

Knowledge, Skills, and Abilities: 

  • Ability to analyze, synthesize and interpret data and information, identify issues and opportunities, monitor effectiveness of implementation, and adjust accordingly
  • Ability to remain flexible, proactive, resourceful and efficient under pressure and through ambiguity; maintaining a high level of professionalism at all times

Associate Analyst/Modeler - CMAP

Who: The Chicago Metropolitan Agency for Planning (CMAP) is our region’s official comprehensive planning organization. The agency and its partners are implementing ON TO 2050, a new long-range comprehensive regional plan to help the seven counties and 284 communities of northeastern Illinois implement strategies that address transportation, housing, economic development, open space, the environment, and other quality-of-life issues.

What: CMAP is hiring an Associate Analyst / Modeler to support the Transportation Modeling group in maintaining, operating and improving the agency’s set of modeling analysis tools. The Associate Analyst / Modeler will focus on the collection, preparation and analysis of data necessary to support CMAP’s modeling tools, including model calibration and validation activities. Tasks will also include conducting travel demand model runs to support the longrange plan, the Transportation Improvement Program, individual transportation project studies and to satisfy federal Air Quality Conformity requirements. This position will help support the guiding principles of ON TO 2050 by assisting in efforts to improve the responsiveness of the agency’s modeling tools to answer policy questions related to inclusive growth, resilience and prioritized investment through the development of new methodologies and performance metrics. This position will also support the continued development and implementation of CMAP’s activity-based and freight forecasting models.

In addition, assignments will be given that contribute to CMAP’s capacity to respond to regular requests for data and information by staff and regional planning partners. These include data preparation and analysis tasks that support capital programming, policy development and local technical assistance projects. These and other projects assigned are critical to maintaining the quality and integrity of CMAP planning datasets.
Responsibilities include:

Zoning Administrator/Planner I - City of Hobart, IN

Who: The City of Hobart, Northwest Indiana (Lake County) – Department of Planning, Zoning and Preservation

What: The Zoning Administrator/Planner I serves as department advisor to various city administrators and city staff on the evaluation and interpretation of zoning codes, subdivision codes, department forms and bylaws, and where applicable State codes. This position is the primary city staff liaison to the general public on zoning questions, department applications and procedural inquires, review/approval of location improvement permits, and stormwater site practices.

Candidates for consideration will be required to conduct, assist, and consult the Site Review Committee on proposed site plans, ordinance revisions, rezones, and variances; as well as perform site inspection for compliance, enforcement, and perform general office duties. Additional duties may include identifying, initiating, coordinating, and resolving community opportunities and challenges for better community planning; perform research and analysis on specific or general areas of project proposals or land use; assist with the city comprehensive plan, subarea plans, and land development regulations.

ORGANIZATIONAL PROFILE: In April 2015 the Mayor Bill de Blasio released One New York: The Plan for a Strong and Just City (OneNYC), which provides the Mayor's Office of Recovery and Resiliency (ORR) a renewed charge to strengthen social and economic resiliency; upgrade buildings; adapt the region's infrastructure systems; and enhance the city's coastal defenses in response to the evolving risks associated with climate change and other 21st century threats. OneNYC builds off of prior climate resiliency plans, including A Stronger, More Resilient New York released in 2013 that laid out a strategy for (1) rebuilding and making stronger those neighborhoods hardest hit by Hurricane Sandy and (2) improving the City's infrastructure to ensure greater resiliency in the face of future climate change impacts. JOB RESPONSIBILITIES: The Policy Advisor reports directly to a Senior Policy Advisor. S/he provides support to the Office in all efforts to implement the recommendations of One New York: The Plan for a Strong and Just New York and to accomplish the City's resiliency goals. The incumbent will also provide project management and facilitate stakeholder engagement on several planning initiatives, while assisting ORR leadership in the development of policy and projects. Responsibilities may include, but are not limited to:
  • Manage all aspects of discrete planning projects, including project scope development, coordination with City, State and Federal agencies, and project administration, including project tracking and monitoring;
  • Manage relationships with City agencies and coordinating inter-agency actions; working closely with agencies to align priorities, and coordinating parallel planning efforts that support the implementation of the City's resiliency plan;
  • Evaluate the efficacy of existing City, State and Federal planning and providing feedback to relevant parties; and helping to coordinate interactions across the City's land use, flood risk reduction, and coastal protection efforts;
  • Ensure a consistent public message; and providing guidance on all documents that come into and leave the office to ensure a high quality of responsiveness and performance;
  • Assist with the efforts of ORR to monitor progress, track metrics and evaluate effectiveness of all resiliency actions; and ensuring the execution of key milestones and initiatives that further resiliency policy goals;
  • Assist with procurement and oversight of third-party services such as project management, project controls, planning, design, engineering, and other services as required;
  • Lead efforts of ORR to secure sources of funding for initiatives and near-term milestones, including compiling data, providing technical assistance and leveraging professional expertise;
  • Assist with the establishment and maintenance of relevant electronic and paper files by the team's administrative assistant, including project, program and communication files; assist in preparing for and responding to audits; and
  • Assist in miscellaneous stakeholder outreach, special projects and events.

PREFERRED QUALIFICATIONS AND/OR SKILLS:

  • A graduate degree and/or at least five (5) years of full-time relevant professional experience in a field related to this position;
  • A background in policy, planning, project management, or other relevant field is essential, in addition to at least one of the following: an understanding of issues relating to resiliency in an urban setting; knowledge of New York City's governmental structure and policy context; knowledge of Federal funding programs, including CDBG-DR;
  • An understanding of issues relating to climate change resiliency in a large urban setting and/or the interplay of coastal resiliency, the built environment, stormwater management, energy, urban planning, and economic development;
  • Attention to detail and excellent organization skills, which include and are not limited to the ability to manage complex projects; coordinate interagency programs; maintain control of analytical details while balancing large-scale program objectives;
  • Ability to gain the support of independent stakeholders;
  • Willingness to work as part of a team environment, and adapts well to change;
  • Willingness to travel, as required;
  • Excellent communication and interpersonal skills, particularly in terms of creating, directing and translating rigorous, defensible public policy models into transparent conclusions that can be easily explained and understood by the public; and
  • New York City government work experience; or relevant technical, consulting or business background, a plus.
