• Communicates with project stakeholders including the general public, neighborhood groups, businesses, property owners, and other community members to keep them informed about the status of the project; serves as primary technical contact and responds to requests for information from other agencies and the general public; participates in community outreach and education activities such as writing and/or reviewing written and website materials and participating in public and one-on-one meetings and information booths; and prepares and make presentations to a variety of highly organized, volatile stakeholder groups.
• Coordinates with staff of Washington State Department of Transportation (WSDOT), King County, and other local jurisdictions throughout the project development to define and evaluate alignment and station options; participates in the interagency work team; interacts, shares knowledge, negotiates issues, and develops collaborative relationships; prepares and makes presentations to City Councils and other jurisdictions; and develops and negotiates interagency agreements including budgets to accomplish project development.

• Manages and participates in the development and implementation of goals, objectives, policies, priorities and budgets for assigned projects, services, and functional area within the Division; and makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies.

As the Rail Delivery Partner (RDP) Parsons Brinckerhoff provides a variety of planning, environmental, engineering, and program management services in support of the California High-Speed Rail Authority in its efforts to build and operate a statewide high-speed rail system. We currently have an immediate need for Regional Environmental Managers of Quality to provide leadership and process management for preparing environmental clearance documents for portions of the future system to extend from San Francisco/Sacramento to Los Angeles/San Diego.

The candidate must have experience in developing and guiding teams in achieving environmental clearances with the USDOT, other federal and state agencies as the environmental program manager or environmental project level manager. Working knowledge of Federal Railroad Administration’s (FRA) environmental and transportation planning processes and experience in preparing environmental documents for FRA are pluses. Experience in permitting and mitigation monitoring during the construction phase of a transportation project is also desirable. The candidate must have the ability to lead a group of project managers/consultants in overseeing and guiding the production of high quality, well-written environmental clearance documents and in establishing and promoting partnerships with other project management team staff, technical disciplines, client representatives, government agencies, and the Authority’s consultants.

The Regional Environmental Managers of Quality will work closely with the Authority and be part of the RDP environmental leadership team to provide assistance with environmental compliance and documentation expertise for a fast-paced high-speed rail project. This person will need to have the ability to oversee teams in the environmental clearance document production process throughout environmental phases. This requires insight and experience in the numerous technical environmental resource areas included in environmental documents including technical resources methodologies, peer review management and document production.

The person in this position will guide the workload of project managers, consultants and technical peer reviewers in preparing environmental clearance documents for transportation projects; perform complex analyses and studies; oversee and review work, including technical veracity, that is being conducted by other consultants; and Interact with executive leadership and government agencies. This individual will coordinate technical review activities and report directly to the environmental deputy director of the RDP team.

Job Requirements
The Regional Environmental Manager should have a strong expertise in NEPA and state environmental law, and be able to serve as both program and technical leadership for the analysis of environmental impact processes and documents in compliance with applicable governing statutes and regulations. This position requires:

  • Minimum 17 years in progressively-responsible relevant experience. 
  • Master’s Degree in Environmental Planning, Environmental Sciences, Urban and Regional Planning, Geography or a closely related field. 
  • Proven leadership and program/project management skills.
  • Strong analytical, verbal and written communication skills.

About the Agency

DUTIES:
At the full performance level, the Community Planner:
  • Monitors and reviews the state and metropolitan transportation planning process to ensure that an efficient transportation program is developed which is consistent with local, state and Federal objectives.Limit the duties listed to the top 5 or so based on the job analysis, not the PD.
  • Coordinates grant program, funding and project issues with other US DOT modes and other Federal agencies (e.g., HUD, EPA, DOL, etc.).

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

For the GS-11, to qualify on Experience, you must have one year of specialized experience equal or equivalent to the following: 
  • Experience planning, coordinating, or monitoring planning projects, or studies, or carrying out operating assignments, which involve planning problems that are conventional in nature, but of considerable scope.

To qualify on Education, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.You can also qualify on a combination of higher level graduate education and matching experience.

  • You must have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
  • The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.             
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Transformative Development Initiative [TDI] is a cross-agency program at MassDevelopment designed to accelerate redevelopment in the Massachusetts Gateway Cities. The Agency is looking for enthusiastic, entrepreneurial, and accomplished mid-career professionals with diverse experiences who are passionate about the economic, redevelopment, and community-development opportunities in these cities.

Three TDI Fellows will serve as MassDevelopment employees in TDI Districts in the Gateway Cities of Brockton, New Bedford, and Pittsfield for three years to advance TDI redevelopment activities. This second cohort of fellows will join colleagues in Haverhill, Lynn, and Springfield .
The Initiative provides a strategic focus on districts, supporting local public-private collaborative partnerships, and enhanced community engagement by building on localized planning efforts and increase community capacity in revitalization.

This next pool of TDI Fellows will start by April 2016.
