Senior Project Manager, Rail Heavy Maintenance, CTA - Chicago, IL

POSITION SUMMARY

Under direction, provides project oversight and technical support for the Authority’s rail heavy maintenance overhaul programs. Responsible for the overall direction, coordination, project monitoring, control, team integration, change integration of the overhaul project and preform corrective action as needed.

POSITION PRIMARY RESPONSIBILITIES

  • Serves as Project Manager and coordinates with Rail Engineering on various rail equipment/vehicle overhaul projects.
  • Supervises the development of projects and plans related to the overhaul of rail vehicles and equipment.
  • Establishes project schedules, workflow, budgets for vehicle overhauls and tracks progress to ensure deliverables are on schedule and within budget.
  • Reviews contract drawings and correspondence from vendors and part manufacturers, apprises the General Manager and Chief Engineer of issues or concerns, and drafts responses for corrective action.
  • Implement a Quality Assurance plan for deliverables and project milestones.
  • Chairs meetings with project stakeholders, vendors and maintains meeting minutes, and prepares project evaluations and assessment of result reports. Present reports defining project progress, problems and solutions.
  • o Monitors project related activities of overhaul staff, may perform discipline as necessary in conjunction with department managers.
  • Manages the continued maintenance plans and replacement plans of new parts and overhaul vehicles.
  • Collects and maintains parts information, oversees the assignment of Authority specific identification numbers to parts, and coordinates the input of parts data into the Oracle database.
  • Keeps abreast of warranty status information and ensures that vehicles under warranty are not charged for covered repairs.
  • Tracks the progress of overhaul vehicle repair training for CTA personnel and makes adjustments as necessary to maintain schedules.
  • Assigns work to Forepersons, monitors personnel resource needs and schedules, identifies areas of deficiencies, and recommends changes to accomplish project deliverables.
  • Drafts project work plans, specifications, and estimates for labor, material, and equipment costs for projects.
  • Develops performance metrics, analyzes data and summarizes outcomes.
  • Coordinates, schedules, and conducts inspections and testing of overhauled vehicles and parts.
  • Inspects and tests for defects, performance, and compliance with specifications.
  • Implements resolutions to ensure all problems are resolved.
  • May travel to vehicle or sub-system manufacturing plants to inspect for compliance with specifications.
  • Initiates, tracks, and expedites purchase requisitions for vehicles and services received.
  • Tracks the progress of overhaul vehicle repair training for CTA personnel and makes adjustments as necessary to maintain schedules.

Role description

The Multifamily Lending Senior Project Manager position offers the opportunity to coordinate, develop and implement a wide variety of projects, program areas and policy, and operates with considerable independence within a fast moving, exciting and challenging environment.  In addition to managing a portfolio of projects, the Multifamily Lending Senior Project Manager is responsible for leading a program area, such as Bond Program, HOPE SF, Small Sites and Preservation, Commercial Development or Senior Operating Subsidy.

The Senior Project Manager performs difficult and complex multifamily housing finance work, including but not limited to:   

  • Coordinating the development and implementation of commercial program area and housing development activities with other government agencies, private corporations, and community organizations.  Contributing to effective program design and assisting with the development of operating procedures and policies, including providing directions to implementing agencies on those policies. Monitoring and evaluating programs and/or projects to ensure compliance and responsiveness to community needs;
  • Preparing, reviewing, and making recommendations regarding the financing plans and programs, development budgets, construction budgets, operating budgets, timelines, entitlements, service plans, and proposed activities of entities receiving funding to ensure the City’s compliance with applicable Federal, State, and local laws and regulations;
  • Attending program or project-related meetings when requested and representing the office in explaining and interpreting program policies and objectives as well as their applicability to the City and various communities. Providing technical assistance on program operations and systems, and support to project staff, management, and different key stakeholders;
  • Supervising junior staff in carrying out the activities of housing development, as assigned; and

How to qualify

  1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
  2. Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desired Qualifications:
  • A minimum of 6 years of relevant experience in affordable housing development and/or real estate finance, preferably in San Francisco.
  • Possession of a Master’s degree from an accredited college or university in a field related to real estate development, planning, business, public policy, or finance. 
  • Direct experience in the development and/or management of affordable housing assets including new construction, acquisition/rehabilitation, refinancing, , capital improvements, affordable housing finance, mortgage underwriting, pre-development, construction administration, and project close-out.
  • Direct experience with program development and administration including establishing policies and procedures, budget development and funding processes, monitoring and reporting to funding partners and public and private stakeholders, outreach and education, and managing stakeholder input.
  • Direct experience with Federal, State, and local financing programs and rent subsidies such as CDBG, HOME, LIHTC, tax-exempt bonds, , Section 8 Project-based and tenant-based vouchers, CalHFA and HCD programs, and MOHCD programs, etc.
  • Demonstrated organizational skills and ability to meet deadlines and manage multiple projects in a timely manner and to be a team player.
  • Excellent verbal and written communication and strong interpersonal skills, strong analytical, organizational, and quantitative skills. 
  • Proficiency in utilizing and developing complex mortgage loan models in Excel.

NATURE OF WORK:
This is a senior technical position requiring a thorough knowledge of municipal engineering. The position is responsible for the day-to-day operation of the engineering function (in-house and under contract) that designs and constructs the city’s infrastructure, prepares plans, specifications, and estimates of construction projects, attends public meetings to discuss proposed and approved construction projects, performs design and construction inspection work as needed, assists in preparation of the capital improvement budget; prepares reports and technical recommendation for City Council approval and maintains records and reports of technical and official archive materials for Public Works improvement projects.

MINIMUM REQUIREMENTS OF WORK:

  •  Must possess seven (7) or more years of professional engineering work experience, with five (5) or more years in an engineering project manager role managing multiple municipal contracts in excess of $1 million.
  • Must be a registered Professional Engineer in the State of Illinois.
  • Within 18 months, must obtain National Incident Management System (NIMS) certification in IS-700, IS-800, ICS-100 and ICS-200.
  • Within 30 months, must obtain NIMS certification in ICS-300.
  • Must be currently licensed as a professional engineer in the State of Illinois; or fulfill Illinois reciprocity requirements for non-Illinois licensed professional engineers within 6 months of employment.

Senior Project Manager, IFF - Chicago, IL

The Senior Project Manager assumes responsibility for coordinating and managing special initiatives, consulting, and development projects of all sizes and participating in projects led by other staff. The Senior Project Manager takes an active role in securing new work, planning projects, defining methodology and work plans, coordinating and leading a project team, adhering to project budgets and timelines, managing client and inter-departmental relationships, presenting findings to clients and project accounting and reporting. The Senior Project Manager works on many real estate projects simultaneously, participates in departmental planning meetings for projects, is an active Project Team Leader or Project Team Member on projects, and supports the work of the Director and other RES staff as necessary.
Duties and Responsibilities:
1. Plans and organizes special initiatives, real estate consulting, or development projects of all sizes as a Project Team Leader, including establishing goals and timelines, and delineating clear steps that will lead to successfully completing the project.
2. Manages special initiatives and large, complex consulting projects and represents IFF on such projects. From time to time, may manage development projects and represent IFF on such projects or work with IFF's Owner's Representatives on such projects. (See #3 for specific job duties.)
3. Coordinates all aspects of project management for each project or initiative assigned as a Project Team Leader including scheduling internal and external meetings as appropriate, following project steps that have been delineated, managing Project Team Members, including training and mentoring new project associates and project managers, and ensuring that project goals and milestones are being met.

CLASS CHARACTERISTICS Under the direction of the Administrator of Housing Development and Modernization, the Senior Project Manager classification manages highly complex modernization and/or new construction projects of an urgent or technically complex nature, including conversion of public housing to the HUD Rental Assistance Demonstration Program, which may be characterized by intricate funding and permitting processes, complicated public and/or external agency involvement, and a high degree of political sensitivity or visibility. The classification serves as an internal consultant in the design, site planning and preparation of construction documents for such projects. The classification develops and administers consultant and construction contracts. In addition, the classification reviews and evaluates plans specifications and other work products developed by consultant and private contractors. The Senior Project Manager classification differs from the Project Manager classification in that the former is assigned responsibility for the completion of more urgent or technically complex new construction and/or rehabilitation projects, which may address a wide variety of complicated structural systemic and/or aesthetic issues associated with an entire public housing development or a significant portion thereof, and which typically exceed ten million dollars in cost. In addition, the Senior Project Manager classification exercises a higher degree of independent decision making.
SUPERVISION RECEIVED AND EXERCISED This classification receives general direction from the Administrator of Housing Development and Modernization. The Senior Project Manager classification may directly supervise Project Managers and clerical personnel assigned to specific projects.
EXAMPLES OF ESSENTIAL JOB FUNCTIONS (Illustrative Only) 
Duties associated with the Senior Project manager classification include but are not limited to the following. Determines the scope of assigned RAD conversion, rehabilitation and/or new construction projects. Prepares proposals and new contracts for consulting services. Makes technical decisions and establishes technical criteria and standards. Prepares projects plans, schedules and cost estimates from concept through design and construction. May prepare design development documents for assigned projects. Makes recommendations regarding the selection of consultants and private contractors. Directs or coordinates the planning of assigned RAD conversion, rehabilitation and/or new construction projects. Reviews the recommendations of subordinate personnel. Makes decisions regarding the feasibility of alternative proposals. Assumes responsibility for the completion of assigned RAD conversion rehabilitation and/or new construction projects on time, within budget, and at a high level of quality. Confers with technical staff, regulatory and other public agencies, consultants, private contractors, and resident organizations regarding planning, design, construction, financial and related procedural issues, and resolves such issues. Monitors consultant and construction contracts. Reviews and approves plans and other work products prepared by consultants and private contractors. Monitors work flow and project schedules. Controls project expenditures to insure conformance with budget and design and private contractors. Monitors work flow and project schedules and modifies the work flow of an assigned project to insure conformance with the project schedule. May modify the schedule of an assigned project, as required. Attends unit, divisional and agency-wide meetings as required. May represent the unit, division or Authority at senior level meetings and conferences regarding rehabilitation and/or new construction issues and/or activities. Prepares reports, memoranda, letters and other forms of documentation associated with the duties and responsibilities of the classification. Performs other related duties, as assigned.
QUALIFICATIONS Knowledge of:
  • The incumbent must possess a thorough, experience-based understanding of the principles and practices associated with the design development and construction engineering processes; 
  • local, state and federal statutes, ordinances, rules and regulations regarding consulting and construction contracts; 
  • public sector construction funding alternatives; 
  • modern construction methods; and construction related contract administration and inspection processes.
Skills: 
  • The incumbent must possess the ability to analyze design and construction related problems, identify alternative solutions, and anticipate the design and/or functional consequences associated with proposed actions; 
  • interpret consulting and construction related local, state and federal statues, ordinances, rules and regulations, and Authority policies and procedures; 
  • facilitate the resolution of issues associated with the construction related funding and/or permitting processes; 
  • utilize PC based word processing and spreadsheet software packages such as Microsoft Word, Project, Access or Microsoft Excel; and communicate effectively, both orally and in writing, and make effective public presentations.
Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. 
A typical way to obtain the required qualifications would be: 
  • Education equivalent to the completion of a Bachelor’s degree, from an accredited college or university with major course work in architectural design, construction engineering, city planning or a closely related field. 
  • A Master’s degree is highly desirable. 
  • Eight (8) years of increasingly responsible experience in the development of plans, schedules and cost estimates, and the monitoring of the design development and construction processes associated with the modernization and/or development of public facilities. 
  • Two years of the required experience must reflect the management of technically complex, multi-million dollar public sector construction projects. 
  • Experience with HUD RAD, HOPE VI and/or Choice Neighborhoods program implementation is preferred. 
  • Sensitivity to and experience working with the ethnically and culturally diverse individuals, communities, agencies and organizations which comprise the constituency of the San Francisco Housing Authority.
Licenses and Certifications: Possession of, valid driver’s license and insurability by the Authority’s automobile insurance carrier by time of appointment.
PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect Authority development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points; to operate a motor vehicle, and to visit various Authority and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.
ENVIRONMENTAL ELEMENTS Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
