Program Associate for Transportation - The Northwest Municipal Conference (DesPlaines)

Who: The Northwest Municipal Conference (NWMC), a council of government representing forty-three municipalities and one township in the north and northwest suburbs, is seeking a motivated, responsible, energetic individual for the position of Program Associate for Transportation.

What: The Program Associate for Transportation coordinates transportation planning and programming activities on behalf of NWMC members, assists with project management on regional studies, provides assistance to members in preparing transportation grant applications for federal and state programs and acts as a liaison for members to various federal, state, county and regional transportation agencies. The responsibilities include, but are not limited to, the following activities:
  • Represent the needs of NWMC members to the Chicago Metropolitan Agency for Planning (CMAP), the Illinois Department of Transportation (IDOT) and other transportation and planning agencies. 
  • Manage the Surface Transportation Program (STP) for the North Shore Council of Mayors, including oversight of project funding and implementation. 
  • Monitor transportation programs including the Congestion Mitigation & Air Quality Program (CMAQ), the Transportation Enhancement Program (ITEP), Transportation Alternatives Program (TAP), Local Technical Assistance Program and the Community Planning Program to ensure municipal access and understanding. 
  • Assist with managing various NWMC led planning initiatives, such as the NWMC Bicycle Plan, including consultant hiring, plan development and implementation. 
  • Disseminate information to NWMC membership via NWMC Transportation Newsletter, weekly briefings and other written and verbal means. 
  • Prepare agendas and minutes for various committees and task forces. 
  • Perform other duties as assigned by Executive Director, Deputy Director and Transportation Director.

The City of Freeport, IL is interviewing for a full-time Grants Coordinator. This position is responsible for preparing grant applications and administering grants for demolitions, housing, Brownfields, public safety, community development and other state and federally funded programs. Good writing skills, attention to detail, and financial reporting experience are essential qualifications. The grant coordinator also works with all City departments; therefore communication skills are important. Minimum requirements include two years’ experience administering housing grants or other equivalent programs, and three years’ experience in grant writing, community development or a related field.

Position Description
  • The Kitchen Community is seeking a Project Coordinator to assist with site reviews, site design, construction activities, and maintenance tasks. Reporting to the Regional Project Manager, a primary responsibility is to serve as a liaison with the schools and their garden teams to ensure successful Learning Garden pre-build and Planting Day activities. The Project Coordinator visits sites and works with the schools and garden teams to develop and review effective garden team goals.
  • Primary Responsibilities
  •   Coordinate with TKC Operations Manager and Regional Project Manager in grading, targeting, and selecting recipient schools for Learning Garden grant applications.
  •   Work with Regional Project Manager to assist with Learning Garden site analysis and site selection.
  •   Proactively manage communications with schools regarding Learning Garden pre-build and build information.
  •   Assist with scheduling meetings, updating contact information, and tracking school information.
  •   Promptly respond to emails and inquiries.
  •   Communicate with district facilities personnel, school principal, and school facilities manager regarding garden site, scope, requirements, project timelines, and deliverables as needed.
  •   Meet school garden teams, review plans, and communicate as necessary. Determine team’s weaknesses and strengths. Relay this information to Regional Program Manager.
  •   Assist in developing project tasks and resource requirements, including site design tasks.
  •   Coordinate and execute project plan within scheduled project timelines.
  •   Coordinate with TKC Program team regarding applicants and installed Learning Garden schools.
  •   Coordinate the Installation Day with the Learning Garden Program Manager, school community, and garden team.
  •   Provide on-site garden assistance to Learning Garden Educator(s) and school garden team on Installation Day.
  •   Transition the school relationship to the Garden Educator.
  •   Assist with proper product installation as required and review minor maintenance procedures with schools administration and facility management.
  •   Assist in reviewing, executing, recording, and tracking required warranty repairs.

Required Qualifications
  •   Minimum education of bachelor degree in related field such as landscape architecture, construction management, urban planning, urban agriculture, environmental science, or environmental design.
  •   Demonstrated ability to work with diverse groups of people.
  •   Strong oral and written communication skills, including public speaking skills, and capacity to work with team, contractors, and clients.
  •   Ability to work independently, multi-task and coordinate several major activities at once, in a flexible manner.
  •   Proficient computer skills with AutoCAD, Excel, and Word. Adobe Suite knowledge a plus.
  •   Valid driver’s license and reliable personal vehicle (mileage reimbursement provided).

Preferred Qualifications
  •   Three years of construction management and site design experience.
  •   Interested in local food systems, urban agriculture, and/or school gardens.
  •   Knowledgeable about the garden growing season in the region.
  •   Familiarity or previous experience with non-profit organization(s).
  •   Ability to work some evenings and weekends as needed.

Summary of Duties

Reporting directly to the Director, Grant Administration, the Manager, Grant Applications will provide planning and management of the Grant Development department. Direct the preparation and submission of grant applications for federal, state, and local funding agency approval. Coordinate work plans, manage staff, review of environmental documents developed by other departments, and direct the preparation and submission of environmental packages to funding agencies. Lead the review of completed grant proposals and monitor Metra's position in funding apportionments and allocations. Manage the preparation of public hearing notices and the Program of Projects to be published. Serve as the Hearing Officer for the annual grant public hearing. Manage various post-award grant-related activities, including, but not limited to: departmental execution of Master Agreements and Certifications & Assurances; releases of funds; and grant-application data furnished to various audits and program reviews. Perform other related duties as needed to meet the ongoing needs of the organization.
Minimum Acceptable Qualifications

Must possess a Bachelor's degree in Business Administration, Finance, Engineering, Transportation Planning, Urban Planning OR in lieu of specified degree, any combination of education and experience may be substituted for the required degree that equals four (4) years in grant administration and implementation. A Master's degree is preferred.
In addition to #1, must have five (5) years of experience in any combination of the following: capital program development, grant development, or federal grant administration; preferably in public transportation or a related industry.
Must have three (3) years of indirect supervisory experience that includes three (3) of the following responsibilities: day-to-day employee management, assigning tasks, providing guidance and training, monitoring performance, conflict management, budgeting, hiring, disciplinary and/or termination.
Knowledge of federal and state grant procedures and local planning; capital program, grant development and implementation processes.
Proficient in Microsoft Office Suite, specifically Access and Excel.
Working knowledge of mainframes, Oracle-based programs, and be able to develop and maintain application programs.
Strong interpersonal and communication skills in dealing with all levels of management, outside agencies, and organizations.
Ability to multi-task, set priorities, problem solve, and meet strict deadlines.
Must possess and maintain a valid driver's license.

The City of Berkeley is currently seeking applications from highly qualified individuals for Associate Planner. This classification is located in the Land Use Planning Division of the Planning Department, and in the Transportation Division of the Public Works Department.
Associate Planner - Transportation Division 
The Associate Planner in the Public Works Department works on the City’s employee transportation benefits program, which includes the AC Transit Easy Pass, pre-tax commute benefits, car sharing, and bicycle pool. The position also works with transit providers, primarily AC Transit, on transit projects affecting Berkeley, including service planning and bus stop improvements. The Land Use Planning Division administers zoning regulations, reviews development projects and assists the community in its efforts to plan for the City's physical, cultural, environmental, and socio-economic future. If current planning activities are assigned, work will include data collection, provision of information to the public at the zoning counter, processing development applications, and environmental review. If policy planning activities are assigned, work will include ordinance and plan revisions, and other land use studies.
