Three years advanced professional transportation planning experience. A Bachelor’s or Master’s degree in Planning, Geography, Urban Studies, Sociology, or Political Science substitutes for six months of experience. The advanced professional experience must include:

Experience applying current state and national best practices for bicycle and pedestrian planning, facility design, and ADA compliance to plans, and projects.

Senior Schedule and Service Design Analyst - Metra

Transit Planning and Project Manager - Northern Virginia Transportation Commission (Arlington, VA)

Metropolitan Transportation Services (MTS) is responsible for regional transportation planning for all modes and develops the overarching transportation policy plan for the Twin Cities metropolitan area. The Division of Operations Planning – Rail Planning carries out short-term and long-term planning for rail infrastructure and service improvements. Specifically, the Rail Networking Planning team tracks ridership demand, analyzes and develops subway service improvement alternatives, evaluates travel time and accessibility impacts for riders, and recommends changes to meet ridership needs within budget and in coordination with operational departments and capital planning.

The successful candidate will have an integral role in for the Second Avenue Subway expansion project. The candidate will develop plans for permanent service changes dues to new subway expansions; monitor service changes due to ridership patterns; and identify long-term service changes to accommodate reconstruction projects and their impacts.

Additionally, the Manager will assess current passenger loads, identify potential crowding issues, as well as coordinate with capital program, operating, and passenger information departments. The incumbent will be responsible for writing technical reports and giving presentations concerning ridership and other rail service planning issues. In order to provide analytical support to transit service planners, the position requires an excellent understanding of transit planning, practices, data collection and analysis techniques and familiarity with NYC and its transportation systems. The selected candidate will also be responsible for analyzing ridership counts and ridership data to determine required service adjustments to comply with our service frequency and loading guidelines; review major projects that require extensive track access, develop appropriate service diversions and coordinate the implementation of the service diversions; and analyze subway line-haul impacts of city rezoning proposals and other development projects.

JOB DESCRIPTION: We seek an Associate Transit Planner who will perform the following tasks:

1. Plan and implement changes in fixed routes and community transit services operated by Pace garages and contractors;

2. Analyze route performance data from Pace’s intelligent bus fleet such as on-time performance and automatic passenger counting in order to make improvements in service;

3. Conduct field work to review current service and plan new service;

4. Assist in Pace’s posted stop program to transition bus stops from flag stop to posted stops to speed up service.

QUALIFICATIONS:
The qualified candidate must meet the following requirements:

A. A Bachelor’s Degree in Urban Planning with a transit focus or Transportation Planning. A Master’s Degree in Urban Planning or Transportation Planning is desirable. The candidate’s GPA for undergraduate and graduate school should be high.

B. At least 2 years of experience in a public or private transit position (a combination of full time employment and internships in transportation planning can be used for the required experience).

C. Possess excellent verbal and written communication skills.

D. Have outstanding interpersonal skills and an outgoing personality.

E. Be energetic and able to work independently or on a cross functional team.

F. Be a good problem solver and able to evaluate complex problems and be able to quickly resolve these issues.

G. Able to use the following software applications: ArcMap/GIS, Excel, Word, Outlook and Power Point. It’s a plus if you have knowledge of Hastus scheduling and Hastus ATP.

H. A good work history.

I. Possess a valid driver’s license and a clean record in order to use staff cars for field work or to attend off-property meetings.

TransitCenter, a civic foundation committed to improving urban mobility, seeks a Program Analyst to join its New York City office. The successful candidate will be an integral member of a unique, dynamic, and growing organization and contribute research; develop and implement programs and projects related to improving transportation in cities; administer grants; and build organizational capacity.
Responsibilities
As part of a team, the Program Analyst will research issues, develop opportunities, and execute projects that promote sustainable urban mobility, with oversight from senior staff. Some projects may be executed through the use of program consultants with specialized subject matter expertise, who the Program Analyst must be qualified to oversee. An initial primary area of focus draws on a diversity of topics such as transit planning, technology, rider information, or capital project finance. While specific assignments will be shaped in part by the Program Analyst's particular background, a successful candidate will have avid interest and versatility to work on a range of other transportation-related subjects as assigned.
The Program Analyst will also share responsibility for communicating TransitCenter's initiatives through articles, blog posts, and social media.
TransitCenter's is a small but growing organization, so the Program Analyst may also be expected to play a hands-on role in operations and shoulder a portion of the organization's administrative and clerical duties as assigned.
The position is based in New York City. The salary range is $55-70,000 commensurate with experience, with a competitive benefits package.
Requirements
The successful candidate will have:
  • Fundamental understanding of the principles underpinning sustainable urban mobility and an intuitive appreciation of the role that transportation plays in contributing to urban vitality. While technical knowledge of transit can be a plus, it is not a requirement, and is secondary to natural curiosity and passion for the mission.
  • Keen critical thinking, with an ability to scan developments in research or case studies, make connections across disciplines, and draw hypotheses and/or rigorously-supported conclusions.
  • Research capacity to build a case through solid evidence. General knowledge of common primary and secondary sources for issues related to urbanization and transportation.
  • A background in the methods and practice of civic action and/or philanthropy will be considered a plus.
  • Excellent writing and presentation skills and a strategic communications mindset. Because our work intends to influence public policy, design, practice, and culture, how something is communicated is nearly as important as what is being presented.
  • Attention to detail and strong organizational skills will be useful in project implementation.
  • A bachelor's or master's degree in a field related to urban planning, public policy, development, business, or economics; we strongly invite applicants with undergraduate degrees in the humanities, physical sciences or liberal arts to apply if they additionally possess a master's degree or work experience related to urban transportation.
  • At least 3-5 years of professional experience in an organization related to urban planning and development, civic activism, transportation, the environment, and/or public policy.
  • Technical facility with at least one of the following will be favorable: Adobe Creative Suite, GIS, social media, or web publishing.
  • Excellent interpersonal skills, ability to form connections with people from diverse backgrounds, flexibility, and a sense of humor to add to the organization as it evolves.

The City of Berkeley is currently seeking applications from highly qualified individuals for Associate Planner. This classification is located in the Land Use Planning Division of the Planning Department, and in the Transportation Division of the Public Works Department.
Associate Planner - Transportation Division 
The Associate Planner in the Public Works Department works on the City’s employee transportation benefits program, which includes the AC Transit Easy Pass, pre-tax commute benefits, car sharing, and bicycle pool. The position also works with transit providers, primarily AC Transit, on transit projects affecting Berkeley, including service planning and bus stop improvements. The position will also support several grant-funding transportation capital improvements projects, including efforts to upgrade the Downtown BART station and transit area, develop Complete Streets projects, and implement the City’s Bicycle and Pedestrian Plans.

The Associate Planner in the Planning Department performs a variety of professional activities in support of the City’s planning services. The Land Use Planning Division administers zoning regulations, reviews development projects and assists the community in its efforts to plan for the City's physical, cultural, environmental, and socio-economic future. The NYC Subway recently celebrated its 110th anniversary and reached a record ridership of over 6 million daily riders. Today, MTA New York City Transit faces many exciting challenges: growing ridership, capacity and financial constraints, changing technology, and increasing customer expectations. These challenges demand a visionary approach, one that looks to redefine the service we provide in order to meet the needs of the next 100 years. The 21st Century Service Delivery unit, reporting to the agency’s President, is tasked with developing this vision of how we deliver customer service within our system, how we communicate with our riders, and how we strategically, creatively, and aggressively enhance capacity within our system, and with developing the implementation plans to carry it out.
The Director of Station Service Delivery and Capacity Enhancement is responsible for defining the future of service delivery within Subway stations and for developing a long-term plan to enhance capacity within our Subway and Bus network, collaborating with key players at all levels from across the agency to solicit information, develop proposals, make recommendations, and gain agreement and approval. The selected candidate will:
  • solicit input from management within NYCT and other MTA agencies, from external parties, and from research of industry best practice and innovation to develop proposals;
  • work with colleagues to determine what is required to support proposed initiatives in terms of infrastructure, tools, people, and processes;
  • lead the prioritization of initiatives and the development of implementation roadmaps;
  • present recommendations and proposals to decision-makers to gain their approval;
  • guide the procurement and management of capacity assessment and mitigation studies;
  • chair a committee that leads short-term capacity enhancement initiatives;
  • coordinate the development of detailed implementation plans;
  • lead organizational change management efforts for all changes resulting from proposals;
  • coordinate resourcing and training activities with Human Resources and Operations Training;
  • supervise subordinate staff and oversee the work of team members from other business units; and
  • manage consultant contracts
Education and Experience:
  • A baccalaureate degree from an accredited college in Transportation Management, Public Policy, Urban Planning or a related field; and a minimum of eight (8) years of experience, of which five (5) years must have been in a managerial or supervisory capacity

  • A satisfactory equivalent of the combined education and experience requirements.
