What: This position applies basic knowledge of supply chain operations and logistics principles to assist with delivering day-to-day transportation services to CPS students city-wide. Ventura County Transportation Commission seeks a Transit Specialist to assist in the planning and organizing of bus transit programs; coordinate program services; monitor service quality; survey patrons; and do related work as required.
Desired Qualifications:
Knowledge of:
  • Transportation needs of the community.
  • Principles, techniques, and methods of creating bus schedules.
  • Transit planning and demand analysis.
  • Survey development, methodology, and analysis.
  • Report preparation and recordkeeping techniques.
  • State and Federal Transit funding programs and sources.
  • Applicable local, state, and federal laws and regulations, including ADA, public contract code and application of California Public Utilities Commission regulations.
  • Governmental procurement and contracts management requirements.
  • Standard administrative practices and procedures, including the use of standard office equipment.
  • Business letter writing and the standard format for reports and correspondence.
  • Records management principles and practices.
  • Budget preparation and coordination.

JOB SUMMARY
Chicago Public Schools is the third largest school district in the United States, serving over 409,000 students at 482 elementary schools, 122 high schools, and 120 charter or contract schools.  CPS employs more than 40,000 people, more than half of whom are teachers. 
 
Reporting directly to the Director of Operations, this position establishes routing department policies and procedures, co-ordinates day-to-day bus routing activities, and is the project manager in the implementation of route optimization strategies.
 
PRIMARY JOB RESPONSIBILITIES
·         Systems Maintenance:
o   Performs daily maintenance and back-up of the Edulog routing system. 
o   Ensures the integrity and daily functionality of Edulog routing software.
·         Develops Training Program:
o   Develops training program and materials for new hires.
o   Co-ordinates training sessions with third parties.
o   Provides evaluation, feedback, and direction for team member development.
·         Establishes Department Policies and Procedures:
o   Develops policies and procedures as it relates to run creation   
o   Determines department work load structure and distribution
·         Validates Pairing Feasibility:
o   Determines the operational feasibility of current run pairings through comparative analysis of planned data in Edulog, and actual data from GPS reports.
·         Establishes Department KPI’s
o   Establishes KPI’s for individual routing team members.
o   Establishes vendor KPI’s and quantitative analytics
·         Project Management Lead:
o   Implements and manages route optimization strategies as directed.
·         Routing Department Point-of-Contact:
o   Acts as the point-of-contact for communication and coordination with/between the routing department, STS, and CPS.
·         Quality Assurance:
o   Collects, archives, and manages vendor KPI’s.
o   Provides evaluation of individual vendor performance
o   Participates in vendor audits as needed.
·         Performs other duties as they might be assigned.
 
EDUCATION/EXPERIENCE REQUIREMENTS AND KNOWLEDGE/SKILLS
· Bachelor’s degree, preferably in logistics, supply chain management, hospitality, information technology, business or related field.
· One (1) to two (2) years of experience with transportation routing/scheduling systems required, or a combination of education and related experience.
· Working knowledge of Chicago geographic area, city streets, road system, and traffic patterns. 
·  Advanced knowledge of Microsoft Office (Excel, Word, and Power Point).
· Strong mathematical skills to make accurate math calculations.
· Excellent organizational skills, adapt to changing priorities and meet deadlines
· Must work well under pressure.
· Understanding of bell times and time-sensitivity of projects.
· Ability to attend to detail and follow tasks through to completion.
· Ability to work independently with minimal supervision.
