The Marin County Human Resources Department and the Marin County Community Development Agency are announcing a recruitment for the position of Planner to join the Sustainability team of the Planning Division.
The Planner is primarily responsible for the following three core areas of work: (1) providing technical assistance to municipalities and homeowners in the area of energy efficiency and green building practices; (2) coordinating the efforts of an advisory committee to establish and monitor implementation priorities for the Climate Action Plan; and (3) preparing ordinances, administering grants, and monitoring and reporting on the effectiveness of various sustainability initiatives.
The ideal candidate is a critical thinker who possesses excellent collaboration, organizational, public outreach and writing and presentation skills. (S)he has experience drafting policies or developing programs that implement the sustainability component of a general or climate action plan, administering grant-funded programs that advance climate change initiatives, and providing technical and project management assistance in the area of energy efficiency and/or green building. The ideal candidate is eager to learn and work in a fast-paced environment and will be committed to enhancing his or her knowledge and technical skills through direct experience. In addition, he or she possesses excellent interpersonal skills, enthusiasm and a strong commitment to customer service.
MINIMUM QUALIFICATIONS:Typically, graduation from college with a major in planning, geography, architecture, landscape architecture or closely related field and a minimum of one year of professional land use related planning experience.

Associate Planner - Transportation Division
The Associate Planner in the Public Works Department works on the City’s employee transportation benefits program, which includes the AC Transit Easy Pass, pre-tax commute benefits, car sharing, and bicycle pool. The position also works with transit providers, primarily AC Transit, on transit projects affecting Berkeley, including service planning and bus stop improvements. The position will also support several grant-funding transportation capital improvements projects, including efforts to upgrade the Downtown BART station and transit area, develop Complete Streets projects, and implement the City’s Bicycle and Pedestrian Plans.

Reporting to the Executive Director, the Chief Operating Officer will have both internal and external responsibilities, ranging from partner development and project management (business development, strategic management support of high-quality product delivery) to human capital (HR/recruiting, mentoring, career progression). The Chief Operating Officer will partner closely with the Executive Director to chart Futurewise’s future growth and strategic response to an ever-increasing demand for the organization’s services.

Responsibilities
Reporting to the Executive Director, the Chief Operating Officer will lead internal operations and will have the following responsibilities:
Organization Building
Serving as the internal leader of the organization, the Chief Operating Officer will:
- Working in partnership with the Executive Director, develop thought leadership around strategic direction of organization and help implement the organization’s strategic plan and put in place the processes that support achieving the plan
- Own the overall operational plan and budget. Manage their collaborative development with Executive Director and staff
- Own the performance management process that measures and evaluates progress against goals for the organization
- Own Futurewise’s day-to-day operations. Manage the essential internal organization activities (human resources, administration, strategic and organizational planning)
- Identify and implement best practices, improving and replacing internal systems as needed, including information technology, with an eye toward future goals and budgets
- Provide for all staff, including regional operations, a strong day-to-day leadership presence
- Mentor and coach staff to promote professional development, integrated program performance and significant job satisfaction
- Grow revenue and contract management infrastructure within programs.
Serving as a key resource for the Executive Director, the Chief Operating Officer will:
- Keep the Executive Director apprised of operational and budget status
- Develop and implement systems for reporting, measurement and supporting programmatic performance and results
- Represent Futurewise in industry group conferences, professional associations and other public venues
- Work with the Board of Directors in the Board’s capacity as a full Board, Executive Committee and Chairs/Members of key board committees
- Build and maintain strong relationships with Futurewise’s external partners and represent Futurewise in select public venues.

Qualifications
The ideal candidate will have the following qualifications:
- 10+ years in a senior management position in a nonprofit organization, foundation, private sector, or government agencies
- A Master’s Degree either in business administration, planning or policy.
- Demonstrated record of delivering superior results in complex, pressure-driven circumstances
- Demonstrated ability to build and maintain relationships with a wide array of people – junior and senior, for-profit, public, and nonprofit, and from diverse backgrounds
- Outstanding communication and interpersonal skills are essential
- Ability to exercise tact and diplomacy in organizational settings
- Demonstrated record of being a self-starter, self-motivated with imagination, creativity and discipline

The City of Hutchinson is seeking an Associate Planner.
Under the supervision of the Senior Planner and the Director of Planning and Development, the Associate Planner is responsible for the full range of planning functions within the City, including zoning, subdivision, historic preservation, floodplain, code enforcement, comprehensive planning, community development and housing support, grant support and planning functions. Writing reports, providing citizen assistance and gathering information for the Senior Planner, Department Director and City Council are expected. This employee should possess excellent communication, organizational and public relations skills.
Duties:
- Meets with citizens and developers and helps guide them through the development application process, anticipating potential issues and offering alternatives.
- Interprets and enforces the zoning regulations and issues zoning permits, including but not limited to fence permits and sign permits;
- Prepares reports for and provides staff support to the Planning Commission, Board of Zoning Appeals, Subdivision Committee, Community Improvement Commission and Landmarks Commission;
- Conducts research projects;
- Notifies property owners of proposed developments and prepares public hearing notices for publication in the local newspaper;
- Reviews site plans and subdivision plats for compliance with regulations;
- Prepares GIS maps for reports and prosecutions;
- Reviews and authorizes building permits and certificates of occupancy on behalf of the Planning and Development Department;
- Analyzes the City’s Flood Insurance Rate Maps and historical district/landmark maps and makes determinations based thereon;
- Conducts zoning investigations and prepares zoning violation notices;
- Makes oral presentations to the Planning Commission, Community Improvement Commission, Subdivision Committee, Board of Zoning Appeals and Landmarks Commission;
- Performs historic review using the Secretary of the Interior’s Standards for Rehabilitation for designated properties; and
- Assists with development and implementation of the Comprehensive Plan.
Experience:
A minimum of one year of similar or related experience is preferred. The employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months of employment.
Education:
A bachelor’s degree in Urban Planning, Geography or a related field is required, with a master’s degree in one of these fields desirable.

The Director, City Planning reports to the Executive Director, City Planning & Development and leads a broad portfolio comprising four Branches: Long Range Planning; Regional Planning; Neighbourhood Planning; and Infrastructure Planning, while managing an operating budget close to $7 million and a team of about 40 professionals.
As the Director, you will lead the implementation of the City ofRegina’s new Official Community Plan with a focus on the Interim Phasing and Financing Plan component; and identify the current / future needs and growth requirements of the City. You will direct the development of and implementation of comprehensive land use plans, tax incentive policies and programs to encourage housing and land use planning and development. You will develop and maintain strong working relationships with Council, external stakeholders and business partners as well as the general public to facilitate effective involvement within respect to City building and regional planning. You will also work closely with Council and senior staff to establish the regional planning agenda for the City and build strategic relationships with the City’s regional partner municipalities. In addition, you will effectively engage the public to facilitate effective public input and involvement in policy development, program evaluation, and performance assessment.
You possess a thorough knowledge of planning principles, legislation, legal requirements and best practices within the planning discipline and you possess significant expertise with citizen engagement and in land use planning.
