Metropolitan Transportation Services (MTS) is responsible for regional transportation planning for all modes and develops the overarching transportation policy plan for the Twin Cities metropolitan area. MTS also serves as staff for the Council in its role as the Metropolitan Planning Organization (MPO) and for the Transportation Advisory Board's (TAB) Regional Solicitation process, which allocates over $180 million in federal transportation funds on a bi-annual basis.

MTS is seeking to fill a Planner position. Candidates should have experience and expertise in
transportation planning. Specific experience in transit planning or transit development; federal metropolitan planning processes, programs and requirements; or multimodal transportation planning is preferred.

This position will be primarily involved with policy development and planning work related to transit, transitways and the relationship between transit and land use. The position will also be involved in general transportation studies and policy work that may cover a variety of modes including highways, bike and pedestrian studies. The person in this position may be assigned as the Council representative to transitway corridor and transportation studies led by other regional transportation partners, such as the counties, cities, Minnesota Department of Transportation, or Metro Transit. This position will be actively involved in the update to the regional Transportation Policy Plan (TPP) and other policy work and consultant studies being done to prepare for the TPP update. 

EXAMPLES OF DUTIES
• Participate as an active team member on transportation planning studies, with an emphasis on transit policy and planning studies.
• Represent the Council on transitway corridor and other studies led by other regional partners.\
• Work with cities and the Council's Community Development division to implement policies and
practices that better integrate transit and land use and assist in reviewing the transit elements of local comprehensive plans
• Assist in preparing and updating state and federally mandated planning documents such as the
Transportation Policy Plan on an as needed basis.
• Make presentations to the Transportation Committee, TAB and TAC and other groups as needed.

QUALIFICATIONS

A Master's degree (by end of spring semester 2016) in planning or policy analysis or related field with a transportation emphasis AND some internship or work experience in local or regional transportation planning.

Equivalency: A Bachelor's degree (by end of spring semester 2016) in city planning, urban studies, civil engineering or related field AND at least two years experience in local and regional transportation planning.

Desired Qualifications

• Master's degree in planning or policy analysis or closely related field and relevant internship/work
experience.
• Experience in transit, transitway or land use planning, funding or implementation.

Knowledge, Skills and Abilities

• Intermediate or advanced skills in MS Word and Excel. Ability to perform technical analysis using
spreadsheet and database programs. Knowledge of GIS.
• Knowledge of policy analysis and planning principles, methods, and theory. Knowledge of Council
policies, practices, and operational procedures with transportation planning and highway planning.
• Basic knowledge of the governmental environment in which the Council works as it applies to the
policy area of the position.
• Ability to relate responsibilities to policy and planning process.
• Ability to communicate effectively, orally and in writing, to internal and external stakeholders.
• Ability to exercise sound professional judgment and consistently and effectively apply the policy
guidelines of the Council.
• Ability to establish and maintain effective working relationships with all relevant Council
stakeholders.
• Ability to analyze and interpret Council policy and apply it effectively in the policy analysis or
development process.

We are currently seeking an experienced Design Manager for the US Transportation & Infrastructure Sector to service the Central US Region. We are looking for someone with experience working with major Contractors in a Design/Build environment dealing with major highway/bridge construction. The successful candidate will have demonstrated a strong track record of winning and delivering design/build work within budget, quality and schedule for multiple projects. This will include leading design teams delivering commercially based design solutions and coordinating the various deliverables; effectively scoping and packaging the work plus managing and controlling the design process from preliminary solutions through the production of “as built” documentation across the lifecycle of the design process. In addition, the candidate should have a desire to continuously pursue innovation and development, with a focus on delivering and improving the design service in the “design and build” environment.

Responsibilities:
  • Profitably deliver large highway/bridge design/build projects.
  • Work with other managers, project engineers, and discipline leads to develop budgets, programs, schedules and clear Project Delivery Plans.
  • Working closely with Contractors, lead and manage the development of the design scope through the lifecycle from inception/tender to construction completion.
  • Drive innovative solutions during bid and delivery phase.
  • Ensure quality deliverables throughout the project lifecycle.
  • Undertake regular coordination/design reviews with the design and commercial teams to actively manage change and ensure timely submission of Early Warnings and Change Orders.
  • Assist and mentor the professional development of future design managers.
  • Ensure consistency of the design of the various portions of the projects with respect to adherence to the design criteria, multiple interfaces, required standards and the approval process.
  • Proactively drive Safety and ensure that Health, Safety, Environment and Security requirements are properly considered and included in all stages of the design process.
  • Proactively drive the Risk Management and Value Engineering processes - lead all VE studies, constructability and other workshops.
  • Manage the responses to design “Requests For Information”.
  • Carry out periodic and end of phase/project reviews and audits with the contractors and design teams to ensure that lessons learned are captured, shared and used to inform/improve future project delivery.
Qualifications:
Recent experience of delivering winning bids profitably and timely.

Proven track record of delivering design/build projects ranging from $500 million to $1 billion plus.

Strong technically based leadership skills with proficient understanding of multi engineering disciplines and technical design standards.

Strong project management skills.

Broad knowledge of construction, design and management of major highway/bridge projects.

Understanding of environmental requirements of highway design construction.

Knowledge of the use of computer design tools.

A good working knowledge of BIM.

Excellent interpersonal and communication skills with ability to form effective relationships

Qualified candidates will possess a Bachelor’s degree in Engineering with a minimum of 15-20 years’ experience, including 5 years of senior management leadership or related experience; preference given for technical degree with Master’s Degree or Certificate in Business Administration or Engineering Management.

Job Summary
Under minimal guidance from the Director of Strategic Planning and Policy, develops, designs, monitors and implements specific and large-scale transportation planning studies, projects and programs.  Prepares analyses of proposed transportation policies and projects’ impacts relative to land use, community development and economic development plans. Utilizes a wide range of technical skills and knowledge to maintain control over multi-faceted operations in the external field and department. Coordinates internal/external agencies, vendors and team efforts to ensure the standards of performance and departmental project goals are met.  Confers with management to develop strategies regarding on-going assignments.  Represents the department in joint local and regional projects, collaborates with outside agencies/vendors, and coordinates the deployment of staff.  Serves as the lead on designated assignments and coordinates with departmental staff, the County or other governmental agencies to ensure the timely completion of transportation planning projects.  Performs other duties as assigned.
  
Minimum Qualifications
