The Will County Governmental League (WCGL), one of the metropolitan Chicago regional Councils of Government (COGs) is seeking applications for the position of Planning Liaison. This entry level, full-time position will be engaged in the WCGL’s Transportation and Member programs. The WCGL represents 35 member communities in one of the fastest growing counties in the country. Will County is located approximately 40 miles southwest of Chicago, has an area of 837 square miles, and a population of over 750,000.

The successful candidate will be responsible for assisting in managing the WCGL Surface Transportation Program (STP), Transportation Improvement Program (TIP) and running training opportunities. Managing the STP program includes supervising the preparation and processing of League members applications for federal funding, recommending priorities for various federally funded projects and maintaining records on STP funds allocated to and expended by the League through the program.

The WCGL is responsible for the programming of all federal and state funded transportation projects in the regions Transportation Improvement Program (TIP). The Planning Liaison will assist in active program management for projects in the TIP. The position will regularly coordinate with the Illinois Department of Transportation (IDOT) and the Chicago Metropolitan Agency for Planning (CMAP) to keep the TIP accurate and projects on schedule.

This position will also be responsible for primary staffing of the WCGL’s Public Works Training Program. The Planning Liaison will organize local and web based training opportunities related to public works and transportation.

A degree in planning, public administration, political science, or related field required. Knowledge of regional transportation and planning related issues is desired, and local knowledge is helpful. A successful candidate will have strong interpersonal skills for interactions with elected officials and the business community, as well as strong organizational skills with the ability to multi-task. Regional travel required. This is an entry-level position with a compensation package based on the individual qualifications of the candidate.

Compensation and Benefits
Compensation will probably start in the range of $21-26/hour depending on experience, but raises of over 15% in the first year are routine for excellent work. The Portfolio Management Assistant provides critical and substantive support to CCLF’s lending,
marketing and portfolio management programs, enjoying a wide range of duties and responsibilities. The position supports the work of the Director of Portfolio Management (DPM) and the Portfolio Management Team, but also provides specific support to the Director of Lending. The position includes direct and indirect contact with and service to our applicants, borrowers and investors.
  • Serve as the liaison in the Portfolio Management Department between the Lending and Finance and Accounting teams for a variety of matters.
  • Assist the DPM with gathering borrower information for loan renewal and restructure
  • Schedule site visits and meetings with borrowers as needed (managed by DPM)
  • Process and track draw requests according to established procedures.
  • Coordinate with Finance and Accounting team to reconcile month end Portfolio Numbers and ensure account accuracy.
  • Prepare and distribute monthly routine and delinquent invoices to borrowers
  • Prepare materials and take minutes for all Loan Committee, Special Assets Committee, and Enterprise Risk Management Committee meetings and schedule other small meetings as needed
  • Manage monthly monitoring of customer accounts, record payments, maintaining credit files, borrower insurance and tax compliance, real estate tax payments, UCC filings, deposit account verifications, etc.
  • Assist with borrower compliance as necessary
  • Serve as the primary contact person on the Portfolio Management Team for investor compliance reports (managed by Director of Portfolio Management)
  • Collect, audit and report social impact data on all loans regularly and communicate data to the appropriate teams
  • Maintain portfolio reports and analyses for both internal and external use (e.g. Loan Portfolio Ratings Report, portfolio segmentation, charge-offs tracking, repaid loans tracking, collateral tracking, etc.)
  • Produce and distribute periodic borrower mailings (e.g. surveys) with supervision from DPM Assist with the maintenance of the loan portfolio databases (including borrower addresses) and credit files
  • Conduct loan inquiry/intake calls and report the information to the Director of Lending (DOL)
  • Schedule follow up calls from the loan inquiries for the DOL.
  • Manage the Deal Flow spreadsheet
  • Assist with Technical Assistance programs, workshops, and reporting
  • Co-lead the annual CDFI Fund application (in cooperation with External Relations Officer and other staff)
  • Research programs and initiatives of interest to CCLF as necessary

Nature Scope of Working Relationships
The Portfolio Management Assistant position requires maintaining working relationships with fellow team members; borrowers; potential clients; consultants; vendors; financial institutions; other public/private sector institutions; peers in the field of community development; and committee volunteers. This position reports to the Vice President of Lending but also works with direction from the Senior Portfolio Management Officer.

Major Challenges/Performance Measures
The major challenge of this position is to provide prompt, accurate and superb customer service to a wide array of stakeholders including investors, borrowers and senior management; while insuring a high level of accuracy and quality in loan portfolio reporting.

Performance measures include: maintaining a depth of knowledge of each loan/borrower; proactive and timely problem solving; outstanding customer service; accurate reporting across the organization; and maintaining current, accurate, and organized loan management system and credit files.

The Village of Glen Ellyn is seeking to hire one (1) full-time Associate Planner. The job duties of this entry-level position include, but are not limited to, acting as an important contact for the Department on managing short and long-term planning projects, providing complex support to various Commissions, which includes acting as the primary staff liaison to the Historical Preservation Commission and other Commissions, as assigned; also assists with implementing the Village’s Comprehensive Plan and Downtown Plan. ESSENTIAL FUNCTIONS:

  • Prepare and write grant applications including components relating to geographics, maps, plats, site plans, etc.; and prepares applications and provide necessary documentation for special projects and awards as assigned.
  • Negotiate and draft various agreements with assistance from Department Director, Village Attorney and Public Works Department; process annexation requests.
  • Continuously evaluate processes and programs; identifies opportunities that improve customer satisfaction, review turn-around time, and/or staff efficiencies.
  • Represent the Department to other Village departments, elected officials, outside agencies and the general public; explain, justify, and defend programs, policies, and activities; and negotiate and resolve sensitive, significant, and controversial issues.
  • Ensure Department files are continuously organized and maintained in an accurate and organized fashion by assigned personnel, and that applications and process documents are complete, accurate, and periodically updated.
  • Serves as a member of various staff committees as assigned.
QUALIFICATION REQUIREMENTS:
  • Bachelor’s degree in Urban Planning, Public Administration, or closely related field with up to six months of previous planning experience; Master’s Degree preferred; or any equivalent combination of education, training and experience which provides the requisite knowledge skills and abilities for this job.
  • AICP certification is a plus, but not required; candidate must be able to obtain AICP certification within one year of employment.
  • Ability to take control of situations, think quickly, and adapt to stressful situations is a must; and the ability to use good judgment and effectively solve problems is also required.
  • Ability to effectively prioritize and organize workload.
  • Ability to instruct and train in methods and procedures; must be able to delegate activities in an effective and responsible manner.
