Metropolitan Transit Planner (Rockford)
Who: Region 1 Planning Council (R1PC), which is comprised of the Rockford Metropolitan Agency for Planning and the Economic Development District of Northern Illinois.
What: The Metropolitan Transit Planner position works with the Metropolitan Planning Organization (RMAP/MPO) division of the R1PC and the Rockford Mass Transit District (RMTD) to administer the federally required public transit planning process. This position also produces planning documents and engages in planning processes typical of a metropolitan planning organization and mass transit district. The successful candidate will investigate, analyze, document and manage ongoing public transit and associated economic development planning efforts. Work for this position will involve close coordination with the MPO transportation planning function of the R1PC as well as the operational planning elements of the local mass transit district. This position will be engaged in the long- range as well as short-range planning functions of the MPO and RMTD. The successful candidate must possess strong writing skills, prepare recommendations, perform research, planning and technical analysis for projects.

| SALARY TARGET: $60,000 - $65,000. Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target. Analyzes data needed to develop, implement, and evaluate bus/rail service, and makes appropriate recommendations and plans. Conducts research to ascertain where the operating efficiency and service improvement can be attained. Evaluates major route(s) changes for Title VI and Environmental Justice implications. Administers contracted services, proposals, contract administration, and reports. Primary duties and Responsibilities Completes running time analysis for rail lines to determine potential frequency changes. Develops specification to submit to schedules. Develops cost estimates for operational changes to rail. Provides specific direction on train consist through peak and off-peak periods. Reviews consultant studies as appropriate. Coordinates short-term rail changes with longer-term construction and extension projects. Meets monthly with Schedules and Operation staff to determine future needs on rail system. Evaluates recent changes and construction project timeline to determine appropriate service levels. Attends meetings and provides communication and information regarding projects, problems, or issues both internally and externally. Conducts fieldwork and research to gather information on various CTA facilities, operations, and service. Determines need to re-assign rail cars based on data. Performs related duties as assigned. Performs various professional planning services to include:
- Providing technical and professional advice to public regarding the Town General Plan, policies and processes;
- Serves as liaison;
- Processes various applications;
- Facilitates Citizen Review Processes; creates presentations, including recommendations to the Town Planning and Zoning Commission; develops and prepares ordinances and resolutions for review and consideration;
- Conducts site inspections and field research regarding development proposals;
- Facilitates and tracks the process of commercial plan review, development agreements and special projects; actively participates in submittal of grant applications and management of grant funded programs; and applies the principles & elements of the Unified Development Ordinance to work product.
Bachelor’s degree in urban planning and public administration or a closely related field and four years of professional planning experience in planning, zoning, annexations and/or urban development or an equivalent combination of education, training and experience.
