Economic Development Manager - Village of Schaumburg, Illinois

JOB SUMMARY:

This position is assigned administrative and management work designed to provide professional support to the Director.  The position is responsible for the implementation of economic development programs for the village, including planning, coordinating, and monitoring programs and projects that are designed to retain existing businesses, attract new businesses, and secure new economic investments.  Work assignments range from very specific and involved to very general responsibilities are normally performed under minimal supervision and are subject to assessment through reports, conferences, and observation or results obtained.  Assigned projects can include unique situations that arise in the village, sensitive or confidential issues, potential changes in village policies, or large-scale projects that require interdepartmental cooperation and coordination.  This position assumes responsibility for assigned projects and will be required to analyze different approaches to projects and make recommendations and/or decisions on how to address and manage the project and related problems.  Supports the Director in planning, implementing, and reviewing a variety of economic development initiatives including TIF District, marketing, communication, business attraction, business retention, tourism, and workforce issues.  Additional responsibilities may also include the preparation of materials for the village president, board of trustees, or advisory bodies of the village as directed.

Schedule/ Work location:
This position is typically required to work during the hours Village Hall is open Monday-Friday, 8:30 a.m.-4:30 p.m., based on operational needs, for a total of 40 hours per week. This position is exempt under FLSA. Attendance at evening meetings up to several times per month is also required.

Salary:
The starting salary is $63,697- $89,176 DOQ, with excellent fringe benefit package.

The Service Planning group of Pace Suburban Bus in Arlington Heights, Illinois, located 25 miles northwest of downtown Chicago, and accessible by public transportation, seeks an Associate Planner. Pace is a large public transit agency providing fixed route, alternative services, ride share and ADA transportation in a 3500 square mile area of Northeastern Illinois serving 280 communities. More information about Pace can be found at www.pacebus.com.

JOB DESCRIPTION: We seek an Associate Transit Planner who will perform the following tasks:

1. Plan and implement changes in fixed routes and community transit services operated by Pace garages and contractors;

2. Analyze route performance data from Pace’s intelligent bus fleet such as on-time performance and automatic passenger counting in order to make improvements in service;

3. Conduct field work to review current service and plan new service;

4. Assist in Pace’s posted stop program to transition bus stops from flag stop to posted stops to speed up service.

5. Participate in Pace service restructuring initiatives whereby current service is evaluated region by region by a cross-functional team with the goal of adjusting service to increase ridership, revenue and speed;

6. Investigate service inquiries from the public;

7. Attend public meetings when needed;

8. Other duties as assigned.

QUALIFICATIONS:
The qualified candidate must meet the following requirements:

A. A Bachelor’s Degree in Urban Planning with a transit focus or Transportation Planning. A Master’s Degree in Urban Planning or Transportation Planning is desirable. The candidate’s GPA for undergraduate and graduate school should be high.

B. At least 2 years of experience in a public or private transit position (a combination of full time employment and internships in transportation planning can be used for the required experience).

C. Possess excellent verbal and written communication skills.

D. Have outstanding interpersonal skills and an outgoing personality.

E. Be energetic and able to work independently or on a cross functional team.

F. Be a good problem solver and able to evaluate complex problems and be able to quickly resolve these issues.

G. Able to use the following software applications: ArcMap/GIS, Excel, Word, Outlook and Power Point. It’s a plus if you have knowledge of Hastus scheduling and Hastus ATP.

H. A good work history.

I. Possess a valid driver’s license and a clean record in order to use staff cars for field work or to attend off-property meetings.

BENEFITS:
  • Starting salary in mid 50s. Pay every two weeks with salary adjustments at the beginning of every year.
  • Comprehensive health, dental, optical insurance options are available paid for jointly by Pace and the employee.
  • An employee riding pass is provided for unlimited rides during the term of employment on all Pace & CTA buses and trains.
  • Health club reimbursement up to $300 per year as long as the employee works out at least 10 days per month.

This position is for a proven public affairs professional who can implement client projects on time and within budget, and oversee project staff.  The Director of Policy and Public Affairs must have the ability to provide strategic counsel to clients on all project matters and possess strong leadership skills.
