Program Analyst - IDOT (Chicago) (Closes 8/20)

Who: Illinois Department of Transportation, Office of Intermodal Project Implementation, Chicago

What: This position is responsible for ongoing assistance to the State Safety Oversight Section by synthesizing information, conducting research, and developing safety performance indicators in rail transit safety activities, as well as performing inspections, audits, assessments, and studies as necessary.
The incumbent supports all aspects of the State Safety Oversight (SSO) Section. The incumbent conducts complex technical and analytical research, special audits and investigations, as well as technical studies and recommends alternatives on a broad range of issues involving safety oversight for rail fixed guideway public transportation systems. The incumbent will make recommendations using the development of performance measures to improve rail transit safety, consistent with the principles of Safety Management Systems. This position prepares written and oral reports and briefings for department management on a wide range of highly complex issues related to rail transit safety oversight. The position will also ensure compliance with federal requirements for financial management and reporting.

Bus Service Planner - CTA

Who: Chicago Transit Authority - Scheduling & Service Planning Department

What: The Bus Service Planner, under general supervision, develops and manages a comprehensive data-driven approach to monitoring transit service levels in order to identify where, when, and how operating efficiencies and service improvements can be attained. Collects, manipulates, and analyzes ridership and operations data to support CTA's decision-making processes. The Planner will also consider impacts from external factors such as shifting demographics and development patterns, and will evaluate major route changes for Title VI and Environmental Justice implications. Transportation Scheduler - Pace (Arlington Heights)

Who: Pace - Dept. of Service Planning & Scheduling - Office of Strategic Services

What: Under the direction of the Supervisor of Scheduling and the Section Manager of Service Planning & Scheduling, the entry level Transit Scheduler position performs specialized work as follows: Drafts transit schedules and prepares daily work assignments for vehicles and drivers; performs runcuts, rosters and blocks schedules; assists Planners in scheduling and designing bus routes and travel times; and analyzes and compiles scheduling related statistics and reports. Other duties as assigned.

Metropolitan Transit Planner (Rockford)

Who: Region 1 Planning Council (R1PC), which is comprised of the Rockford Metropolitan Agency for Planning and the Economic Development District of Northern Illinois. 

What: The Metropolitan Transit Planner position works with the Metropolitan Planning Organization (RMAP/MPO) division of the R1PC and the Rockford Mass Transit District (RMTD) to administer the federally required public transit planning process. This position also produces planning documents and engages in planning processes typical of a metropolitan planning organization and mass transit district. The successful candidate will investigate, analyze, document and manage ongoing public transit and associated economic development planning efforts. Work for this position will involve close coordination with the MPO transportation planning function of the R1PC as well as the operational planning elements of the local mass transit district. This position will be engaged in the long- range as well as short-range planning functions of the MPO and RMTD. Responsibilities
PRIMARY PURPOSE To provide specialized and senior level of expertise and leadership in analyzing transportation statistics, identifying and quantifying emerging trends and relationships between system variables using an analytical and evidence-based approach, establishing empirical methodologies and tools to quantitatively predict possible future transportation performance, and developing analytically rigorous forecasts to support planning and decision-making.
KEY ACCOUNTABILITIES Contributes advanced transportation analytics expertise to the development and appraisal of projects, programs, strategies, plans and tactics. 
Develops confidential transportation forecasts and scenarios for use by senior management in transportation planning and strategic business decisions; develops key inputs for the preparation of base plans, supplemental plans, annual plans, and long range strategic plans.  
Manages complex analytical projects, providing technical expertise and leadership to the project. Performs all aspects of project management from concept to implementation, and leads project teams in the fulfillment of project deliverables.
Develops and applies advanced transportation analytical methods, techniques and models in support of designated project deliverables, ensuring compliance with prevailing standards, policies and procedures.
Provides senior technical expertise to enterprise projects and committees and other analytical and planning professionals, while also providing leadership to designated projects. Presents and defends technical findings to internal and external audiences, including TransLink Executives, Commissioner, auditors and a variety of partner agencies and stakeholders. 
Establishes and maintains working relationships with management and counterparts in business units across the enterprise, as well as external stakeholders, in order to provide expertise and advice and to understand and communicate research and analytical requirements.
Collaborates with external stakeholders, industry peers, and government officials, and participates actively in an expert role on industry advisory and technical committees.
Qualifications
Education and Experience:
The competencies for this job are typically acquired through a Master’s Degree in economics, engineering, business or related discipline with strong emphasis on quantitative research, forecasting and other transportation analytics methods and application, plus five years experience in a related position.  A Master's Degree in Planning will also be considered.
Other Requirements:
This position requires advanced knowledge and expertise in transit ridership, trends, and forecasting as well as big data analytics.  The candidate should also have:
Advanced knowledge of the concepts, principles, standards, practices and methods of quantitative transportation research and analytics. 
Advanced knowledge of analytical methods to evaluate the costs and benefits of transportation policies, strategy and projects including expertise in alternative analysis, multiple account evaluation and benefit-cost analysis.
Advanced knowledge of forecasting theory and transportation model development and application such as regression, time-series econometric, and 4-step demand models, including the use of computerized packages which could include but is not limited to EMME, TransCAD, STATA, SPSS, FoxPro, Excel, Access and similar software.
Advanced knowledge of the transportation industry as it pertains to best practices in transportation research, analytics, modeling, forecasting, and other quantitative analysis.
Solid problem solving and decision making skills to select and establish appropriate processes and standards for the functional area.
Advanced analytical and interpretation skills to derive meaning and develop recommendations based on analytical findings.
Solid project management skills, including attention to detail and good understanding of quality control methods.
Solid written and verbal communication skills as well as interpersonal skills to manage internal and external relationships, deliver presentations, and lead report writing activities.

TransLink’s Research and Analytics department is part of the Planning and Policy Division. The department undertakes transportation system research, advanced analytics, monitoring, surveying, forecasting as well as trend and usage reporting to support strategic, regional transportation policies, strategies and plans. 
An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process.  A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

THE POSITION

Fairfax County, a diverse, dynamic and growing jurisdiction in the Washington, D.C. metropolitan area, is seeking a highly motivated and qualified Transportation Planner to work on a wide range of transportation planning issues, including long-range multimodal transportation planning, sub-area and corridor studies, land use studies and transit analyses. Fairfax County faces significant transportation challenges and is seeking innovative solutions.
Duties include: managing county transportation/land use studies; managing county participation in corridor and facility-level transportation feasibility and environmental studies; preparing, interpreting and applying travel analyses and forecasts and evaluating impacts of proposed amendments to the Comprehensive Plan, participating in and conducting public outreach efforts, giving presentations to and coordinating with elected officials, citizen groups and staff from partnering agencies.

UNDERFILL REQUIREMENTS: This vacancy may be underfilled at the level of a Transportation Planner I (Grade S21, $48,439.04 to $ 80,731.46).
