MTA New York City Transit (NYCT) is the largest public transportation agency in North America and one of the largest in the world. We manage the largest subway car fleet in the world, the greatest number of subway stations (469), and more buses than any other public transit agency in North America.

The Division of Operations Planning – Rail Planning carries out short-term and long-term planning for rail infrastructure and service improvements. Specifically, the Rail Networking Planning team tracks ridership demand, analyzes and develops subway service improvement alternatives, evaluates travel time and accessibility impacts for riders, and recommends changes to meet ridership needs within budget and in coordination with operational departments and capital planning.

The successful candidate will have an integral role in for the Second Avenue Subway expansion project. The candidate will develop plans for permanent service changes dues to new subway expansions; monitor service changes due to ridership patterns; and identify long-term service changes to accommodate reconstruction projects and their impacts.

Additionally, the Manager will assess current passenger loads, identify potential crowding issues, as well as coordinate with capital program, operating, and passenger information departments. The incumbent will be responsible for writing technical reports and giving presentations concerning ridership and other rail service planning issues. In order to provide analytical support to transit service planners, the position requires an excellent understanding of transit planning, practices, data collection and analysis techniques and familiarity with NYC and its transportation systems. The selected candidate will also be responsible for analyzing ridership counts and ridership data to determine required service adjustments to comply with our service frequency and loading guidelines; review major projects that require extensive track access, develop appropriate service diversions and coordinate the implementation of the service diversions; and analyze subway line-haul impacts of city rezoning proposals and other development projects.

The candidate should possess a bachelor’s degree in Engineering, Urban Studies, Geography, Transportation Planning, Architecture, Economics, Business, Public Administration, Political Science or Related field with seven (7) years of full-time work experience in transportation operations planning of which two (2) must have been in an supervisory/managerial capacity or a satisfactory equivalent of the combined education and experience requirements.
