Transportation and Mobility Coordinator - City of Evanston, IL

This position performs professional and administrative work coordinating City-wide transportation and mobility goals and programs within the City Manager’s Office in collaboration with the Public Works Agency and Community Development Department. Responsibilities include formulating and administering transportation policies and procedures, working closely with and addressing day-to-day and policy issues with RTA, CTA, Metra, Pace, Divvy, and other transportation agencies, collaborating with various internal and external stakeholders to assist in the implementation of the City’s Comprehensive and Strategic Plans, the Climate Action & Resilience Plan (CARP), 2014 Bike Plan, Multi-Modal Plan, transit-oriented development (TOD), Health Department’s EPLAN, and the Complete Streets Policy. General Overview:

The Shared-Use Mobility Center (SUMC) is a non-profit organization that works in the public interest to foster collaboration in shared mobility (including bikesharing, carsharing, ridesharing and more) and help connect the growing industry with transit agencies, cities and communities across the nation. Through piloting programs, conducting new research and providing advice and expertise to cities and regions, SUMC hopes to extend the benefits of shared mobility for all.

Position Overview:

The Development Manager will identify, cultivate, and steward potential funders and partners to support SUMC's projects core operations. The Manager is responsible for meeting annual fundraising goals in addition to identify new strategies to expand SUMC's fundraising programs. The Manager will report to, and work closely with, the Executive Director and the Program and Development Director.

As a start-up organization, SUMC has a small staff responsible for a wide range of duties. We have a creative and flexible, but also fast-paced atmosphere. The successful candidate must be a self-starter and an independent worker with a high attention to detail. S/he must also have direct fundraising experience as well as excellent communication and outreach skills.

Development Manager Duties:
  • Research, identify, qualify, and prioritize potential funders for SUMC's programs and core operations, including a focus on corporation, foundation and government funders;
  • Facilitate the development of relationships with funders through presentations, personal meetings, regular communications, and meetings with other SUMC staff;
  • Manage fundraising timelines and track and meet grant and proposal submission deadlines;
  • Draft, assemble, and submit funding requests through letters of intent, sponsorship packages, proposals, phone calls, in-person meetings, or other presentations;
  • Follow up with interested funders, finalize contracts, and issue acknowledgements of gifts;
  • Create and maintain an annual fundraising calendar of activities to ensure the timely delivery of reports, benefits, and recognition;
  • Review and revise, as needed, systems for keeping records, tracking donors, managing correspondence, and gift acceptance policies in keeping with ethical fundraising practices;
  • Help organize fundraising for SUMC's events, including the annual National Shared Mobility Summit;
  • Develop strategy for growth of SUMC's fundraising program and identify alternative sources of revenue;
  • Track progress towards quantifiable goals and make mid-course adjustments as necessary.
Qualifications:
  • Bachelor's degree required, advanced degree preferred;
  • Four to six years' experience in fundraising or development, including experience working with institutional funders;
  • Strong attention to detail and project management skills;
  • Excellent interpersonal, written, and verbal communication skills;
  • Previous supervisory experience a plus;
  • Ability to work in a fast-paced environment with minimum supervision.

The City of Berkeley is currently seeking applications from highly qualified individuals for Associate Planner. This classification is located in the Land Use Planning Division of the Planning Department, and in the Transportation Division of the Public Works Department.
Associate Planner - Transportation Division 
The Associate Planner in the Public Works Department works on the City’s employee transportation benefits program, which includes the AC Transit Easy Pass, pre-tax commute benefits, car sharing, and bicycle pool. The position also works with transit providers, primarily AC Transit, on transit projects affecting Berkeley, including service planning and bus stop improvements. The position will also support several grant-funding transportation capital improvements projects, including efforts to upgrade the Downtown BART station and transit area, develop Complete Streets projects, and implement the City’s Bicycle and Pedestrian Plans.
Additional duties may include assisting in grant applications, grant compliance, procurement of consultants, and consultant contract management.
Associate Planner - Land Use Division
The Associate Planner in the Planning Department performs a variety of professional activities in support of the City’s planning services. In this journey-level class, incumbents conduct planning research and analysis on moderate to difficult projects. Work requires the exercise of considerable independence in preparing planning studies and reports on well-defined assignments and making presentations on such projects.
The Land Use Planning Division administers zoning regulations, reviews development projects and assists the community in its efforts to plan for the City's physical, cultural, environmental, and socio-economic future. If current planning activities are assigned, work will include data collection, provision of information to the public at the zoning counter, processing development applications, and environmental review. If policy planning activities are assigned, work will include ordinance and plan revisions, and other land use studies.

SUMMARY:

The Candidate will support transit planning and program management for all matters relating to developing routes and networks or routes for transit systems, including but not limited to, Installation Base Shuttle, Water Taxi, Bike Share, and transit-oriented development and integration with Honolulu Area Rapid Transit (HART) System, local, and Federal government agencies.

The Candidate is required to use sound planning judgment in making recommendations to the customer regarding base transit, including coordination and program management of HART planning and construction scheduled with Navy requirements. Required Services/Support are listed below.

  • Data Repository: The Candidate will store, transmit, evaluate and/or present data generated in support of the customer’s mission. 
  • Data Collection: The Candidate will perform data collection in support of customer’s programs. The Candidate will analyze and report on findings. 
  • Pre-Award Support/Post-Award Support: The Candidate will deliver documents defining Task Order requirements, developing and integrating execution strategies, Performance of Work Statements, Statements of Work (SOWs), programming documents, DD 1391s, cost estimates, and other components of the acquisition package for government approval and submission. 
  • Technical Interchange: The Candidate will provide technical expertise to the Government at meetings located on Oahu. The Candidate will deliver technical presentations, provide agendas and meeting minutes, facilitate meetings, etc. 
  • Deliverable Review: The Candidate will perform and deliver technical reviews of data deliverables submitted by other contractors. Reviews will assess functional and technical accuracy/completeness, and compliance with applicable regulations. Deliverables will state whether technical deliverables satisfy specifications and schedules and include written recommendations regarding acceptance or rejection of documents by the government. 
  • Project Tracking: The Candidate will maintain three (3) databases. 
  • Documentation: The Candidate will assist in documenting program files, organizing files and providing administrative support, such as filing minutes of design and construction meetings. 
  • Conference/Meeting Support: The Candidate will support the Air Force at conferences and meetings. This shall take the form of meeting setup, facilitation, as well as deliverables (graphics, audiovisual equipment, study materials, invitations, record keeping, etc.) Meetings/conferences may address a wide variety of topics, such as stakeholder involvement, community relations, risk communication, etc. 
  • Statutory and Regulatory Requirements Support: The Candidate will provide deliverables which review, interpret and define the application of new statutory and regulatory requirements. Deliverables shall include recommendations for Air Force integration of these requirements. 
  • Cost and Scheduling Support: The Candidate will provide deliverables which help the government evaluate other contractors’ performance. Deliverables will include cost and schedule analysis, project status reports, Estimates at Completion and provide cost performance improvement recommendations and alternative corrective measures to recover from schedule lapses and cost overruns. Deliverable requirements may also include cost and schedule training and peer reviews of other analysts’ evaluations. The Candidate will develop and provide engineering man-hour and cost estimates for project support. 
  • QA/QC Oversight of field activities: The Candidate will assist government personnel to perform QA/QC oversight of field activities. The Candidate may review other contractors’ field activities to ensure they are being conducted according to Navy, regulatory, and project-specific procedures and that the resulting data collected are legally and technically defensible. Assistance shall include site visits, documentation, photographs, daily surveillance log and reports of immediate health and safety hazards observed. The Candidate will recommend corrective actions as needed. 
  • Data and Analysis Support: The Candidate will provide deliverables resulting from the technical review of other contractors’ work product, including site data, analytical data, and reports. These deliverables will include an assessment of the accuracy of data and validity of analyses and interpretations of results generated by others. The Candidate will deliver analyses of technical comments provided by regulatory agencies and stakeholders in accordance with appropriate laws and regulations, and make recommendations to the government concerning their disposition. The Candidate will deliver QA/QC standards for emerging technologies when not otherwise available. 
  • Strategic Planning: The Candidate will provide assistance and deliver strategic planning tools such as: Change management in business redirection and enhancement; business management techniques; identification and deployment of measurement systems; program analysis, planning and development; process mapping, benchmarking and process migration and in-depth requirements analyses. The Candidate will facilitate and support efforts to develop, establish, implement and sustain leading-edge techniques. 

The Candidate will perfrom tasks that require: * Knowledge of federal, and/or local regulations and statutes, Air Force, Navy, and DOD regulations and other documentation. * Knowledge of construction scheduling methods. * Proficiency in computer software programs such as Microsoft Word, Excel, PowerPoint, Outlook, and Adobe Acrobat Professional. * US Citizenship. * A valid driver’s license. Transportation degree or Masters in Urban and Regional Planning with a transportation specialization.
