Senior Project Manager, Rail Heavy Maintenance, CTA - Chicago, IL

POSITION SUMMARY

Under direction, provides project oversight and technical support for the Authority’s rail heavy maintenance overhaul programs. Responsible for the overall direction, coordination, project monitoring, control, team integration, change integration of the overhaul project and preform corrective action as needed.

 

Qualifications

 

POSITION PRIMARY RESPONSIBILITIES

  • Serves as Project Manager and coordinates with Rail Engineering on various rail equipment/vehicle overhaul projects.
  • Supervises the development of projects and plans related to the overhaul of rail vehicles and equipment.
  • Establishes project schedules, workflow, budgets for vehicle overhauls and tracks progress to ensure deliverables are on schedule and within budget.
  • Reviews contract drawings and correspondence from vendors and part manufacturers, apprises the General Manager and Chief Engineer of issues or concerns, and drafts responses for corrective action.
  • Implement a Quality Assurance plan for deliverables and project milestones.
  • Chairs meetings with project stakeholders, vendors and maintains meeting minutes, and prepares project evaluations and assessment of result reports. Present reports defining project progress, problems and solutions.
  • o Monitors project related activities of overhaul staff, may perform discipline as necessary in conjunction with department managers.
  • Manages the continued maintenance plans and replacement plans of new parts and overhaul vehicles.
  • Collects and maintains parts information, oversees the assignment of Authority specific identification numbers to parts, and coordinates the input of parts data into the Oracle database.
  • Keeps abreast of warranty status information and ensures that vehicles under warranty are not charged for covered repairs.
  • Tracks the progress of overhaul vehicle repair training for CTA personnel and makes adjustments as necessary to maintain schedules.
  • Assigns work to Forepersons, monitors personnel resource needs and schedules, identifies areas of deficiencies, and recommends changes to accomplish project deliverables.
  • Drafts project work plans, specifications, and estimates for labor, material, and equipment costs for projects.
  • Develops performance metrics, analyzes data and summarizes outcomes.
  • Coordinates, schedules, and conducts inspections and testing of overhauled vehicles and parts.
  • Inspects and tests for defects, performance, and compliance with specifications.
  • Implements resolutions to ensure all problems are resolved.
  • May travel to vehicle or sub-system manufacturing plants to inspect for compliance with specifications.
  • Initiates, tracks, and expedites purchase requisitions for vehicles and services received.
  • Tracks the progress of overhaul vehicle repair training for CTA personnel and makes adjustments as necessary to maintain schedules.

POSITION SUMMARY
Oversees  Geographic Information Systems (GIS) data, applications and usage for the Chicago Transit Authority.  Promotes the power of spatial comprehension and integrates various data sets and data models into GIS systems or GIS projects. Plans for and implements all aspects of the CTA’s GIS-related projects including recommending a roadmap for implementation, identifying resources and establishing project objectives, timelines and milestones, as well as  developing standards for GIS deployment and use and supporting system upgrades. Project Manager, Operations & Safety - Innovations -- CTA

 Position: Project Manager, Operations & Safety - Innovations -- CTA 

Position Summary: The Innovation Office works directly with other departments to provide policy development support and project management resources for innovative technology and strategic process or product implementations, including developing pilots and proof of concepts and then scaling successful pilots to agency-wide solutions. The Innovation Office will engage in independent research on emerging transit policies and technologies, and provide innovation leadership by serving as a meeting place to develop an Agency-wide innovation strategy, develop new data integration and management strategies, and plan for potentially disruptive mobility technologies like vehicle automation, micro-mobility services, and multi-modal integration. The Operations & Safety Innovations Project Manager will focus on employee and customer safety initiatives, improving internal workflows, identifying machine learning, AI and “Big Data” solutions that will create operational efficiencies and support proactive decision making, and enhancing Agency’s existing administrative technologies. 

Under general supervision, administers and executes project agreements and defines the scope of work for innovative pilots, proof of concepts and initiatives focused on improving Agency operations and safety outcomes. Manages projects from conceptual planning through launch and stabilization in conjunction with various Authority staff, departments, CTA contractors and other third-parties to ensure projects meet Authority’s innovation goals and objectives.

Primary Responsibilities: 

1. Plans, directs, and coordinates various pilot projects, proof of concepts and Agency wide projects in cooperation with Authority departments on various operational and safety initiatives.

a. Identifies business needs for customer-focused solutions

b. Creates, develops, implements project plans by assessing needs analyses and project specifications.

c. Establishes project timelines, workflows, and budget and tracks progress to ensure deliverables are on schedule and within budget.

d. Coordinates with various CTA departments and staff to implement project plans that incorporate data collection for evaluation of the pilots, a customer engagement strategy, and communications support to highlight outcomes. Establishes work plan and staffing needs for each phase of projects.

e. Holds meetings between project stakeholders and maintains meeting minutes and prepares project evaluations and assessment of project results. Responds to any internal inquiries and updates project plan as needed.

f. Identifies and resolves project issues and risks and monitors successful execution of revised action plans.

2. Researches new trends in transit safety, human resource and administrative management tools, AI, Machine Learning and Big Data, and transit operations. Helps create and implement new innovative approaches to improve Authority operations and safety. Serves as a resource in generating, critiquing, and advising new potential projects, pilots, and proofs of concepts.

3. Works closely with other departments at Agency to improve data management, integration, and analytics. Develops and launches innovative data collection instrument, procedures and solutions.

4. Works with the Finance Department, Law Department, and Purchasing Department to create business cases for innovation pilot projects and proof of concepts to scale to systemwide implementations

5. Performs related duties as assigned.

Education/Experience Requirements

Senior Coordinator, Bus Fare Systems - CTA

Position Title: Senior Coordinator, Bus Fare Systems

Position Summary: The Innovation Office manages the cash fare collection on every bus – over 1,800 buses equipped with fareboxes. The Office is responsible for overhauling the 35-year-old bus fareboxes in the coming years. Under general supervision, performs various support functions in the form of coordination of union personnel, work order analysis, special events and projects support, fare equipment and revenue collection vaulting equipment support.

Primary Responsibilities: 

1. Utilizes applicable technologies to develop plans and supporting methodology to meet department service needs. 

a. Assists management with garage operations and oversight of preventive and basic maintenance, inventory, and scheduling. 

b. Participates in the analysis of automatic fare collection maintenance and equipment problems. Recommends and develops appropriate solutions.

c. Conducts inspections of garages and maintenance projects to review progress, work methods and compliance with safety regulations.

d. Supervises and instructs bus fare systems personnel.

e. Reports to management findings based on investigations along with corrective action recommendation for final resolution.

2. Coordinates garage operations for fare box system maintenance to ensure schedules are met for operational needs.

Position Summary: The Innovation Office manages the Agency’s Open Standards Fare Collection System, called Ventra, which collects over $1 million each day in fare revenue and is the Nation’s first account-based transit fare collection system. The Office is responsible for an end-to-end update of the Ventra fare collection system, including transitioning the system to open architecture platform, and overhauling the 35-year-old bus fareboxes on every bus.

Under general supervision, proactively monitors the overall performance of the Open Standards Fare System, called Ventra; analyzes complex data to assess vendor service performance to ensure fulfillment of contractual obligations, and monitors maintenance and enhancement activity by the system vendor to ensure the achievement of contractual requirements and customer satisfaction. Develops and provides supporting documentation, data analysis and innovative solutions to verify vendor reporting requirements. Communicates vendor performance levels with appropriate groups.

1 - (35%) Monitors the performance of devices in the field against contractual requirements, including uptime, software bugs, hardware problems, and usage levels. Monitors the performance of resources in the field (e.g., policy adherence, proper use of functionality, training).
Generates and reviews vendor performance metrics, such as overall system and device availability, Customer Service Support, Service Level Agreements and Service Level Deficiency Credits (SLAs, SLDCs).

2 - (25%) Analyzes complex data sets to support operations and provide insights into customer usage trends
Prepares service level specifications for analytical, planning, evaluative, and system-related projects.  Compares service level results with contract requirements and financial model rules to determine and apply credits or deficiencies.

3 - (25%) Develops and oversees project plans to address system issues. Plans, executes, and manages assigned projects from initial stages through implementation. Monitors and recommends ongoing process improvements.
Coordinates with CTA department and external vendors to ensure product development, technology upgrades, and vendor integration projects meet budget and schedule expectations. Identifies project milestones and anticipates conflicts or delays that will adversely impact the project outcomes.

4 - (10%) Performs administrative duties to maintain documents and records related to fare systems operations. Manages correspondence, meeting minutes, and project related coordination for vendor integration programs.

5 - (5%) Performs related duties as assigned.

Education/Experience Requirements
Bachelor's Degree in Business Management, Data Science, Planning, Public Administration, Public Policy, Law, Information Systems, Engineering, or a related field, plus three (3) years of experience in, or an equivalent combination of education and experience related to this position. 

Knowledge, Skills, and Abilities
  • Working knowledge of contractual terms and relationships, and auditing principles.
  • Working knowledge and experience in preparation and analysis of various reports.

Position Summary: The Senior Coordinator will focus on supporting the implementation of new innovative technologies, processes, and mobility solutions, with a concentration on the implementation and integration of the fully redesigned Open Standards Fare System, called Ventra. This Ventra update seeks to improve the customer experience for all types of travelers by enhancing customer service and convenience and expanding upon new partnerships.

The Senior Coordinator will perform various project management tasks while tracking and facilitating the Ventra fare systems redesign and update project. The Senior Coordinator will also work with internal stakeholders and third-party entities in coordinating the implementation of new technology products and strategies with the Ventra fare system to enhance mobility and improve customer experience, as well as supporting existing innovative partnerships.

Primary Responsibilities
1 - (35%) Assist in planning, executing, and managing assigned projects from initial stages through implementation.
Manages and updates project issues list and risk log; takes and distributes meeting minutes and flags items for follow-up or further research.
Coordinates with vendor and consultants on project progress list items and agenda creation.
Coordinate schedules between vendors and internal departments.

2 - (20%) Coordinates fare system innovation enhancements aimed at improving customer outcomes, bringing positive customer results, and increasing revenue and system ridership.
Coordinates across departments and with third party vendors to meet strategic objectives.
Manages the collection, development, and dissemination of innovative fares ideas and practices into repository for innovative ideas.
 Maintains knowledge on emerging innovative transportation fares practices or trends.

3 - (20%) Supports outreach to external partners, agencies, and companies to implement innovative fare system programs.
Coordinates with other departments, vendors, and external partners on promotion and management of promotional, sponsored/branded, and custom branded Ventra cards and tickets.
Coordinates with external partners on day-to-day administration of existing innovative fare programs.

4 - (10%) Composes executive briefing decks, progress reports, and presentations for internal review and use.
Coordinates with internal departments and vendors on customer email program; assists with effectuating customer outreach and surveys.
Assists in explaining and introducing fare system updates and policies to CTA departments.

5 - (10%) Interfaces with Ventra customer service management team dealing with customer escalations and service issues.
Coordinates with Ventra customer-facing support and communication to help ensure vendor is meeting the needs of customers.
Helps diagnose and resolve customer-facing problems or requests utilizing department tools, resources, business judgment and expertise.

6 - (5%) Performs related duties as assigned.

Education/Experience Requirements
Bachelor's Degree in Business Management, Planning, Public Administration, Public Policy, Law, Information Systems, Engineering, Systems Integration, Project Management, or a related field, plus five (5) years of experience in, or an equivalent combination of education and experience related to this position.
