This position is in the Department of the Interior, Bureau of Ocean Energy Management, Office of the Director, Office of Regulatory Affairs duty stationed in Washington, DC.

At the full performance level (GS-12) the major duties of this position include but are not limited to the following:
1. Develop, implement, and analyze information collection requests for BOEM that conform to the Paperwork Reduction Act of 1995 (PRA).

2. Assist in analyzing current and prospective rulemakings regarding the PRA to ensure that the regulatory requirements and impacts on stakeholders are clearly understood.

3. Prioritize and manage workflow of requests and tasks for PRA clearance of BOEM information collections. Drafts or assists in drafting requisite notices for new collections and renewals that are published in the Federal Register.

4. Support implementation of BOEM procedures which ensure compliance with the PRA and provides ongoing and ad-hoc recommendations to leadership and professional staff. Plans and organizes a variety of records and information related to PRA.

Description

: 

We are seeking inquisitive, analytical, and self-motivated people who are interested in effective and efficient government to become part of our team in Helena as a Management and Program Analyst at the Associate or *Senior level. Management and Program Analysts review and examine state government operations to determine whether programs are: 

•             Effectively achieving intended results,

•             Efficiently managing operations, and

•             Complying with related laws and regulations.

Management and Program Analysts work in teams planning, conducting, and presenting in-depth policy and operational reviews of state government programs. They analyze data, develop conclusions, and make recommendations to state agencies and the state legislature to improve government operations. They document their analysis and findings, compose summaries and conclusions for their work, and assist with writing reports and presenting performance audit results to agency personnel and legislative committees. Specific tasks can include, but are not limited to: 

•             Conducting individual and group interviews,

•             Reviewing agency records and documents,

•             Developing and administering surveys,

•             Extracting and analyzing operational and financial data,

•             Conducting various types of automated testing,

•             Reviewing public policy research and studies, and

They should also have a strong interest in learning about state government. Individuals gain the qualifications for this position through obtaining a bachelor’s or master’s degree in business, economics, finance, mathematics, public administration, computer science, information systems, political science, or a related field. Applicants with course work and/or experience in performance auditing, research, analysis of business or government operations, use of data analysis software, quantitative analysis, problem solving, report writing, oral presentations, and basic Montana government operations will be given more consideration. A completed bachelor’s degree is required by May 15, 2022.

Associate Management and Program Analyst:  0-3 years of relevant experience; starting minimum salary $54,924

*Senior Management and Program Analyst2-5 years of relevant experience; starting minimum salary $59,404

*To be considered for entry as Senior, the applicant MUST have a minimum of 2 years direct work experience as a program evaluator/analyst, performance auditor, or demonstrably equivalent position. Education or related (but not direct) work experience WILL NOT be substituted for the direct auditing work experience for Senior-level consideration. Direct experience conducting government program evaluation and/or performance auditing is preferred.

 

These positions provide an opportunity for salary adjustments and career advancement based on merit. We offer flexible work schedules with an option for up to 24 hours of telework a week. (However, the candidate must live in Helena or the immediate area as this position is not fulltime remote.) Employment with the State of Montana may qualify you to receive student loan forgiveness under the Public Service Loan Forgiveness program. A comprehensive benefits package is also offered, including a state contribution of more than $12,000/year for health, life, dental, and optional vision insurance; contribution to a retirement fund; and paid vacation and sick leave.

Management and Program Analyst, U.S. Department of Labor

Summary


This position is located in the Veterans' Employment and Training Service (VETS), Office of Strategic Outreach (OSO). The incumbent serves as the Management and Program Analyst for a Regional Office. Incumbent's duty location will be determined upon selection and assigned to the Philadelphia, Chicago, or Dallas Regional Office listed here.

Duties may include:

·         Conducts outreach to employers and connects them with federal, state, and other resources in order to facilitate employment for transitioning service members, veterans, and military spouses. The incumbent will consult with companies on their needs, educate them on resources and assist them with developing apprenticeships to address skill gaps and attract more veterans.

·         Coordinates employment resources and expertise across businesses, employer groups, veterans' organizations, state workforce partners and government agencies to promote veterans' employment opportunities.

·         Markets the HIRE Vets Medallion Program (HVMP) and encourage employers to apply for the award. The incumbent will connect employers with federal, state, and other resources to assist them in meeting the veteran employment, retention, and other requirements of the HVMP award.

·         Interacts with Human Resources (HR) professionals at large, medium, and small corporations in their assigned region in assessing their veteran hiring objectives and developing and helping HR professionals implement plans to meet these objectives leveraging the American Job Center (AJC) network.

·         Provides a valuable bridge between national and regional employers who are eager to commit to hiring veterans and workforce development staff through AJCs who are tasked with building local employer relationships and assisting veterans in entering gainful employment. The incumbent will establish working relationships with respective State Veteran Coordinators and Local Veteran Employment Representatives (LVERs) in their assigned regions to support state and regional employer hiring efforts.

·         Conducts outreach to major or multi-state private sector companies to generate interest to hire veterans, developing hiring solutions, and providing guidance on executing their veterans hiring programs.

·         Ensures that VETS is actively involved in addressing regional stakeholders, including but not limited to the following: Transitioning Service Members (TSMs), veterans, State Workforce Agencies (SWA), private-sector employers, trade associations, labor unions, Veteran Service Organizations (VSOs) and any other organization serving veterans as it relates to opportunities for meaningful employment.

·         Consults with employers on their credential and training requirements, educate them on resources and assist them with developing apprenticeships to address skill gaps and to attract more veterans.

·         Regularly coordinates activities with the corresponding Veterans' Employment and Training Service Regional Administrator (RAVET), corresponding state Directors of Veteran Employment and Training (DVETs) and at the direction of the Office of Strategic Outreach (OSO) at the VETS National Office.

Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.

·         Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to: evaluate the grantee’s progress towards meeting the goals specified in the grant agreement with DOL ETA; assess the quality of the program and services; ensures that grant activities are being conducted in compliance with the grant agreement and applicable Federal regulations. Prepares complex monitoring reports upon the completion of a monitoring review.

·         Serves as facilitator for internal teams composed to conduct analysis projects.

·         Develops briefing packages collecting data from multiple sources. Works collaboratively with administrative, program, and performance offices that play a role in the administration of ETA grants.
